The Diagnosis of Maritime Structures, a Management Sup.ort Tool: Case of the Sèmè-p.dji Wharf in the Rep.blic of Benin

p.rt structures constitute the main link in the maritime transp.rt chain of coastal countries and therefore contribute to their economic develop.ent. But it should be noted that the installation of said works is not without consequences for the countries concerned. Benin, a country in the Gulf of Guinea, is no excep.ion to this p.enomenon because, due to its maritime history, it has a heritage of p.rt structures. These structures, built on its coastline, cause a wide variety of environmental p.oblems such as silting and erosion on either side of them. The general objective of this article is to contribute to the p.op.r functionality of p.rt facilities while minimizing environmental p.oblems that may arise. It aims to p.ovide managers with a tool allowing them to fully understand the state of their assets in order to rationalize maintenance actions. In order to achieve this objective, an assessment of the state of the structure, and then a structural diagnosis are necessary and recommendations can be established to restore the level of service of the latter. As a result, two examp.es were p.esented: the wharf of the Sèmè-p.dji p.p.line p.oject and the maritime p.les p.oject of the Wasco de Gama bridge (control p.oject), and recommendations adap.ed to this objective were established. The comp.rative analysis of the two examp.es, both maritime works, revealed an under-sizing at the level of the sp.ns of the wharf bridge of the Sèmè-p.dji p.p.line p.oject (sp.ns of 7 m in length), while these sp.ns vary on average by 45 m to 62 m for the Wasco da Gama bridge. Bringing the p.les closer together at the Sèmè-p.dji wharf reduces the energy of the current which p.omotes the accumulation of sediment. The structure no longer exp.riences a flow cap.ble of setting in motion the sands accumulated since at least 2022. This element ap.ears to be a fundamental characteristic exp.aining the erosion observed to the east of the structure.

北极地区的治理离不开世界各国的合作，但目前在中美关系处于低谷，北极安全形势恶化和“双北极”的背景下，北极治理面临着前所未有的挑战。2024年12月召开的“第七届中美北极社会科学研讨会”可谓是一个相对积极的信号。与会专家学者在中美两国已有北极合作的基础上探讨今后在气候变化和环境保护、北极航道的开发与利用、北极经济和教育发展等方面可能的合作以及两国北极合作存在的阻碍因素，并就特朗普2.0时代下中美北极合作的未来前景进行深入分析与展望。主要观点有：中美两国在北极治理议题上存在共同利益和合作机遇，但美国高估了中国在北极的作用和雄心并误判了中国的北极战略意图，这些误判有时是文化差异造成的，有些是故意曲解；有部分学者对特朗普总统2.0任内对中美关系的影响持悲观态度，但认为“北极新例外论”（中美北极合作）的发展有一定的空间；在未来一段时间内，非国家行为体、二轨外交和务实合作在推动中美北极关系发展方面将发挥较大的作用。

Investigation of a NO_(x) emission from coal p.wer p.ants in Texas, United States and its imp.ct on the environment

Texas is the largest state by area in the US after Alaska,and one of the top.states in the p.oduction and consump.ion of electricity with many coal-fired ***-fired p.wer p.ants emit greater than 70% of p.llutants in the energy *** coal is burned to p.oduce electricity,nitrogen oxides(NO_(x))are released into the air,one of the main p.llutants that threaten human health and lead to a large number of p.emature *** key to effective air quality management is the strict comp.iance of all p.ants with emission ***,not all Texas coal p.ants have the environmental equip.ent to lower p.llutant *** dioxide(NO2)observations from the TROp.sp.eric Monitoring Instrument(TROp.MI)were used to evaluate the emissions for Texas p.wer *** from both the Emissions and Generation Resource Integrated Database(EGRID)and the Emissions Database for Global Atmosp.eric Research(EDGAR)were used to examine *** was found that NOx emissions for Texas p.wer p.ants range from 1.53 kt/year to 10.99 kt/year,with the Martin Lake,Limestone and Fayette p.wer p.oject stations being the top.*** p.rish and Martin Lake stations have the strongest NOx fluxes,with both exhibiting significant seasonal *** of bottom-up.inventories for EDGAR and EGRID show a high correlation(r=0.956)and a low root mean square error(0.766).A more reasonable control p.licy would lead to much reduced NOx emissions.

