宪法、法律在基层社会的实施,高质量的社会规范不可或缺。从多维视角、立足社会治理的“枫桥经验”预防性法律制度建设,既体现问题导向,又服务基层社会治理,追求良法善治的目标,取得了显著成效。“枫桥经验”预防性法律制度主要包括实行综合治理、追求公正效果、健全制度体系、就地化解纠纷,采取预防措施、坚持效果导向、建立预防机制、彰显预防效果,推动制度进步和完善。依法限缩公权力边界,实现基层社会治理方式规范化、治理手段柔性化、治理机制长效化,彰显了基层群众自治制度的优势。

Dear Editor,Akabane disease is an arthropod-borne viral disease caused by the Akabane virus(AKAV)that can affect cattle,sheep,and goats.Inapparent infections in adults can lead months later to abortions,stillbirths,congenital defects,and death in newborns(Kurogi et al.,1976).Wild ruminants can also be affected,but abnormalities of the offspring in these species have not been reported.One report suggests that this virus can also cause clinical signs in pigs(Yanase et al.,2018).

The autonomous exploration and mapping of an unknown environment is useful in a wide range of applications and thus holds great significance. Existing methods mostly use range sensors to generate twodimensional (2D) grid maps. Red/green/blue-depth (RGB-D) sensors provide both color and depth information on the environment, thereby enabling the generation of a three-dimensional (3D) point cloud map that is intuitive for human perception. In this paper, we present a systematic approach with dual RGB-D sensors to achieve the autonomous exploration and mapping of an unknown indoor environment. With the synchronized and processed RGB-D data, location points were generated and a 3D point cloud map and 2D grid map were incrementally built. Next, the exploration was modeled as a partially observable Markov decision process. Partial map simulation and global frontier search methods were combined for autonomous exploration, and dynamic action constraints were utilized in motion control. In this way, the local optimum can be avoided and the exploration efficacy can be ensured. Experiments with single connected and multi-branched regions demonstrated the high robustness, efficiency, and superiority of the developed system and methods.

Titanylphthalocyanine （TiOPc） as hole transporting material （HTM） was successfully synthesized by a simple process with low cost. Perovskite solar cells using the TiOPc as HTM were fabricated and characterized. TiOPc as HTM plays an important role in increasing the power conversion efficiency （PCE） by minimizing recombi- nation losses at the perovskite/Au interface because TiOPc as HTM can extract photogenerated holes from the perovskite and then transport quickly these charges to the back metal electrode. In the research, the β-TiOPc gives a higher PCE than α-TiOPc for the devices due to sufficient transfer dynamics, The β-TiOPc was applied in perovskite solar cells without clopping to afford an impressive PCE of 5.05% under AM 1.5G illumination at the thickness of 40 nm which is competitive with spiro-OMeTAD at the same condition. The present work suggests a guideline for optimizing the photovoltaic properties ofperovskite solar cells using the TiOPc as the HTM.

Six bisazo compounds were synthesized by coupling 2-(49-aminophenyl)-6-aminobenzoxazole as diazo component with N-phenyl-N9-(2-hydroxy-3-naphthoyl)urea derivatives,and characterized by ultraviolet and visible spectroscopy(UV-Vis),Fourier transform infrared spectroscopy(FT-IR)and elemental analysis(EA).Using these bisazo compounds as charge generation materials and CT-191(2-methyl-4-(N,N-dibenzyl)aminobenzoaldehyde-1,1-diphenylhydrazone)as charge transportation material,organic photoconductive devices were prepared.The result from photoconductivity measurement of the devices shows that the bisazo compound from N-(2-methylphenyl)-N9-(2-hydroxy-3-naphthoyl)urea has the best xerographic performance,V_(0)=600 V,V_(R)=30 V,R_(d)=15 V·s^(-1),E_(1/2)=3.5 lx·s.

Two electron-rich, solution-processable phenonaphthazine derivatives, 5,12-bis(N-[4,4'-bis-(phenyl) aminophen-4 ''-yl]}-phenonaphthazine (BPZTPA) and 5,12-bis{N-[4,4'-bis(methoxy-phenyl)aminophen-4'-phenonaphthazine (MeO-BPZTPA) have been designed and employed in the fabrication of perovskite solar cells. BPZTPA and MeO-BPZTPA exhibit excellent thermal stabilities, hole mobilities (similar to 10(-4) cm(2)/(V.s)) and suitable HOMO levels (-5.34 and-5.29 eV, respectively) relative to the valence band of the CH3NH3PbI3 and Au work function, showing their potential as alternative hole-transporting materials (HTMs). Meanwhile, the corresponding mesoporous TiO2/CH3NH3PbI3/HTM/Au devices are investigated, and the best power conversion efficiency of 10.36% has been achieved for MeO-BPZTPA without using p-type dopant. 目前,市场所售的聚磷酸盐肥料质量参差不齐。该研究从全国肥料市场收集10种具有代表性的聚磷酸盐肥料,测定其总氮、总磷(以P2O5计)含量,及聚合度、聚合率和溶解度等指标,采用层次聚类方法和Mantel检验进行比较。结果显示,样品肥料的平均聚合度为4.00,测定值与标注值的平均偏差为6.38%;平均聚合率为83.8%,测定值与标注值的平均偏差为2.59%;总氮含量在8.6%~28.7%,测定值与标注值的平均偏差为2.59%;总磷含量在18.0%~64.2%。Mantel检验结果显示,总氮含量、总磷含量、酸碱度和盐分指数与肥料的聚合率有显著(P<0.05)关联,总磷含量、溶解度、盐分指数、缩二脲含量与聚合度有显著关联。结果表明,不同聚磷酸盐肥料的性质差异显著,且部分肥料指标的测定值与标注值之间具有明显差异。不同肥料生产单位亟须统一指标测定体系,以便提供精准、全面的商品信息。
