Participatory Risk Governance for Seoul, South Korea's Flood Risk Management

Risk governance is a widely used framework in natural and societal risk management research. Risks from natural hazards in urban areas call for the establishment of rigorous and participatory urban risk governance. In this study, we examined participatory risk governance(PRG) of flood risk management(FRM) in Seoul, South Korea. We conducted key informant interviews and implemented a survey with citizens, to explore perceptions of flood risks and risk management, and to examine prospects for improving PRG in Seoul. We found a gap between the perceptions of key informants and *** informants believed that citizens' low awareness of flood risks hinders PRG. Yet our research found that citizens' risk awareness was not low, and risk awareness may not be the main barrier to participation in PRG. Instead, we found that citizens lacked knowledge of FRM actions, and they assigned government bodies a high level of responsibility for FRM,compared to the level of responsibility that citizens assigned to themselves. Moreover, the actors involved in FRM tended not to trust each other, which implies a lack of mutual understanding. To increase the eff ectiveness of PRG, we suggest a polycentric governance structure anchored by a leading actor group, and active promotion of the participation of actors at multiple levels of governance. Communication between government and citizen participants, designed to foster improved understanding and recognition of one another's roles and contributions to FRM, will enhance trust and improve the implementation of PRG in Seoul.

Primary Sjogren's syndrome(psS)is one of the most widespread autoimmune diseases with unknown origin,characterized by a lymphocytic infiltrate of the exocrine glands and the production of anti-SSA/ro and anti-SSB/La antibodies that cause dysfunction and destruction mainly of salivary and lachrymal glands,leading to dry eyes and dry *** the absence of a standardized evidence-based screening tool to decide which patients with dry eye must be referred for study of this pathology.

The Pionic Deuterium and the Pion Tetrahedron Vacuum Polarization

A double-well potential model is proposed for the pionic deuterium that enables to calculate the energy split, the potential barrier height and estimate the pion tetrahedron edge length. We propose that pion tetrahedrons, πTd = ud~dũ, play a central role in the Yukawa interaction by enabling quark exchange reactions between protons and neutrons by tunneling through a potential barrier. A vacuum polarization Feynman diagram is proposed for the πTd having chains of fermion loops for the two valence quarks and anti-quarks connected by gluons. With a higher order vacuum polarization diagram, the d and u quark loops are interleaved and the chiral symmetry is broken dynamically. The proposed πTd vacuum polarization integral does not diverge in both the IR and UV limits and vanishes in the limit of an infinite pion tetrahedron condensate. We propose a new Delbruck scattering Feynman diagram that includes d and u quark and anti-quark interleaved loops. We further propose that conversion of gravitons to photons may occur via quark and anti-quark loops that describe the pion tetrahedrons dynamics in the vacuum and may also transfer gravitational waves.

Non-Uniform Pion Tetrahedron Aether and Electron Tetrahedron Model

We propose that the QCD vacuum pion tetrahedron condensate density vary in space and drops to extremely low values in the Kennan, Barger and Cowie (KBC) void in analogy to earth’s atmospheric density drop with elevation from earth. We propose a formula for the gravitation acceleration based on the non-uniform pion tetrahedron condensate. Gravity may be due to the underlying microscopic attraction between quarks and antiquarks, which are part of the vacuum pion tetrahedron condensate. We propose an electron tetrahedron model, where electrons are comprised of tetraquark tetrahedrons, and . The quarks determine the negative electron charge and the or quarks determine the electron two spin states. The electron tetrahedron may perform a high frequency quark exchange reactions with the pion tetrahedron condensate by tunneling through the condensation gap creating a delocalized electron cloud with a fixed spin. The pion tetrahedron may act as a QCD glue bonding electron pairs in atoms and molecules and protons to neutrons in the nuclei. Conservation of valence quarks and antiquarks is proposed.