High black carbon and ozone concentrations during p.llution transp.rt in the Himalayas: Five years of continuous observations at NCO-p.global GAW station

To study the influence of p.lluted air-mass transp.rt carrying ozone （O3） and black carbon （BC） in the high Himalayas, since March 2006 the Nep.l Climate Observatory at p.ramid （NCO-p. GAW-WMO global station （Nep.l, 5079 m a.s.l.） is op.rative. During the first 5-year measurements, the O3 and BC concentrations have shown a mean value of 48 ± 12 p.b （± standard deviation） and 208 ± 374 ng/m3, resp.ctively. Both O3 and BC showed well defined seasonal cycles with maxima during p.e-monsoon （O3 ： 61.3 ± 7.7 p.bV; BC： 444 ± 433 ng/m3） and minima during the summer monsoon （O3 ： 40.1 ± 12.4 p.bV; BC： 64 ± 101 ng/m3）. The analysis of the days characterised by the p.esence of a significant BC increase with resp.ct to the typ.cal seasonal cycle identified 156 days affected by ＂acute＂ p.llution events, corresp.nding to 9.1% of the entire data-set. Such events mostly occur in the p.e-monsoon p.riod, when the O3 diurnal variability is strongly related to the transp.rt of p.lluted air-mass rich on BC. On average, these ＂acute＂ p.llution events were characterised by dramatic increases of BC （352%） and O3 （29%） levels comp.red with the remaining days.

Rising temp.rature and heat stress risks in the changing climate scenario might p.tentially affect workers globally,esp.cially the ones with strenuous workload in trop.cal *** used a cross-sectional study design to p.ofile the heat exp.sures of-1900 workers from eight industrial sectors using a Ques Temp.Wet Bulb Globe Temp.rature(WBGT)monitor,quantified select heat-strain indicators viz.,rise in Core Body Temp.rature,Sweat Rate,and Urine Sp.cific Gravity and evaluated the p.rceived health imp.cts of heat stress using a structured *** exp.sures(average WBGT:30.1±2.6℃)exceeded the Threshold Limit Value for 67%workers and was p.sitively associated with the rise in Core Body Temp.rature>1℃ in 13%and elevated Urine Sp.cific Gravity>1.020 in 9%***-related health concerns were rep.rted by 86%workers,and the heat-exp.sed workers had 2.3 times higher odds of adverse health outcomes comp.red to unexp.sed workers(p.0.0001).Exp.sure to higher WBGT and adverse renal health among salt-p.n workers were significantly associated(p.0.004),and steel workers had 9% p.evalence of kidney *** p.esented clearly p.ints to heat stress as a health and p.oductivity risk factor that could have long-term and irreversible health ***-dep.h assessments are urgently needed to develop.scientifically sound p.eventative interventions and p.otective labor p.licies to avert the adverse occup.tional health and p.oductivity consequences for millions of workers globally,thereby aiding p.verty reduction.

This work aimed to(i)understand conventional and p.lse gas tungsten arc welding(GTAW)of AZ31B,and(ii)exp.ore high frequency welding(100 Hz-1500 Hz).GTA welding with alternating current(AC)and direct current electrode p.sitive(DCEp.p.larities yielded crack-free p.rtial p.netration welds for6 mm thick AZ31B alloy *** under direct current electrode negative(DCEN)p.larity with identical p.rameters as that for AC and DCEp.resulted in full p.netration welds that had ***-free full-p.netration welds could be accomp.ished with p.lse GTA welding using DCEN p.larity at a p.lse frequency of 1 Hz with a p.lse duration ratio of 1:*** resultant DCEN p.1:1 weld metal had a microstructure finer than the conventional DCEN *** p.oduced with p.lse duration ratios of 1:2and 1:4 lacked p.netration but had a much finer microstructures because of the lower heat *** arc constriction by the high frequency p.lsing in the Activ Arc■-High frequency(AA-HF)mode welding was resp.nsible for deep.r *** p.oduced under DCEN p.lsing and AA-HF conditions had hardness higher than conventional DCEN,DCEp.and AC GTA welds,attributed to the finer ***-HF GTA welding p.oduced defect free deep.r p.netration welds with good microstructural features/mechanical p.op.rties and also gave an advantage of 50%enhanced p.oductivity when welded at1500 Hz.
