Feasibility Study of Assist-Linked Brief Intervention for Substance Use Disorders in a Rural Community of Plateau State, Nigeria

Objective: We studied the feasibility of using Alcohol, Smoking, and Substance Involvement Screening Test (ASSIST) linked with Brief Intervention (ALBI) in treating Substance Use Disorder in Nigeria. There is a clear gap in meeting the needs for treatment and care for people with drug use disorders in Nigeria with many users reporting a self-perceived need for treatment and about 40% of them wanting to receive drug treatment but were unable to access such services. Methods: ASSIST questionnaire was used to gather baseline data, and ALBI along with Motivational Interviewing (MI) was used to intervene for 6 weeks following which ASSIST score was repeated and compared with baseline. Results: Majority of the participants were aged 21 - 30 years, mostly males with (61.3%) lacking steady jobs. Lifetime prevalence of any drug use was (88.2%). Three months prevalence was nicotine (72.0%), alcohol (66.7%), cannabis (47.3%), opioids (11.8%) among others. The ASSIST scores were mostly on the severe ranges. ASSIST result after six weeks showed marked reduction. The Mean Difference (MD) in the ASSIST scores after intervention was significant for tobacco, opioids, alcohol, and cannabis. The Cohen’s D effect size was large for tobacco (1.08), alcohol (0.92) and cannabis (0.73) but low for other substances. Conclusion: ALBI along with MI was helpful in combating the menace of substance use.

Near-Surface Soil Chemical Properties as Affected by Cover Crops Over Time in the Lower Mississippi River Valley

Typical row-crop agricultural practices can potentially be harmful to soil health and future sustainability. The use of cover crops (CC) as a mechanism to improve soil health on a wide scale remains underutilized. Soil health remains a major concern for the sustainability of agricultural productivity, therefore, research into CC implementation as a mean to preserve or improve soil health is warranted. The objective of this study was to evaluate the effects of CC on the soils in the eastern Arkansas portion of the Lower Mississippi River Valley (LMRV) over time for various chemical soil parameters, including pH, soil organic matter (SOM), soil elemental contents (i.e., P, K, Ca, Mg, S, Na, Fe, Mn, Zn, Cu, and B), soil respiration, and a generalized soil health score index. Soil pH decreased over time under both CC and no-cover-crop (NCC) treatments, by −0.3 and −0.2, respectively. Soil OM decreased over time under NCC by −0.1%, but did not differ between CC treatments. Soil N availability decreased over time under NCC (−22.6 kg·ha−1), but did not change over time under CC. Soil respiration decreased over time under both CC and NCC, by −76.1 mg·L−1 and −77.3 mg·L−1, respectively, though there was no effect of CC treatment. The Haney soil health score index decreased under CC (−7.0) and NCC (−6.8) without an effect from CC treatment. Results of the study place emphasis on the temporal nature of soil health as influenced by cover crops and their potential to improve soil health.

Observer Design for Systems with Time-delayed States

Recently, the conditions of observers that can estimate directly Kx（t） for an arbitrarily given K, and that are free of the effect of time delayed states of the system, are formulated. This paper points out that, because of the equivalence in formulation, the existing conditions for unknown input observers can be used to establish directly a new set of sufficient conditions for that recent observer. This new set of sufficient conditions is much simpler, and therefore much more useful and significant, than the sufficient conditions derived in that recent paper. This new set of sufficient conditions also reveals some basic mistakes of that recent paper. In addition, this paper reveals the severe restrictiveness of this new set of conditions and proposes a fundamentally new observer design formulation that can relax that set of conditions significantly.

Copula-Based Risk Management Models for Multivariable RMB Exchange Rate in the Process of RMB Internationalization

This paper investigates the dependence of the exchange rate of onshore Renminbi(RMB)and offshore RMB against US dollar(i.e., CNY and CNH) based on copula models. Eleven different copulas were selected to construct multivariate distribution and estimate the value-at-risk for RMB exchange rate. Empirical results show that time-invariant Student-t copula is the best model to fit the sample data. The positive upper and lower dependence indicates that CNY and CNH series tend to move in the same direction. Moreover, the dependence between the two exchange rates is asymmetric,which means that traditional models, such as Pearson's correlation, are inappropriate to measure the correlations between these markets. The best fitted model is chosen to estimate the financial risk,which can help business practitioners and policymakers track risk evolution and make good decisions.