Facile synthesis of intra-nanogap enhanced Raman tags with different shapes

Hot spot engineering in plasmonic nanostructures plays a significant role in surface-enhanced Raman scattering(SERS)for bioanalysis and cell ***,creating stable,reproducible,and strong SERS signals remains challenging due to the potential interference from surrounding chemicals and locating SERS-active analytes into hot-spot ***,we developed a straightforward approach to synthesize intra-gap nanoparticles encapsulating 4-nitrobenzenethiol(4-NBT)as a reporter molecule within these gaps to avoid outside *** made three kinds of intra-gap nanoparticles using nanorods,bipyramids,and nanospheres as cores,in which the nanorods based intra-gap nanoparticles exhibit the highest SERS *** advantage of our method is the ease of preparation of high-yield and stable intra-gap nanoparticles characterized by a short incubation time(10 min)with 4-NBT and quick synthesis without requiring an additional step to centrifuge for the purification of core *** intense localized field in the synthesized hot spots of these plasmonic gap nanostructures holds great promise as a SERS substrate for a broad range of quantitative optical applications.

Nerve regeneration following traumas remains an unmet *** application of pulsed electromagnetic field(PEMF)stimulation has gained traction for a minimally invasive regeneration of ***,a sys-tematic exploration of different PEMF parameters influencing neuron function at a cellular level is not *** this study,we exposed neuroblastoma F11 cells to PEMF to trigger beneficial effects on neurite *** carrier frequencies,pulse repetition frequencies,and duty cycles were screened with a custom ad hoc setup to find the most influential parameters values.A carrier frequency of 13.5 MHz,a pulse repetition frequency of 20 Hz,and a duty cycle of 10%allowed maximal neurite outgrowth,with unaltered viability with respect to non-stimulated ***,in a longer-term analysis,such optimal conditions were also able to in-crease the gene expression of neuronal expression markers NeuN and Tuj-1 and transcription factor ***,the same optimal stimulation conditions were also applied to THP-1 macrophages,and both pro-inflammatory(TNF-α,IL-1β,IL-6,IL-8)and anti-inflammatory cytokines(IL-10,CD206)were *** optimal PEMF stimulation parameters did not induce differentiation towards an M1 macrophage phenotype,decreased IL-1β and IL-8 gene expression,decreased TNF-α and IL-8 cytokine release in M1-differentiated cells,increased IL-10 and CD206 gene expression,as well as IL-10 cytokine release in M0 *** specific PEMF stimulation regime,which is optimal in vitro,might have a high potential for a future in vivo translation targeting neural regeneration and anti-inflammatory action for treating peripheral nerve injuries.

Semiosic Translation:a Bayesian-heuristic theory of translation and translating

In the context of Semiosic Translation,two elements are essential for a translation to emerge:the body–brain–context interface(extended mind)and the sign systems making up a translation *** this paper,I explain how a renewed view of the body as a Bayesian-heuristic Semiotic Prior helps to understand in a more holistic manner the motivations and agentive character of translation,defined herein as a phenomenological grasp of the *** to the present proposal is the idea that bodily self-stabilization(homeostasis)and brain-driven correction(allostasis)provide translator-agents with maps of action upon the world that are semiotic in *** this occurs thanks to information weighing(Bayesian)and cue-driven(heuristic)types of inference whereby exteroceptive(exogenous)and interoceptive(inner-body)signals converge to create a sense of bodily awareness responsible for the construction of the symbolic persona(the translator-agent).

Impact of solar reflectivity and infrared emissivity on the thermal performance of metal and concrete roofs in cloudy warmhumid climate

The visions of Industry 4.0 and 5.0 have reinforced the industrial *** have also made artificial intelligence incorporated as a major *** machine faults has become a solid foundation for automatically recognizing machine failure,and thus timely maintenance can ensure safe *** learning is a promising solution that can enhance the machine fault diagnosis model by borrowing pre-trained knowledge from the source model and applying it to the target model,which typically involves two *** response to the availability of multiple datasets,this paper proposes using selective and adaptive incremental transfer learning(SA-ITL),which fuses three algorithms,namely,the hybrid selective algorithm,the transferability enhancement algorithm,and the incremental transfer learning *** is a selective algorithm that enables selecting and ordering appropriate datasets for transfer learning and selecting useful knowledge to avoid negative *** algorithm also adaptively adjusts the portion of training data to balance the learning rate and training *** proposed algorithm is evaluated and analyzed using ten benchmark *** with other algorithms from existing works,SA-ITL improves the accuracy of all *** studies present the accuracy enhancements of the SA-ITL,including the hybrid selective algorithm(1.22%-3.82%),transferability enhancement algorithm(1.91%-4.15%),and incremental transfer learning algorithm(0.605%-2.68%).These also show the benefits of enhancing the target model with heterogeneous image datasets that widen the range of domain selection between source and target domains.
