区域协同治理是促进区域高质量一体化发展的重要路径。财政作为国家治理的基础和重要支柱,是增强区域协同治理效能的重要引擎。近年来,以区域协同治理应对经济发展不确定性、助力实现区域高质量发展的路径愈加清晰,对财政配合促进区域协调发展战略也提出了更高要求。文章通过探究长三角为例的财政合作促进区域协同治理的改革实践,发现地区间政府合作制度缺失、财政体制机制梗阻、财税政策缺乏统筹等问题的存在,制约着财政促进区域协同治理的潜能发挥。对此,建议从优化地方政府间合作制度、完善现行财政体制、综合统筹财政政策、撬动市场资本助力等方面入手,加快构建区域财政合作机制,提升区域协同治理能力,推进区域高质量协调发展。

As an increasing penetration of renewable energy sources can potentially impact voltage profile and compromise system security,the security continues to be the most critical concern in power system operations.A risk-constrained stochastic scheduling model is proposed to leverage the latent scheduling capacity of a multi-energy system to seek an economic operation solution while maintaining system operation risk level against uncertain renewable generation.Overvoltage risk constraints,as compared to the straightforward voltage boundary limits,are incorporated into the stochastic scheduling model to guarantee the operation security and economics.Linearized AC power flow model is applied to enable overvoltage risk assessment within the coordinated scheduling model.The proposed stochastic scheduling model is tackled via the improved progressive hedging approach with an enhanced relax-round-polish process,which overcomes the convergence issues of the traditional progressive hedging in handling nonconvex stochastic scheduling model with binary variables on both stages.Numerical simulation results of IEEE 30-bus system and IEEE 118-bus system illustrate the efficacy of the proposed model in ensuring voltage security and improving economic operation of systems.

Contingency analysis is an important building block in the stability and reliability analysis of power grid operations. However, due to the large number of transmission lines,in practice only a limited number of contingencies could be evaluated. This paper proposes a graph theory based N-1 contingency selection method to effectively identify the most critical contingencies, which can be used in security-constrained unit commitment(SCUC) problems to derive secure and economic operation decisions of the power grid. Specifically, the power flow transferring path identification algorithm and the vulnerability index are put forward to rank individual contingencies according to potential transmission line overloads. Effectiveness of the proposed N-1 contingency selection method is quantified by applying the corresponding SCUC solution to the full N-1 security evaluation, i. e., quantifying total post-contingency generation-load imbalance in all N-1 contingencies. Numerical results on several benchmark IEEE systems, including5-bus, 24-bus, and 118-bus systems, show effectiveness of the proposed method. Compared with existing contingency selection methods which usually resort to full power flow calculations,the proposed method relies on power gird topology to effectively identify critical contingencies for facilitating the optimal scheduling of SCUC problems.

Identification of a Novel OsCYP2 Allele that Was Involved in Rice Response to Low Temperature Stress

Cyclophilin(CYP)plays an important role in plant response to stress,and OsCYP2,one gene of cyclophlilin family,is involved in auxin signal transduction and stress signaling in rice.However,the mechanism that OsCYP2 is involved in rice response to low temperature is still unclear.We identified a new OsCYP2 allelic mutant,lrl3,with fewer lateral roots,and the differences in shoot height,primary root length and adventitious root length increased with the growth process compared to the wild-type plant.Auxin signaling pathway was also affected and became insensitive to gravity.The transgenic rice plants with over-expression of OsCYP2 were more tolerant to low temperature than the wild-type plants,suggesting that OsCYP2 was involved in the low temperature response in rice.In addition,OsCYP2 negatively regulated the expression of OsTPS38,a terpene synthase gene,and was dependent on the OsCDPK7-mediated pathway in response to low temperature stress.OsTPS38-overexpressed transgenic line ox-2 was more sensitive to low temperature.Therefore,OsCYP2 may negatively regulate OsTPS38 through an OsCDPK7-dependent pathway to mediate the response to low temperature in rice.These results provide a new basis for auxin signaling genes to regulate rice response to low temperature stress.

巴渝地区多样性与异质性地理环境孕育了极具特色的传统聚落空间。传统聚落研究大多探究其空间形态、形制格局、类型特征及演进规律，而针对多文化汇集区——武陵山片区传统聚落空间形态及其环境适应性的综合解析框架的整体性不足，没有考虑与社会环境多因子要素相结合。本文以丘陵山谷地区的重庆黔江土家族聚落凤台村为研究对象，采用空间句法作为分析工具，通过对整合度与聚落结构、选择度与聚落节点、理解度与聚落界面的模拟分析，探讨以环境适应性为核心的耦合互动机制，并进一步结合地理环境、生计环境和文化环境等多因子影响因素，具体阐释这种互动机制的诱因、制约、协同与调适过程。研究发现：(1)凤台村聚落空间呈带状分布，空间组织受主轴线与等高线双重限制，空间布局呈现中部聚集，边缘分散的形态，并最终形成顺应地形、平行轴线、均匀分布的聚落肌理，具有相似特征的聚落形态在渝东南、鄂西南、湘西北等中国南方山地区域广泛分布。(2)凤台村聚落沿山谷等高线布局，呈现出“长街短巷”空间特征，是基于民间生活习俗自下而上形成的聚落主体结构，该街巷结构空间承载了集约生产、公共生活、邻里交流等多重功能，体现了丘陵谷地区域乡土社会的特色结构。(3)凤台村聚落的公共空间分为生产性、生活性和文化性三类。其中生活性空间连接性较高，与当代农业生计的延续相关；文化性空间的选择度有限，与公共空间环境配套不足下的行为感知度弱化有关。(4)凤台村聚落界面是人地关系下自然与人工机制的相互作用结果，反映了聚落共同体基于生计方式、民俗文化和自然地理的互动机制；形成了明确的生活区、生产区和公共文化区，展现了乡土社会多民族交融的文化习俗。本研究可为传统聚落遗产保护修复、文化旅游开发以及乡村全面振兴建设提供理论支撑，为丘陵谷地传统聚落的可持续发展提供实践指导。

