From beginning of 90＇s, the Brazilian nuclear policy has been changed radically. This determined the interruption of most R＆D fuel cycle activities and the facilities shutdown at Nuclear and Energetic Research Institute （IPEN）. The existence of those facilities also implicated in the need of constant surveillance, representing additional obligations, costs and problems. The reasons to promote the dismantling of the IPEN＇s Nuclear Fuel Cycle Pilot Plants elapsed mainly from the need of physical space for new activities, since the R＆D in the nuclear fuel cycle area were interrupted. In the last decade, IPEN has changed its ＂nuclear profile＂ to a ＂comprehensive and multidisciplinary profile＂. With the end of most nuclear fuel cycle activities, the former facilities were distributed in four different centers. Each center has adopted a different strategy and priority to face the D＆D problem. The available resources depend on the specific program in each area＇s development （resources available from other sources, not only from Brazilian National Nuclear Energy Commission （CNEN）. One of those new activities is the IPEN＇s Environmental Program. This paper describes the procedures, problems faced and results related to the reintegration of the former pilot plant areas as new laboratories of the Chemical and Environmental Technology Center-CQMA of the IPEN.

Molten Salts as Stripping Media for Radioactive Superficial decontamination

The main practical difficulty associated to the task of the dismantling and decommissioning of the IPEN＇s old nuclear fuel cycle facilities has been the big amount of radioactive waste generated in the dismantling operations. The waste is mainly in the form of contaminated carbon steel structures. In the IPEN, the presence of contamination in the equipments, structures and buildings, although restricted to low and medium activity levels, constituted an important concern due, on one hand, to the great volume of radioactive wastes generated during the operations. On the other hand, it should be outstanding that the capacity of radioactive wastes stockpiling in IPEN found been exhausted. In function of the large waste volume generated in the dismantling operations, the main concems and focuses of research and technological development in the IPEN＇s Chemical and Environmental Center--CQMA have been the effluent and waste treatment subjects, besides the development of some special decontamination techniques, since most old nuclear fuel cycle facilities are installed in the CQMA＇s area. The reduction of the radioactive waste volume has a significant impact in the decommissioning costs and in the amount of material to be stored. The mentioned steel structures, during the operations and after ten or twelve years after the facilities shut down, have presented severe corrosion. In the past, to protect them, several layers of paint were applied. Traditional decontamination methods were tried, such as acid pickling, alkaline washing and ultrasonic baths. Nevertheless, these methods have failed to reach effective decontamination. In this paper, we described some aspects and problems in decommissioning of IPEN＇s nuclear fuel cycle facilities and it is presented an innovative method for radioactive superficial decontamination of steel structures using different molten salt compositions and temperatures as stripping media.

Safe degradation of the Pesticide Hexachlorcyclohexane by Molten Salt Oxidation

This study was motivated by the world interest in the development of advanced processes of waste decomposition, due to the need of safer decomposition processes, particularly for the POPs （Persistent Organic Pollutants） and the organochlorines. A tendency observed at several countries is the adoption of progressively more demanding legislation for the atmospheric emissions from the waste decomposition processes. The suitable final disposal of hazardous organic wastes such as PCBs （Polychlorinated Biphenyls）, pesticides, herbicides and hospital residues constitutes a serious problem. In some point of their lifecycles, these wastes should be destroyed, in reason of the risk that they represent for the human being, animals and plants. The process involves a chemical reactor containing molten salts, such as sodium carbonate or some alkaline carbonates mixtures to decompose the organic waste. The decomposition is performed by submerged oxidation. Waste is injected below the surface of a turbulent salt bath along with the oxidizing agent. decomposition of halogenated compounds, among which some pesticides, is particularly effective in molten salts. The process presents properties such as intrinsically safe control of organochlorine emissions. This work describes the process developed at IPEN/CNEN-SP （Nuclear and Energetic Research Institute/Brazilian Nuclear Energy Commission） for complete thermal decomposition of hazardous wastes through oxidation submerged in molten salts.

Communicating with the non-dominant hemisphere:Implications for neurological rehabilitation

Aphasic syndromes usually result from injuries to the dominant hemisphere of the brain. despite the fact that localization of language functions shows little interindividual variability, several brain areas are simultaneously activated when language tasks are undertaken. Mechanisms of language recovery after brain injury to the dominant hemisphere seem to be relatively stereotyped, including activations of perilesional areas in the acute phase and of homologues of language areas in the non-dominant hemisphere in the subacute phase, later returning to dominant hemisphere activation in the chronic phase. Plasticity mechanisms reopen the critical period of language development, more specifically in what leads to disinhibition of the non-dominant hemisphere when brain lesions affect the dominant hemisphere. The non-dominant hemisphere plays an important role during recovery from aphasia, but currently available rehabilitation therapies have shown limited results for efficient language improvement. Large-scale randomized controlled trials that evaluate well-defined interventions in patients with aphasia are needed for stimulation of neuroplasticity mechanisms that enhance the role of the non-dominant hemisphere for language recovery. Ineffective treatment approaches should be replaced by more promising ones and the latter should be evaluated for proper application. The data generated by such studies could substantiate evidence-based rehabilitation strategies for patients with aphasia.

