From Yokohama to Sendai: Approaches to Participation in International Disaster Risk Reduction Frameworks

Taking the importance of local action as a starting point, this analysis traces the treatment of participation of local and community actors through the three international frameworks for disaster risk reduction(DRR): the Yokohama Strategy and Plan of Action for a Safer World, the Hyogo Framework for Action 2005–2015, and the Sendai Framework for Disaster Risk Reduction 2015–2030(SFDRR). The study finds a concerning shift away from valuing local community input and toward promoting technological advances. Community actors went from valued partners with their own expertise and relevant beliefs in Yokohama Strategy to ‘‘aid recipients’ ’ to whom tailored risk information must be transmitted(in SFDRR). This shift may reflect the top-down nature of negotiated international agreements or a broader shift toward investments in technological solutions. Whatever the cause, given widespread recognition of the importance of local knowledge and participation and growing recognition of the importance of intra-community differences in vulnerability, it suggests the need for reconsideration of both the discourse and the practice of involving community-level actors in DRR planning and implementation.

Natural hazards and their related impacts can have powerful implications for humanity, particularly communities with deep reliance on natural resources. The development of effective early warning systems(EWS) can contribute to reducing natural hazard impacts on communities by improving risk reduction strategies and activities.However, current shortcomings in the conception and applications of EWS undermine risk reduction at the grassroots level. This article explores various pathways to involve local communities in EWS from top-down to more participatory approaches. Based on a literature review and three case studies that outline various levels of participation in EWS in Kenya, Hawai'i, and Sri Lanka, the article suggests a need to review the way EWS are designed and applied, promoting a shift from the traditional expert-driven approach to one that is embedded at the grassroots level and driven by the vulnerable communities. Such a community-centric approach also raises multiple challenges linked to a necessary shift of conception of EWS and highlights the need for more research on pathways for sustainable community engagement.

Neurodegenerative diseases are often misdiagnosed,especially when the diagnosis is based solely on clinical symptoms.The p75 neurotrophic receptor(p75^(NTR))has been studied as an index of sensory and motor nerve development and maturation.Its cleavable extracellular domain(ECD)is readily detectable in various biological fluids including plasma,serum and urine.There is evidence for increased p75NTR ECD levels in neurodegenerative diseases such as Alzheimer’s disease,amyotrophic lateral sclerosis,age-related dementia,schizophrenia,and diabetic neuropathy.Whether p75^(NTR) ECD could be used as a biomarker for diagnosis and/or prognosis in these disorders,and whether it could potentially lead to the development of targeted therapies,remains an open question.In this review,we present and discuss published studies that have evaluated the relevance of this emerging biomarker in the context of various neurodegenerative diseases.We also highlight areas that require further investigation to better understand the role of p75^(NTR) ECD in the clinical diagnosis and management of neurodegenerative disorders.

The rapid development of emerging technologies,such as edge intelligence and digital twins,have added momentum towards the development of the Industrial Internet of Things(IIo T).However,the massive amount of data generated by the IIo T,coupled with heterogeneous computation capacity across IIo T devices,and users’data privacy concerns,have posed challenges towards achieving industrial edge intelligence(IEI).To achieve IEI,in this paper,we propose a semi-federated learning framework where a portion of the data with higher privacy is kept locally and a portion of the less private data can be potentially uploaded to the edge server.In addition,we leverage digital twins to overcome the problem of computation capacity heterogeneity of IIo T devices through the mapping of physical entities.We formulate a synchronization latency minimization problem which jointly optimizes edge association and the proportion of uploaded nonprivate data.As the joint problem is NP-hard and combinatorial and taking into account the reality of largescale device training,we develop a multi-agent hybrid action deep reinforcement learning(DRL)algorithm to find the optimal solution.Simulation results show that our proposed DRL algorithm can reduce latency and have a better convergence performance for semi-federated learning compared to benchmark algorithms.

Experimental Study of the Influence of Intrinsic Parameters on the Thermal Reactivity of Sawdust, Polyethylene Terephthalate and Composite

