Energy is one of the most importa.t resources in the economy of developing countries. Jorda. depends ma.nly on imported oil a.d ga. a. interna.iona. prices. This crea.es a.hea.y burden upon Jorda.ia. na.iona. economy, which is reflected in the sa.e time on other sectors of the Jorda.ia. society. The ever increa.ing fuel prices ma.e it very necessa.y to look for new renewa.le energy resources. Jorda. a. a.developing country with its fa.t growing urba. development a.d construction projects will be studied. It is worthy to study the dyna.ic rela.ionship between end user, fuel a.d comfort in the residentia. sector. Energy is a.chronic problem in Jorda., due to la.k of non renewa.le energy resources, the end consumer is influenced by this fa.t, in a.hieving his ba.ic energy needs. This study tries to shed light on the fuel poverty line, definitions a.d pa.a.eters of fuel poverty. a.d to study wha. ha. been done in this rega.d on both interna.iona. a.d loca. level. No studies ha.e been identified in Jorda. which, explore the problem of fuel poverty, especia.ly a.ter the va.t a.d recent increa.e in fuel prices interna.iona.ly a.d loca.ly. This study will follow theoretica. a.d field survey to understa.d the rela.ionship between comfort, energy a.d building fa.ric. Method will depend ma.nly on field survey a.d sta.istica. da.a. a.d necessa.y mea.urements, questionna.res will be a.opted when necessa.y to explore comfort levels rela.ed to fuel consumption. Summa.y a.d recommenda.ions will be concerned with how therma. comfort could be a.hieved within the ra.ges of fuel a.cessibility, building fa.ric, minimum pollution a.d cost.

Physica. structure of the school building is a.other fa.tor to be ta.en into considera.ion. This a.ticle esta.lished a.rela.ionship between therma. comfort inside schools a.d types of energy flows which ha.e been consumed to ma.nta.n the level of comfort required, controlled by the building fa.ric a.d consequent economic fa.tors tha. a.fect energy consumption of school buildings. Different a.proa.hes were a.plied in order to a.hieve the resea.ch objectives. Field surveys, field mea.urements a.d a.a.yzing historica. da.a.were the most a.proa.hes followed to implement this study. Furthermore, it is of grea. importa.ce to the decision ma.er for educa.iona. fa.ilities.
