Flood Resilience Building in Thailand: Assessing Progress and the Effect of Leadership

Disaster risk reduction has become a global strategy for making cities more resilient since the establishment of the Hyogo Framework for Action in 2005. The question that still challenges emergency management scholars and professionals, however, is what contributes to the progress of resilience building. Previous literature suggests that disaster resilience can be attributable to multiple factors, including leadership. But the specific abilities that help leaders promote resilience have not yet been examined empirically. To address this problem, using the United Nations International Strategy for Disaster Reduction 10 Essentials for Making Cities Resilient as guidelines, we assessed the progress of flood resilience building in Thailand and its relationship to local government leaders' abilities. Our research showed that, since the flood disaster in 2011, municipalities in Thailand have made moderate progress in flood resilience building. The results of a multiple regression analysis revealed that disaster resilience leadership abilities have had a statistically significant, positive effect on the progress of flood resilience building. Our findings underscore the role of leadership in making cities more resilient and shed light on how local government leaders can contribute to the progress ofdisaster risk reduction. We also outline the academic implications and practical contributions of our research.

There have been a very limited number of systematic studies on PM_(2.5)compositions and their source contribution in Southeast *** study aims to explore the characteristics of PM_(2.5)composition collected in Chiang Mai(Thailand)during La Nina and El Nino years and to apportion their sources during smoke haze and non-haze *** average PM_(2.5)concentration of smoke haze episode in 2019(El Nino)was much higher than in 2017(La Nina).The ratios of organic carbon(OC)to elemental carbon(EC),as well as K(biomass burning(BB)tracer)to PM_(2.5),were higher during smoke haze episodes in 2019 than in 2017 indicating a significant influence from *** ratios of secondary organic carbon(SOC)levels to primary organic carbon(POC)levels during smoke haze episodes were higher than those in non-haze period,which indicated greater SOC contributions or more photo-oxidation of precursors in haze episodes with high ambient ***,the ratios of soil markers(Ca and Mg)during non-haze period were high implying that soil source contributed more to PM_(2.5)concentrations when there less BB *** positive Matrix Factorization(PMF)model revealed that the source of BB,characterized by high K fractions,was the largest contributor during smoke haze episodes accounting for 50%(2017)and 79%(2019).Climate conditions influence meteorological patterns,particularly during incidences of extreme weather such as droughts,which affect the scale and frequency of open burning and thus air pollution levels.

A Broadband Complex Permittivity Probe Using Stepped Coaxial Line

This paper proposes the stepped coaxial line sensor using the reflection coefficient in microwave range for complex permittivity measuring. The proposed probe is adapted from the conventional SMA connector which is cheap and easy to fabricate. The analysis model of the probe has been done by using FDTD method with the reference material such as the distilled water. The stepped SMA probe presents the accurate result compared with the convention one. The permittivity values of the concentrated alcohols of 10%, 15% and 20% as DUTs at 24oC in a frequency range of 0.1 GHz to 6 GHz have been measured using the proposed probe. Also, the measurement of salted butter permittivity has been performed. The measured results are more accurate compared with the commercial probe.

This study aimed to evaluate the potential use of Thai rice for the production of prebiotic isomalto-oligosaccharides through fungal fermentation. Solid-state fermentations of two rice varieties, waxy rice RD6 and non-waxy rice KDM 105 with Aspergillus oryzae TISTR 3108 were compared. The effects of the main parameters such as incubation time, temperature, pH, fungal spore inoculum size and moisture content were also studied individually to maximise the isomalto-oligosaccharides yield. Results showed that the maximum values of amylolytic activity and total reducing sugar were observed when using rice in SSF with initial moisture content of 70% and inoculated with the inoculum size of 107 spores/g. The optimal conditions of SSF were performed at initial pH 6 and 30 ~C for 5 d. SSF of waxy rice RD6 with Aspergillus oryzae produced highest concentrations of isomalto-oligosaccharides which consisted of isomaltose, panose and isomaltotriose. After fermentation, mashing was used to further hydrolyse the remaining starch in rice slurry. The subsequent rice syrup contained high amounts of isomaltose, panose and isomaltotriose with the values of 44, 10 and 7 g/L respectively.
