Background: Prisons in Madagascar are at high risk of plague outbreak. Occurrence of plague epidemic in prisons can cause significant episode of urban plague through the movement of potentially infected humans, rodents and fleas. Rodent and flea controls are essential in plague prevention, by reducing human contact with plague reservoirs and vectors. Insecticide treatment is the key step available for the control of rat fleas which transmit the disease from infected rodents to human. The implementation of an adapted flea control strategy should rely on the insecticide susceptibility status of the targeted population. For the purpose of plague prevention campaign in prisons, we conducted insecticide resistance survey onXenopsylla cheopis, the rat ***: Fleas were collected on rats caught in six prisons of Madagascar. Hydrogen-powered electric aircraft have attracted significant interests aiming to achieve decarbonization *** DC electric networks are facing great challenges in DC fault protection *** interrupters are widely used in low voltage and medium voltage power systems due to being environmentally friendly with low *** this paper a moving coil actuator with compensation coils for a vacuum interrupter,as part of a hybrid direct current circuit breaker,is designed and experimentally *** coils are used to improve operating speed compared with original moving coil *** between four possible connections of compensation coils and original moving coil actuator are carried *** results show comparisons between different connections of actuator coils in terms of opening time and coil current with a range of pre-charged capacitor *** performance of each actuator connection is also *** actuator with compensation coils is shown to have a higher current rising rate and achieve faster opening speed,which is a critical requirement for electric aircraft network *** parallel connection actuator achieves the highest opening speed within 3.5 ms with capacitor voltage of 50 V.

Hiding secret data in digital multimedia has been essential to protect the ***,attackers with a steganalysis technique may break *** steganalysis methods have good results with conventional Machine Learning(ML)techniques;however,the introduction of Convolutional Neural Network(CNN),a deep learning paradigm,achieved better performance over the previously proposed ML-based *** the existing CNN-based approaches yield good results,they present performance issues in classification accuracy and stability in the network training *** research proposes a new method with a CNN architecture to improve the hidden data detection accuracy and the training phase stability in spatial domain *** proposed method comprises three phases:pre-processing,feature extraction,and ***,in the pre-processing phase,we use spatial rich model filters to enhance the noise within images altered by data hiding;secondly,in the feature extraction phase,we use two-dimensional depthwise separable convolutions to improve the signal-to-noise and regular convolutions to model local features;and finally,in the classification,we use multi-scale average pooling for local features aggregation and representability enhancement regardless of the input size variation,followed by three fully connected layers to form the final feature maps that we transform into class probabilities using the softmax *** results identify an improvement in the accuracy of the considered recent scheme ranging between 4.6 and 10.2%with reduced training time up to 30.81%.

Populism as a Crisis of Democratic Legitimacy:With Some References to France and the United States

Populism combines the following characteristics:a rejection of economic policies linked to globalization;a condemnation of political and economic elites perceived as allied,directly or indirectly,to globalization policies;a nationalist conception of the national interest;a mistrust of immigration,seen as a threat to identity;as for populism’s supporters,a rather popular sociological profile,and an electoral profile that tends toward the“hard right”(“droite dure”),without ruling out bridges to the“hard left”(“gauche dure”).Having said this,I propose to defend three theses:populism is not the solution to the problems of the countries where it is developing,whether in France,the United States or elsewhere;it would be dangerous,however,to ignore the crises of which populism is the product;it is essential to take the measure of the problems that favor its emergence and to try to provide answers to them.
