Although CELP coding has provided good quality synthetic speech at medium and low bit rates,the computation of an exhaustive search for stochastic codebook is extremely complex. This paper studies the exhaustive search procedure for determining the optimum excitation,and develops an effective search method by using improved populating codebook as excitation source. The computational cost of CELP coder was reduced to 1/26 that of a conventional full-gaussian codebook search.

＜正＞Since we make some improvement in the manufacture of graphite equipment and develop some patent,we have updated the functions of graphite equipment in China as the following: *** patent technology,the produce ability and security have been improved for graphite hydrogen chloride synthesis furnace and 3 in 1 graphite chlorhydric acid synthesis *** assembly and disassembly are convenient meanwhile its life is longer. *** patent is used for graphite cooling lines under high gas *** conditions of heating transmission and its security are *** and disassembly are convenient,too. *** formula uniform for falling-film facilities （falling-film absorber,falling-film evaporator） is updated, so equipment functions are improved. *** technology is used to develop non-lining structures for large towers,vessels and autoclaves,which enable graphite facilities to operate under strict conditions,even they can be heated and reacted when oil temperature is 300 ℃ in jackets.

＜正＞ It is a truth proved by practice of human social development that the relationship of produce element ownership decides the relationship of allotment. In industry- economy period, the relationship of produce elements ownership which has the characteristic of capital shortage decides the fact that the owner of capital can monopolize the profits, in the form of absolute surplus value and relative surplus value. In the knowledge-based economy period, technique, management and knowledge are indispensable to the all produce elements besides the land, labor force, capital. Therefore, the relationship of allotment takes on brand-new variety in modern capitalism enterprise. First, technique innovation is a kind of scare element of modern capitalistic enterprise that is full of competition. Therefore, technique innovators can obtain certain proportion of share in the enterprise and participate in the allotment of surplus value directly. Second, management innovation is the scare element of modern capitalistic enterprise and core of manufacture and operation activity. So all the capital proprietors attract creative managers with high income and make them attend the allotment of surplus value. Third, the knowledge- worker is scare element and indispensable labor force of modern capitalistic enterprise. Capital proprietors and company runners not only carry out all kinds of encouraging payment systems but also let the employee attend the allotment of profits. Capital is still the indispensable factor of present world produce and operation activity and has the unsuperseded position which decides the dominant status of capital proprietors in the allotment of surplus value in enterprise .It is an undisputed fact of present world that surplus value of modern capitalistic enterprise share by every owner of produce elements. ＜正＞ Francis turbine vibration and crack on runner blade already seriously affected units, stable operation and the economic benefits won, t be realized. With unit capacity and dimension increasing, the problem will be sharper and worse. This article discusses the countermeasures for insresing turbine stability from five aspects. Firstly choosing appropriate head variation range is the precondition to achieve turbine stability, the ratio between maximum head and, desigh head is controlled under 1.2. Secondly choose excellent hydraulic design, the specific speed shouldn,t be too high, select lower guide vane relative height bo, reduce unit flow, reduce the pressure fluctuation in draft tube, try the best to exclude the channel vortex from operation ranges, avoid the frequency vibration of the vortex under the low load, optimize blade shape. Thirdly optimize structure design, raise the runner,s rigidity and strength, reduce local maximum stress on runner. Fourthly develop manufacturing quality, VOD vacuum deoxygenation refining and numerical control machining should be adopted for stainless steel blade, try the best possible to build integral runner, improve welding technique of runner, reduce residual stress. Fifthly scientific management and operating according to rules and regulations, avoid operating in vibration zones and go through quickly.
