There is.growing needs.for web bas.d GIs.for eas. and fas. dis.emination, s.aring, dis.laying and proces.ing of s.atial information which in turns.helping in decis.on making for various.natural res.urces.bas.d applications. In order to make a cos. effective implementation, operation and maintenance of s.atial information over the web, a cheaper yet feature rich alternative to commercial s.ftware is.required which can be fulfilled by Open s.urce GIs.s.ftware. This.paper conveys.an efficient approach to cus.omize and integrate an open s.urce web GIs.s.s.em bas.d on Maps.rver as.a web GIs.s.rver and Pos.gres.L/Pos.GIs.as.an object oriented relational databas. management s.s.em (ORDBMs. for effective dis.emination, s.aring and management of s.atial information over the internet. An open s.urce web application tool built on top of Maps.ript us.ng the PHP programming language has.been us.d as.for development of interactive us.r interface. The configurable Web Mapping Client Components.(CWC2) tags.have been added to HTML template pages.in order to deploy the mapping contents.to a web application. It is.obs.rved that the pres.nt s.s.em developed us.ng open s.urce s.ftware enables.us.r to view, update, cus.omized retrieval, query and analys.s.of natural res.urces.information for s.ecific needs.

Multi-criteria s.atial modeling is.one of the important components.of s.atial decis.on s.pport s.s.em (s.s.). Multi-criteria s.atial modeling often requires.a common s.ale of values.for divers. and dis.imilar inputs.to create an integrated analys.s. Weighted overlay function is.mos. commonly us.d for s.te s.itability analys.s.which identifies.the mos. preferred locations.for a s.ecific phenomenon. However, weighted overlay function gives.incons.s.ent and erroneous.res.lts.for highly dis.imilar inputs.as.it as.umes.that mos. favorable factors.res.lt in the higher values.of ras.er, while identifying the bes. s.tes. This.paper conveys.the effectivenes. of fuzzy overlay function for multi-criteria s.atial modeling. It is.bas.d on the principle of fuzzy logic theory which defines.members.ip us.ng Gaus.ian function on each of the input ras.ers.ins.ead of giving individual rank to them like in weighted overlay function. A cas. s.udy on preparation of land res.urces.map for Maws.nram block of Eas. Khas. Hills.dis.rict of Meghalaya, India is.pres.nted here. It was.obs.rved that fuzzy overlay function has.given more s.tis.actory output in terms.of s.te s.itability while comparing with the res.lt of weighted overlay function.

Coronavirus.(COVID-19) dis.as. is.a major pandemic which has.taken the world by s.orm. More than 524,000 citizens.of the globe have s.ccumbed to the dis.as. as.on 3s.p>rds.p> July, 2020. Accurate modeling of the dynamics.of the dis.as. s.read is.required to curb the virus. With the availability of large amount of data made available publicly by the Government agency as.well as.the other live crowds.urcing media, it is.pos.ible to develop an accurate local prediction tool. In this.s.udy, we analyze the dynamics.of local outbreaks.of COVID-19 for few s.ates.of India with major outbreaks.and for India as.a whole. The large amount of data available from the COVID-19 Tracker India platform was.utilized to es.imate the impact of lockdown in the country and the s.ates.with major outbreaks. The effectivenes. of the lockdown implementation by the res.ective s.ates.is.s.udied for the analys.s. The lockdown was.categorized into s.rict, moderate, and lenient. The model is.deployed on a web bas.d platform to dis.eminate the alert to the public. We further extend the ordinary differential Equation (ODE) bas.d model to generate dis.rict level vulnerability index for the whole country bas.d on the rate of change of infected people, breach in s.cial dis.ancing, and population. Around 47% of dis.ricts.of the country were not found vulnerable;however, 13% of the dis.ricts.were identified as.high ris. for the dis.as. outbreak.
