This letter proposes a reliable transfer learning(RTL)method for pre-fault dynamic security assessment(DSA)in power systems to improve DSA performance in the presence of potentially related unknown *** takes individual discrepancies into consideration and can handle unknown faults with incomplete *** experiment results demonstrate high DSA accuracy and computational efficiency of the proposed RTL *** analysis shows RTL can guarantee system performance.

The modulation of circularly polarized luminescence(CPL) has become an increasingly prominent area of research. In this study,we propose a unique “one-excitation-to-three-emissions” CPL system through the co-assembly of an upconversion system,incorporating one sensitizer(Pt(II) mesotetraphenyl tetrabenzoporphyrine, Pt TPBP) and two annihilators(R/S-DPA and R/SBDP) within liquid crystals. The chiral nature of the annihilators induces a transformation of the nematic liquid crystal into chiral nematic liquid crystals(N*LC), establishing an excellent chiral matrix. Upon the incorporation of the sensitizer Pt TPBP and subsequent excitation at 635 nm, the system demonstrates two independent triplet–triplet annihilation photon upconversion(TTA-UC) with the emission in blue and yellow, aided by thermally activated triplet–triplet energy transfer(TTET). This is accompanied by the simultaneous generation of upconverting circularly polarized luminescence(UC-CPL) and downshifting near-infrared circularly polarized luminescence(DS-CPL) originating from the residual luminescence of Pt TPBP. Remarkably,fine-tuning the ratio between the two annihilators allows the TTA-UC system to exhibit multicolor CPL emission with an amplified luminescence dissymmetry factor(glum, reaching up to 0.6). Our study unveils a previously unreported “one-excitation-to-three-emissions” system and provides a versatile strategy for modulating CPL emissions, surpassing conventional methodologies.

To understand the mechanical response pattern of the existing structure and ground due to the construction of metro tunnels underneath,the finite difference method is adopted to study the torsional deformation and stress variation of the existing structure and the effect of underground carriageway structures on the surface *** curves of the maximum differential subsidence,torsion angle,and distortion of the cross-section of the existing structure show two peaks in succession during traversing of two metro tunnels beneath *** torsion angle of the existing structure changes when the two tunnels traverse beneath it in opposite *** first traversing of the shield tunnel mainly induces the magnitude variation in torsional deformation of the existing structure,but the second traversing of the subsurface tunnel may cause a dynamic change in the magnitude and form of torsional deformation in the existing *** shielding effect can reduce the surface subsidence caused by metro tunnel excavation to a certain extent,and the development trend of subsidence becomes slower as the excavation continues.

Parkinson's disease(PD)is the second most prevalent neurodegenerative disorder globally,significantly affecting the quality of life of affected *** drug delivery to the brain is inefficient because of first-pass metabolism,the blood-brain barrier(BBB),and the blood-cerebrospinal fluid *** inefficiency necessitates increased dosage as the disease progresses,leading to severe side effects that compromise the efficacy of the ***-to-brain(N2B)administration bypasses the BBB,allowing delivery of both small molecules and large protein substances to the central nervous *** with systemic administration,this method enhances brain bioavailability,reduces enzymatic degradation,and minimizes systemic adverse ***,the N2B delivery system is associated with several critical challenges,including mucociliary clearance,enzymatic degradation,and drug translocation via efflux *** paper provides a comprehensive overview of the current research progress in intranasal treatment of PD,considering both preclinical and clinical studies,and discusses the physiological aspects and limitations of its delivery system.

税收筹划信息强制披露制度最早在20世纪80年代的美国出现,其目的是为了应对激增的大规模销售的个人避税措施,并被加拿大所借鉴。2000年代,该制度进一步扩展了原有的避税登记制度的范围,将涉及公司、信托等纳税人的税收筹划纳入其中,并要求报告某些可能与避税有关的“列举的交易”和其他包含某些可识别特征的交易。这种扩展的制度也被英国、南非等国借鉴。自2015年起,税收筹划强制披露制度开始在全球范围内加速扩散,并形成国际化的趋势,从以国内避税交易为重点的国内措施转变为解决跨境避税和逃税问题的多边标准。强制披露的内容和主体范围不断扩大,并确立了司法管辖区之间交换信息的方式。目前,作为打击避税和逃税协调国际运动主要组成部分的税收筹划强制披露制度,已经从针对大规模市场避税发起人的有针对性的国内法律措施,发展成为一种更广泛和更普遍的披露标准。我国应当顺应该制度扩展和国际化的趋势确立自己的制度回应。

本文旨在提出一个将艺术融入人文城市发展的全新视角,通过深入分析“艺术都市”和“软城市”两个概念,展示了它们在现代城市建设中的重要性和实践价值。在城市更新与城市转型新时代的背景下,“软城市”作为当下中国城市形象建设的创新理念,“软城市”系统设计将成为城市从功能型发展转向人文型发展的重要手段,成为解决之前快速发展时期的城市规划、建设模式不足的新思路,为现阶段中国城市解决从粗放式发展向精细化发展转型阶段出现的问题提出的新路径。今天“软城市”区别与以往的城市发展的纵向系统,它倡导新的综合系统,即AUD的理念——让艺术引领城市设计为核心的横向发展模式。“软城市”系统提倡推进“艺术都市”的构建,即用艺术去激活、提升城市公共空间品质,塑造城市的核心文化精神。为保障“软城市”系统构建的顺利开展,本文还探讨了《艺术都市法案》立法的构想,为推进人文城市建设建立制度保障和法律支撑提供参考。