Use of Thorium in the Generation IV Molten Salt Reactors and Perspectives for Brazil

Interest in thorium stems mainly from the fact that it is expected to have a substantial increase in uranium prices. So, advanced fuel cycles which increase the reserves of nuclear materials are interesting, particularly, the use of thorium is to produce the fissile isotope ^233U. Thorium is three to five times more abundant than uranium in the earth＇s crust. Additionally, thoria produces less radiotoxicity than the UO2, because it produces fewer amounts of actinides. ThO2 has higher corrosion resistance, besides being chemically stable, and the burning of Pu in a reactor based in thorium also decreases the inventories of Pu from the current fuel cycles. There are some ongoing projects in the world, taking into consideration the proposed goals for Generation IV reactors, namely： sustainability, economics, safety and reliability, proliferation resistance and physical protection. Some developments on the use of thorium in reactors are underway, with the support of the IAEA （International Atomic Energy Agency） and some govern like molten salt reactor. In this paper, we discuss the future importance of thorium, particularly for Brazil, which has large mineral reserves of this strategic element, the characteristics of the molten salt reactor and the experience of the IPEN （Instituto de Pesquisas Energ6ticas e Nucleares） in the purification of thorium compounds.

Review of Brazilian Activities Related to the Thorium Fuel Cycle and Production of Thorium Compounds at IPEN-CNEN/SP

The Brazilian＇s interest in the nuclear utilization of thorium has started in the 1950s as a consequence of the abundant occurrence ofmonazite sands. Since the 1960s, IPEN-CNEN/SP （lnstituto de Pesquisas Energ6ticas e Nucleares） has performed some developments related to the thorium fuel cycle. The production and purification of thorium compounds was carried out at IPEN for about 18 years and the main product was the thorium nitrate with high purity, having been produced over 170 metric tons of this material in the period, obtained through solvent extraction. The thorium nitrate was supplied to the domestic industry and used for gas portable lamps （Welsbach mantle）. Although the thorium compounds produced have not been employed in the nuclear area, several studies were conducted. Therefore, those activities and the accumulated experience are of strategic importance, on one hand, due to huge Brazilian thorium reserves, on the other hand, by the resurgence of the interest of thorium for the Generation IV advanced reactors. This paper presents a review of the Brazilian research and development activities related to thorium technology.

Inductive Model Generation for Text Classification Using a Bipartite Heterogeneous Network

Algorithms for numeric data classification have been applied for text classification. Usually the vector space model is used to represent text collections. The characteristics of this representation such as sparsity and high dimensionality sometimes impair the quality of general-purpose classifiers. Networks can be used to represent text collections, avoiding the high sparsity and allowing to model relationships among different objects that compose a text collection. Such network- based representations can improve the quality of the classification results. One of the simplest ways to represent textual collections by a network is through a bipartite heterogeneous network, which is composed of objects that represent the documents connected to objects that represent the terms. Heterogeneous bipartite networks do not require computation of similarities or relations among the objects and can be used to model any type of text collection. Due to the advantages of representing text collections through bipartite heterogeneous networks, in this article we present a text classifier which builds a classification model using the structure of a bipartite heterogeneous network. Such an algorithm, referred to as IMBHN （Inductive Model Based on Bipartite Heterogeneous Network）, induces a classification model assigning weights to objects that represent the terms for each class of the text collection. An empirical evaluation using a large amount of text collections from different domains shows that the proposed IMBHN algorithm produces significantly better results than k-NN, C4.5, SVM, and Naive Bayes algorithms.

We present an extension of the proximal point method with Bregman distances to solve variational inequality problems(VIP)on Hadamard manifolds with null sectional *** some natural assumptions,as for example,the existence of solutions of the VIP and the monotonicity of the multivalued vector field,we prove that the sequence of the iterates given by the method converges to a solution of the ***,this convergence is linear or superlinear with respect to the Bregman distance.

Rainfall erosivity and erosivity density through rainfall synthetic series for Sao paulo State,Brazil:Assessment,regionalization and modeling

Rainfall is the main cause of erosion of Brazilian soils,which makes assessing the rainfall erosivity factor(RE)and the erosivity density(ED)fundamental for soil and water ***,the objectives of this study were:i)to estimate the RE and ED for Sao paulo State,Brazil,using synthetic series of pluviographic data;ii)to define homogeneous regions regarding rainfall erosivity;and iii)to generate regression models for rainfall erosivity estimates in each of the homogeneous *** series of pluviographic data were initially obtained on a sub-daily scale from the daily rainfall records of 696 rainfall *** RE values were then estimated from the synthetic rainfall data,and ED was calculated from the relationship between erosivity and rainfall *** and annual maps for RE and ED were *** clustering analysis was used to define homogeneous regions in terms of rainfall erosivity,and regionalized regression models for estimating RE were *** results demonstrate high spatial variability of RE in Sao paulo,where the highest annual values were observed in the coastal *** to March concentrate approximately 60%of the intra-annual *** highest values of annual ED were observed in regions with intense agricultural *** definition of five homogeneous regions concerning the rainfall erosive potential evidenced distinct seasonal patterns of the spatial distribution of ***,the high predictive accuracy of the regionalized models obtained characterizes them as essential tools for reliable estimates of rainfall erosivity,and contribute to better soil conservation planning.