Integrating Scene Parallelism in Camera Auto-Calibration

This paper presents an approach for camera auto-calibration from uncalibrated video sequences taken by a hand-held camera. The novelty of this approach lies in that the line parallelism is transformed to the constraints on the absolute quadric during camera autocalibration. This makes some critical cases solvable and the reconstruction more Euclidean. The approach is implemented and validated using simulated data and real image data. The experimental results show the effectiveness of the approach.

以土耳其药品案为基础深入讨论药品报销能否依政府采购规定限缩国民待遇,解释GATT第3条第8款(a)项政府采购的构成要件。统合WTO专家组、上诉仲裁庭及WTO相关前案对WTO规则下政府采购构成要件的法律解释和适用,归纳土耳其药品案提出的政府采购构成要件,依序分析政府采购中购买和采购的行为主体、政府机构对药品的控制权及药店可否代表政府机构等要件。通过研究WTO成员国:英国、中国医保药品报销制度,探究土耳其药品案对政府采购要件的法律解释,是否限缩政府采购构成要件的法律适用。上诉仲裁庭虽对非政府实体作为购买行为的主体持开放态度,但土耳其的医保药品报销制度因无法满足政府机构参与采购行为的要件,在实务上仍无法构成政府采购,不能主张药店的药品报销属于政府采购。结合三个成员的实际情况,仅有中国定点药店的药品报销制度可以构成GATT语境下的政府采购。

A new biomimicry marine current turbine: Study of hydrodynamic performance and wake using software OpenFOAM

Inspired by Dryobalanops aromatica seed, a new biomimicry marine current turbine is proposed. Hydrodynamic performance and wake properties are two key factors determining whether a new marine current turbine design is practical or not. Thus, a study of hydrodynamic performance and wake of the proposed biomimicry turbine is conducted. The computational fluid dynamics（CFD） software, Open FOAM is used to generate the required results for the mentioned study. The hydrodynamic performance and wake properties of the proposed biomimicry turbine is compared to two conventional turbines of Bahaj et al. and Pinon et al. respectively. The simulation results showed that the proposed biomimicry marine current turbine gives optimum power output with its power coefficient, 0.376 PC ≈ at the tip speed ratio（TSR） of 1.5. Under the same boundary conditions, the maximum torque produced by the proposed biomimicry turbine at zero rotational speed is 38.71 Nm which is 1110% greater than the torque generated by the turbine of Bahaj et al.. The recovery distance for the wake of the biomimicry turbine is predicted to be 10.6% shorter than that of IFREMER-LOMC turbine. The above-mentioned results confirm the potential application of the proposed biomimicry marine current turbine in the renewable energy industry.

On-line Optimization of Biomimetic Undulatory Swimming by an Experiment-based Approach

An experiment-based approach is proposed to improve the performance of biomimetic undulatory locomotion through on-line optimization. The approach is implemented through two steps：（1） the generation of coordinated swimming gaits by artificial Central Pattern Generators （CPGs）; （2） an on-line searching of optimal parameter sets for the CPG model using Genetic Algorithm （GA）. The effectiveness of the approach is demonstrated in the optimization of swimming speed and energy effi- ciency for a biomimetic fin propulsor. To evaluate how well the input energy is converted into the kinetic energy of the pro- pulsor, an energy-efficiency index is presented and utilized as a feedback to regulate the on-line searching with a closed-loop swimming control. Experiments were conducted on propulsor prototypes with different fin segments and the optimal swimming patterns were found separately. Comparisons of results show that the optimal curvature of undulatory propulsor, which might have different shapes depending on the actual prototype design and control scheme. It is also found that the propulsor with six fin segments, is preferable because of hizher speed and lower energy efficiency.

Intraday Volume Percentages Forecasting Using a Dynamic SVM-Based Approach

This paper proposes a dynamic model to forecast intraday volume percentages by decomposing the trade volume into two parts: The average part as the intraday volume pattern and the residual term as the abnormal changes. An empirical test on data spanning half-a-year gold futures and S&P 500 futures reveals that a rolling average of the previous days' volume percentages shows great predictive ability for the average part. An SVM approach with the input pattern consisting of two categories is employed to forecast the residual term. One is the previous days' volume percentages in the same time interval and the other is the most recent volume percentages. The study shows that this dynamic SVM-based forecasting approach outperforms the other commonly used statistical methods and enhances the tracking performance of a VWAP strategy greatly.
