2002年12月9～10日,在第七届伊朗国际能源会议上,来自发达国家和能源专业公司的能源专家们就经济全球化进程对中东油气工业和世界能源供求的影响发表了很多论文,并对世界主要产油国特别是伊朗的政治、法律、经济、金融和能源投资环境等问题进行了研讨。这些论文信息量大、视角独特、分析科学、逻辑性强、立论中肯,对我们实施“走出去”等发展战略有重要的参考作用。本文是此次大会发表的国际能源专家的力作之一,它从全球化的角度阐述了伊朗、沙特和俄罗斯的能源政策动向,有助于我们加深对中东及俄罗斯地区能源地缘政治、大国关系变化的认识,并对未来国际石油市场的发展趋势做出科学的判断。

AIM:To assess the effectiveness,safety,and costeffectiveness of the Argus II in treatment of the retinitis pigmentosa(RP)***:The Pro Quest,Web of Science,EMBASE,MEDLINE(via Pub Med)were searched using combinations of the keywords of Argus,safety,effectiveness,bionic eye,retinal prosthesis,and RP through March *** retrieved records were screened and then assessed for ***:Totally 926 records were retrieved from the searched databases and finally 12 studies *** RP patients showed improvements in visual function after receiving the prosthesis,compared to the time before the prosthesis or the time it was *** was measured by square localization,direction of motion,and grating visual acuity *** major adverse effect was reported for the Argus II prosthesis itself and/or the surgery to implement it,but the most frequently reported items were hypotony,and conjunctival *** incremental cost-effectiveness ratio(ICER)was calculated to be€14603 per qualityadjusted life year(QALY)in UK and$207616 per QALY in ***:The available evidence shows that the Argus II prosthesis in RP patients is effective in improvement of their visual *** minor adverse effects are reported for the *** cost-effectiveness studies show that the technology is cost-effective only at high levels of willingness-to-pay.

Disease registries,containing systematic records of cases,have for nearly 100 years been valuable in exploring and understanding various aspects of cardiology. This is particularly true for myocardial infarction,where such registries have provided both epidemiological and clinical information that was not readily available from randomised controlled trials in highlyselected populations. Registries,whether mandated or voluntary,prospective or retrospective in their analysis,have at their core a common study population and common data definitions. In this review we highlight how registries have diversified to offer information on epidemiology,risk modelling,quality assurance/improvement and original research-through data mining,transnational comparisons and the facilitation of enrolment in,and follow-up during registry-based randomised clinical trials.

This paper examines the impacts of market-oriented electricity reform on macroeconomic variables. It develops an ad hoc econometric model for this purpose, using a panel data of 19 developed countries plus seven Australian States for the period of 1970-2008. Significance of the impacts is firstly tested against three distinct institutional features of electricity reform, namely: (1) organizational restructuring (i. e., functional unbundling of traditionally vertically integrated industry); (2) market restructuring (introduction of mandatory bid-based spot market); and (3) privatization. The extents of the impacts are, then, quantified in terms of relative contribution of such institutional changes to aggregate output growth in short-run, medium-run and long-run. The results reveal that only functional unbundling has made significant contribution to output growth. The results, further, specify that functional unbundling has made, on average, an additional 0.06% and 2.7% contribution to output growth rate in medium-run and long-run respectively.

There is strong evidence that diabetes mellitus increases the risk of cognitive impairment and dementia. Insulin signaling dysregulation and small vessel disease in the base of diabetes may be important contributing factors in Alzheimer's disease and vascular dementia pathogenesis, respectively. Optimal glycemic control in type 1 diabetes and identification of diabetic risk factors and prophylactic approach in type 2 diabetes are very important in the prevention of cognitive complications. In addition, hypoglycemic attacks in children and elderly should be avoided. Anti-diabetic medications especially Insulin may have a role in the management of cognitive dysfunction and dementia but further investigation is needed to validate these findings.

有深度和流动性良好的金融系统,加上有丰富的金融工具可抵御金融冲击,还可以增加一国金融的稳定性。但是金融发展或许存在一个边界,越过此边界进一步发展其收益或将下降。本文通过研究新兴市场发现:一、大部分新兴市场金融进一步发展仍然对经济的增长和稳定有利。二、金融发展对经济增长的促进作用是倒U型的,在越过高点之后金融深化对要素生产率的促进作用将下降。三、如果金融发展过快,快速深化的金融产业可能引发经济和金融动荡。四、提升金融稳定与金融发展之间没有太大冲突,更好的金融监管有助于提升金融稳定,促进金融发展。五、发展金融机构或金融市场不存在通用的顺序,尽管前者对经济的作用在下降而后者在上升。

The increasing growth of energy consumption and the limited fossil energy resources, as the main source of energy in Iran and other parts of the world, has persuaded the industrial societies to struggle more for supplying their needed energy at present and in future. More than 26% of energy in Iran is consumed by industry sector, in which cement section is an important subsectors highly depending on energy. Cement section is so dependent on energy, that more 15% of the related energy is consumed in this section, and its present conditions of energy consumption need a serious revision. Production management, changing the ingredients, finding alternative energy strategies, and importing modern technologies can result in reduction of energy consumption in this section. In this study, while investigating energy consumption of various machineries in the form of electricity and heat in a cement factory, the authors have studied the strategies for decreasing energy consumption in every stage of the production process. Recent studies in the field of cement industry are indicative of recent changes in production methods with priority of reducing energy consumption. Among these changes, we can refer to replacing wet method by dry method, or developing pre-heating center and pre-calcinators. In cement industry, nowadays, not only there is an emphasis on controlling the energy consumption for lower production costs, but as production of every 1 kg of cement gives out more than 0.7 kg CO2 and other pollution particles, environmental issues are also seriously considered. Therefore, if we use alternative fuels with less carbon in their structural formula, besides decreasing energy consumption and costs, there will be less pollutions in the environment as well.