Several works have been based on the study of thermal variations in biomass to derive more valuable products such as fuels capable of replacing oil in the event of a crisis or activated carbon used as an adsorbent material, widely used in industry for the elimination of unwanted materials, both in liquid and gaseous environments. A study of thermal parameters such as: heating speed, retention time, drying temperature, carbonization temperature, particle size, was carried out with the aim of determining the characteristic factors of the carbonization of Polyethylene terephthalate (PET), sawdust (SC) and sawdust/polyethylene terephthalate (CPS) mixture. The results of the immediate analysis revealed a very low level of ash in PET (0.013%) compared to the level of ash in sawdust (2.9%), as well as a high level of fixed carbon (82.960%), which suggests the presence of mineral oxides and a significant carbon matrix unlike PET, which indicates a very significant organic matrix (essentially made up of organic matter) with the absence of mineral oxides. The study of thermal parameters showed the water loss from Sawdust (SC) and the Sawdust/Polyethylene terephthalate (CPS) mixture, an increase with temperature, unlike that of PET whose variation is essentially zero. Without heat treatment, sawdust alone contains approximately 7% water. The optimal drying temperature for this study is 110˚C for a stay of 24 hours. It appears that the largest mass losses for the PET samples are between 87.19% and 96.05%, followed by that of the mixture, between 47.33% and 64.37%. And the lowest are observed, those of sawdust (from 24.02% to 62.6%). However, here we can say that the influence of the mass is not great, given the slight difference between the losses by temperature. The results of the study of the influence of grain size showed that the differences are insignificant, even if we vary the diameter of the grains from simple to triple. Introduction: The elbow is a superficial joint, particularly exposed to direct impact, forced movement, and overstrain. Our work aimed to study magnetic resonance imaging (MRI) pathologies of the soft tissues of the elbow through illustrative cases. Methodology: This was a retrospective and prospective cross-sectional study covering a period of one year, from June 2020 to June 2021, at the Saint Camille Hospital in Ouagadougou and the Polyclinique Notre Dame de la Paix. Results: In general, this study found that the pathologies diagnosed on MRI were lateral epicondylitis, subcutaneous type V elbow lipoma and liposarcoma, anteromedial cortical fracture of the radial cup, cortical detachment fracture of the lateral epicondylitis, medial epicondylitis, villonodular articular synovitis, simple dermo-hypodermatitis, sequellar fibrosis of the ulnar nerve, Workman's syndrome (median and ulnar nerves) and osteoarthritis of the elbow. Lateral epicondylitis was the most frequent pathology, and most patients consulted for elbow pain predominantly associated with pressure on the epicondyle, with relative functional impotence and, occasionally, elbow swelling. Conclusion: MRI, as a complement to ultrasound and radiography, remains the most informative examination for exploring soft-tissue pathologies of the elbow.

Condensed and hydrolysable tannins are non-toxic natural polyphenols that are a commercial commodity industrialized for tanning hides to obtain leather and for a growing number of other industrial applications mainly to substitute petroleum-based products.They are a definite class of sustainable materials of the forestry industry.They have been in operation for hundreds of years to manufacture leather and now for a growing number of applications in a variety of other industries,such as wood adhesives,metal coating,pharmaceutical/medical applications and several others.This review presents the main sources,either already or potentially commercial of this forestry by-materials,their industrial and laboratory extraction systems,their systems of analysis with their advantages and drawbacks,be these methods so simple to even appear primitive but nonetheless of proven effectiveness,or very modern and instrumental.It constitutes a basic but essential summary of what is necessary to know of these sustainable materials.In doing so,the review highlights some of the main challenges that remain to be addressed to deliver the quality and economics of tannin supply necessary to fulfill the industrial production requirements for some materials-based uses.

BACKGROUND De novo malignancy is a leading cause of late morbidity and mortality in liver transplant recipients.Cumulative immunosuppression has been shown to contribute to post-transplant malignancy(PTM)risk.There is emerging evidence on the differential carcinogenic risk profile of individual immunosuppressive drugs,independent of the net effect of immunosuppression.Calcineurin inhibitors such as tacrolimus may promote tumourigenesis,whereas mycophenolic acid(MPA),the active metabolite of mycophenolate mofetil,may limit tumour progression.Liver transplantation(LT)is relatively unique among solid organ transplantation in that immunosuppression monotherapy with either tacrolimus or MPA is often achievable,which makes careful consideration of the risk-benefit profile of these immunosuppression agents particularly relevant for this cohort.However,there is limited clinical data on this subject in both LT and other solid organ transplant recipients.AIM To investigate the relative carcinogenicity of tacrolimus and MPA in solid organ transplantation.METHODS A literature search was conducted using MEDLINE and Embase databases using the key terms“solid organ transplantation”,“tacrolimus”,“mycophenolic acid”,and“carcinogenicity”,in order to identify relevant articles published in English between 1st January 2002 to 11th August 2022.Related terms,synonyms and explosion of MeSH terms,Boolean operators and truncations were also utilised in the search.Reference lists of retrieved articles were also reviewed to identify any additional articles.Excluding duplicates,abstracts from 1230 records were screened by a single reviewer,whereby 31 records were reviewed in detail.Full-text articles were assessed for eligibility based on pre-specified inclusion and exclusion criteria.RESULTS A total of 6 studies were included in this review.All studies were large population registries or cohort studies,which varied in transplant era,type of organ transplanted and immunosuppression protocol used.Overall,there was no clear difference demonst
