A number o. large and unique o.l and gas fields were disco.ered o.er the western Arctic shelf o. Eurasia. So.e o. them were partially appraised. Also. there are three po.entially hydro.arbo.-rich but insufficiently studied areas in the regio.. The disco.ery o. co.mercial accumulatio.s there wo.ld substantially increase the petro.eum po.ential o. the entire regio.. These areas are no.thern Murmansk o.last, o. the Rybachy Peninsula, the Franz-Jo.eph Land area, and?the No.th Kara Shelf. It is suggested that o.l and gas field disco.eries in the fo.mer two.areas are mo.t expedient under current co.ditio.s. The o.l and gas po.ential o. the no.thwestern Ko.a Peninsula is reviewed in mo.e detail.

The effect o. Earth precessio. angle o. a climate is presented here. It is sho.n that the glaciatio. epo.hs o.curred o.ly when the precessio. angle was lo.. After the co.tinental glaciatio. fo.med in the No.thern hemisphere, Earth’s spherecal symmetry was disrupted and its precessio. angle increased drastically. As a result, a drastic and rapid climate warm-up o.curred, the glaciers melted do.n and an interglacial stadial1 began. Subsequently, affected by the Lunar-So.ar gravity pull o. the Earth’s equato.ial swelling, the precessio. angle gradually decreased and a new co.ling-do.n phase o.curred. As a result, there was no.linear o.cillatio. o. Earth’s climate with perio.s o. the o.der o. 100 - 120 MY.
