Assessment of Changes in Ice Regime Characteristics of Russian Lakes and Rivers under Current Climate Conditions

This article deals with assessment of changes in ice cover duration and maximum ice cover thickness for the last three decades compared with the previous period by the example of observation data for 28 hydrometric stations on rivers and 10 hydrological stations on lakes. Estimations of homogeneity and trends of long term serious of above mentioned rivers and lakes ice regime characteristics for three time periods were carried out using Student and Fisher criteria. Assessment of changes in ice regime characteristics for the period 1980-2010 compared with the period of stationary climate (from the beginning of observations until 1979) using two methodological approaches was made. The results can be used for solving problems of economy branches adaptation in case of rivers and lakes used in winter conditions.

This article should not be considered as a full review of current methods for non-destructive testing of surface layers. Rather, it is a subjective in this area. However, the article provides some review of the challenges posed by the current state of surface layers treatment techniques on the area of Non-Destructive materials evaluation: enhancement of the sensitivity to the type of defects, increasing resolution to submicron values, the requirement to diagnose the surface layers with depth resolution of properties, diagnosis of multilayer multicomponent surface layers and coatings, treated with concentrated energy.

This study discusses the information space, the wave function phase, the Berry phase and its relationship to quantization, discriminability of states and macroscopic quantum effects caused by localization of the particle, followed by a possible entropy change during its transition into a new thermodynamic state. This work addresses interference： it is the information waves which interfere; the particles follow their roadmap, and the measurement of their coordinates introduces an additional uncertainty into the momentum. It is not particles （matter） which manifest these wave properties but fluctuations of the physical space-time coordinates. Physical characteristics corresponding to the fluctuating variables, energy, momentum, etc., determine the magnitude of the respective fluctuations rather than the wave properties of matter. Matter possesses no wave properties. This work also discusses the difference between the objective information and knowledge.

This article presents attempts to make a comprehensive study of＂special knowledge＂ and to determine its role in the criminal process and criminology nowadays. The concept of special knowledge and its borders, especially the use of its various forms are analyzed. The author considers some controversial provisions in the demarcation of expertise special knowledge from other knowledge （including legal）, and establishes their relationship. The provision for the need to establish certain ＂unification＂ in the use of specialized knowledge, as well as in the appointment and conducting forensic examinations, inviting experts, obtaining advice is made. This also applies to the aspirations of uniform methods, expertise techniques and technology in the application of special knowledge. The use of examination in criminal justice in Ukraine is analyzed and some of the changes associated with the adoption of the new Criminal Procedure Code are considered. The changes in procedures are associated with the desire to transform the traditional regulations and to move to the adversarial criminal process. The necessity of equal procedural opportunities in the use of special knowledge by the prosecution and the defense is argued.

Efficient nonlinear conversion requires that interacting optical waves maintain a consistent phase relationship when traveling in a medium despite its *** phase-matching,which is often used to compensate for the dispersion,is not applicable to optically isotropic nonlinear ***,we present a one-dimensional photonic crystal structure that allows the propagation of optical surface waves,both at the fundamental and third-harmonic frequencies,as an efficient medium for phasematched third-harmonic generation.A unique advantage of this structure is that the effective refractive indices for the surface waves are similar to the refractive index of air at both *** allows phase-matching between the first and third harmonics,and a visible collinear beam of the third harmonic is produced at the prism-coupled ***,these optical surface waves propagate over long distances even if a lossy nonlinear nanofilm is deposited onto the photonic crystal *** provide experimental results for third-harmonic generation at a wavelength of 410 nm for a bare dielectric Ta2O5/SiO2 multilayer structure and for the same structure coated with a 15-nm GaAs film.

In this work, comprehensive studies of 2,4-dinitroanisole(2,4DNAN) were carried out using powder thermorentgenography of the internal standard. The time of the complete polymorphic transition in the solid phase β→a in 2,4DNAN under various combinations of conditions has been determined. It has been established that, regardless of the season of manufacture of the substance, when it is stored for 8-9months, with a change in ambient temperature from minus 30℃ to plus 30℃, a complete polymorphic transition β→a occurs. When stored in conditions below minus 5℃, polymorphic transition does not occur. When stored in conditions above plus 30℃ in a closed container, polymorphic transition occurs within 3 weeks. The polymorphic transition is accompanied by a decrease in density by 1.3%-1.5% and an increase in melting temperature by 10-12℃, depending on the degree of purity of the starting substance. The activation energy of the molecular rearrangement was 68-70 k J/mol(16.5 ± 3 kcal/mol). The mechanism of polymorphic transition has been evaluated, which is presumably based on internal homodiffusion and energy transfer to the surface of the mass of powder particles and the product. The average activation energy of the polymorphic transition process was 110 ± 6.2 k J/mol(26.2 kcal/mol). In an open container, reactions proceed by a homogeneous mechanism, and in a closed container by a heterogeneous mechanism involving the gas phase.
