Critical Analysis of the Challenges of Solid Waste Management Initiatives in Keko Machungwa Informal Settlement, Dar es Salaam

Solid waste is inevitable because by nature every human activity generates a certain amount of solid waste. The rate of solid waste generated tends to increase with the increase in population. Despite existence of various efforts on solid waste collection, still the quantity of solid waste collected is small compared to the solid waste generated. The situation is even worse in unplanned settlements of developing countries, where, ineffective solid waste collection is contributed to by haphazard solid waste disposal and hence environmental pollution. Therefore, having an effective and efficient solid waste management system is a major challenge in cities of developing countries, and thus more consulted efforts are needed. This paper presents finding based on the study carried out in Keko Machungwa informal settlement in Dar es Salaam, Tanzania. The study explored challenges facing solid waste management initiatives in Keko Machungwa and recommended measures for improvement. Data for this study was collected through documentary review, household interviews, focus group discussions, physical observations and official interviews. The analysis reveals that solid waste generated in Keko Machungwa is 16 tones per day, among those, only 4.56 (less than 50%) are collected. About 11.44 tones of uncollected waste are illegally dumped into a seasonal stream and in different vacant lots hence causing blockage of the seasonal stream. Different groups engaged in solid waste collection are deterred by many challenges. The challenges include: lack of cooperation among the existing solid waste collection organs, inaccessibility in some places, low public participation, financial constraints and unwillingness of local community to pay for solid waste collection fees. The studypresents theHalfMax InsertionHeuristic (HMIH) as a novel approach to solving theTravelling SalesmanProblem (TSP). The goal is to outperform existing techniques such as the Farthest Insertion Heuristic (FIH) andNearest Neighbour Heuristic (NNH). The paper discusses the limitations of current construction tour heuristics,focusing particularly on the significant margin of error in FIH. It then proposes HMIH as an alternative thatminimizes the increase in tour distance and includes more nodes. HMIH improves tour quality by starting withan initial tour consisting of a ‘minimum’ polygon and iteratively adding nodes using our novel Half Max *** paper thoroughly examines and compares HMIH with FIH and NNH via rigorous testing on standard TSPbenchmarks. The results indicate that HMIH consistently delivers superior performance, particularly with respectto tour cost and computational efficiency. HMIH’s tours were sometimes 16% shorter than those generated by FIHand NNH, showcasing its potential and value as a novel benchmark for TSP solutions. The study used statisticalmethods, including Friedman’s Non-parametric Test, to validate the performance of HMIH over FIH and *** guarantees that the identified advantages are statistically significant and consistent in various situations. Thiscomprehensive analysis emphasizes the reliability and efficiency of the heuristic, making a compelling case for itsuse in solving TSP issues. The research shows that, in general, HMIH fared better than FIH in all cases studied,except for a few instances (pr439, eil51, and eil101) where FIH either performed equally or slightly better thanHMIH. HMIH’s efficiency is shown by its improvements in error percentage (δ) and goodness values (g) comparedto FIH and NNH. In the att48 instance, HMIH had an error rate of 6.3%, whereas FIH had 14.6% and NNH had20.9%, indicating that HMIH was closer to the optimal solution. Government and Community Involvement in Environmental Protection and Flood Risk Management: Lessons from Keko Machungwa, Dar es Salaam, Tanzania

Since the 1960s, most cities in developing countries have faced a high rate of urbanization, which in turn has caused more harm to low-income earners, in urban areas. A majority of low-income earners most often face difficulties in accessing land in planned areas, as a result they are forced to build houses in unplanned settlements that are vulnerable to natural hazards. The situation is worse to the extent that people encroach the most vulnerable areas (hazard lands). As concentration of people increases, these unplanned areas become more unsafe to live in. This is partly due to the risks associated with natural hazards particularly flooding. Further, vulnerability of unplanned settlements in developing countries is aggravated by hosts of problems caused by many factors, including inadequate Government involvement in: environmental protection especially managing hazard lands and helping the community to minimize risks associated with hazards. This paper addresses this issue. It argues that community and Government initiatives are vital to any strategy for flood risk reduction and environmental protection in general. The study employed both the primary and the secondary data sources. Data collection tools and techniques involved in this study included: Checklist to various leaders, interview using questionnaires, focus group discussion, analysis of aerial photographs and non participant observation. A total of 70 households from within Keko Machungwa were interviewed. The study revealed that flooding is largely contributed by construction done by a large scale developer on a water course;and when affected community initiated a strategy to solve the problem they partially succeed due to inadequate support from the Government and other stakeholders. These findings could be useful to strengthen policy and legislation in environmental protection, management and flood control as well as in intervening land use conflicts between local community and developers.