Nanofibers(NFs)have been widely used in tissue engineering such as wound healing.In this work,the antibacterial ZnO quantum dots(ZnO QDs)have been incorporated into the biocompatible poly(ε-caprolactone)/collagen(PCL/Col)fibrous scaffolds for wound healing.The as-fabricated PCL-Col/ZnO fibrous scaffolds exhibited good swelling,antibacterial activity,and biodegradation behaviors,which were beneficial for the applications as a wound dressing.Moreover,the PCL-Col/ZnO fibrous scaffolds showed excellent cytocompatibility for promoting cell proliferation.The resultant PCL-Col/ZnO fibrous scaffolds containing vascular endothelial growth factor(VEGF)also exhibited promoted wound-healing effect through promoting expression of transforming growth factor-β(TGF-β)and the vascular factor(CD31)in tissues in the early stages of wound healing.This new electrospun fibrous scaffolds with wound-healing promotion and antibacterial property should be convenient for treating wound healing.

MicroRNA-7-5p Inhibits Migration,Invasion and Metastasis of Intrahepatic Cholangiocarcinoma by Inhibiting MyD88

Background and Aims:Intrahepatic cholangiocarcinoma(ICC)is a malignant tumor derived from intrahepatic bile duct epithelial cells.Accumulating studies report that microRNAs are widely involved in tumor migration and metastasis by regulation of target genes.miR-7-5p has been confirmed to inhibit tumor metastasis and to be related to prognosis for several malignant tumors.Our study investigated the underlying functions of miR-7-5p in ICC.Methods:The expression of miR-7-5p in ICC tissues but also in ICC cell lines was analyzed by real-time PCR.By analyzing the relationship between the clinicopathological parameters of 60 ICC patients and the expression level of miR-7-5p,the effect of miR-7-5p on the prognosis was clarified.After transfected with miR-7-5p mimics or miR-7-5p inhibitor,cell counting kit-8 assay was applied to evaluate the cells proliferation,flow cytometry was applied to analyze the cells apoptosis,wound healing assay and transwell chamber assay were applied to analyze the cell invasion and migration.A luciferase reporter assay was identified the relationship of miR-7-5p and myeloid differentiation factor 88(MyD88).Western blotting was used to analyze the proteins expression.And immunochemistry was performed to determine the expression of MYD88 in ICC tissues.Results:Our data showed the expression of miR-7-5p was down-regulated not only in ICC tissues but also in ICC cell lines compared with normal controls.Low expression of miR-7-5p was notably associated with poor prognosis in ICC patients.miR-7-5p negatively regulated cell proliferation,migration,invasion and apoptosis in ICC cells.We further verified that MyD88 was a novel target of miR-7-5p and was significantly overexpressed in ICC tissues.Overexpression of MyD88 counteracted the effects of miR-7-5p in ICC cells.Conclusions:The present findings suggest that miR-7-5p plays a pivotal role in ICC invasion by regulating MyD88.Ampliative insight into the key factors of ICC invasion may result in the development of new treatment options for ICC.

Natural biopolymers have excellent biocompatibility and biodegradability;they can be used as biomedical materials for wound healing.In this work,the Silk Fibroin(SF)andκ-carrageenan(κ-Car)composite films containing Zinc-doped Bioactive Glass(ZBG)have been fabricated for wound closure applications.The as-fabricated SF-κ-Car/ZBG composite films have excellent stretchability and foldability,which facilitates them for application as wound dressing.They also exhibit excellent hydrophilicity and water-absorption capacity,which can effectively absorb wound exudate and keep the wound sites under moist state.In addition,the composite films have a good antibacterial effect against S.aureus and E.coli in vitro,which can reduce the risk of wound infection.Their excellent cell compatibility is confirmed by the CCK-8 assay.The strong vascular proliferation and wound regeneration are found in SF-κ-Car/ZBG composite films on a mouse skin wound model.The SF-κCar/ZBG composite films can inhibit the secretion of inflammatory factors,and stimulate the production of vascular factors and collagen fibers.The results derived from the performed investigations revealed that the SF-κ-Car/ZBG composite films are a promising candidate dressing for wound healing applications.
