French Insurance and Flood Risk: Assessing the Impact of Prevention Through the Rating of Action Programs for Flood Prevention

French insurance is part of a public-private partnership with the French State to compensate flood-related damages, and there is growing concern among insurers about damaging climatic events. To promote preventive actions as well as to take them into account in flood risk assessment, insurers have recently expressed the need to develop a rating system of preventive actions. This study identified Action Programs for Flood Prevention (Programme d’Action pour la Prévention des Inondations—PAPI) as the key French public policy instrument: they provide an overview of the diversity of actions that are conducted locally at the relevant risk basin scale. A database of all intended actions in the 145 launched PAPIs was constructed and the actions were coded (88 codes). The analysis consisted of two steps: (1) We conducted an expert valuation using the Analytic Network Process and the Analytic Hierarchy Process, aiming at creating an experimental national rating system. The results show the importance of implementing an integrated strategy that particularly emphasizes land use planning and urban planning. This appears even sounder as individual actions show relatively limited effectiveness. (2) The ratings of actions were applied to each PAPI according to their implemented actions. The resulting scores for individual PAPIs, as local risk coping capacity indicators, show great variance ranging from 8 to 324 points. This confirms the need to take prevention into account in flood risk assessment.

Influence of Combined Therapeutic Potential of Meso 2, 3-dimercaptosuccinic Acid and Calcium Disodium Edetate on Lead-induced Testicular Alterations in Rats

The therapeutic efficacy of a combinaion of meso 2,3-dimeroaptosuccinic acid (DMSA) and calcium disodium EDTA in protecting testicular disorders in chronic lead intoxication was investigated. The results indicate that two five-days courses of the combined therapy produced a more effective recovery in the lead induced biochemical and histopahological disorders compared to conventional single 5 days therapy. No adverse effect of the chelators, when administered individually or in combination, was noticed in the testes of control (without lead exposure) animals.

Objective The objective of this study was to investigate arsenic induced changes in blood 8-aminolevulinic acid dehydratase (ALAD) after in vitro and in vivo exposure to this element and its response to co-administration of meso 2,3-dimercaptosuccinic acid (DMSA) and monoisoamyl DMSA (MiADMSA) either individually or in combination. Methods Rat whole blood was exposed to varying concentrations (0.1, 0.2 and 0.5 mmol/L) of arsenic (III) or arsenic (V), to assess their effects on blood ALAD activity. Varying concentrations of MiADMSA and DMSA (0.1,0.5 and 1.0 mmol/L) were also tried in combination to determine its ability to mask the effect of arsenic induced (0.5 mmol/L) inhibition of blood ALAD in vitro. In vitro and in vivo experiments were also conducted to determine the effects of DMSA and MiADMSA either individually or in combination with arsenic, on blood ALAD activity and blood arsenic concentration. Results In vitro experiments showed significant inhibition of the enzyme activity when 0.1-0.5 mmol/L of arsenic (III and V) was used. Treatment with MiADMSA increased ALAD activity when blood was incubated at the concentration of 0.1 mmol/L arsenic (III) and 0.1 mmol/L MiADMSA. No effect of 0.1 mmol/L MiADMSA on ALAD activity was noticed when the arsenic concentration was increased to 0.2 and 0.5 mmol/L. Similarly, MiADMSA at a lower concentration (0.1 mmol/L) was partially effective in the turnover of ALAD activity against 0.5 mmol/L arsenic (III), but at two higher concentrations (0.5 and 1.0 mmol/L) a complete restoration of ALAD activity was observed. DMSA at all the three concentrations (0.1,0.5 and 1.0 mmol/L) was effective in restoring ALAD activity to the normal value. Conclusions The results thus suggest that arsenic has a distinct effect on ALAD activity. Large-eddy simulation of flash flood propagation and sediment transport in a dry-bed desert stream

Nickel,Lead and Zinc Sorption in a Reclaimed Settling Pond Soil

The wastes used to amend soils sometimes have high concentrations of metals such as nickel(Ni), lead(Pb) and zinc(Zn). To determine the capacity of soils to retain these metals, the sorption capacities of different mine soils with and without reclamation treatments(tree vegetation and waste amendment) for Ni, Pb and Zn in individual and competitive situations were evaluated using the batch sorption technique. The untreated settling pond soil had low capacity for Ni, Pb and Zn retention. The site amended with wastes(sewage sludges and paper mill residues) increased the sorption capacity most, probably because of the higher concentrations of soil components with high retention capacity such as carbon and clay fraction. No significant competition was observed between metals in the competitive sorption experiment, indicating that the maximum of sorption was not achieved by adding 0.5 mmol L^(-1) of metal. We can conclude that, despite the possible additions of Ni, Pb and Zn from wastes to degraded soils, sewage sludges and paper mill residues have a high sorption capacity that would prevent the metals from being in a mobile form.

Stem cells are considered as key therapeutic tools in the field of regenerative medicine. In the last decade, based on a growing body of knowledge about their mechanisms of action, a new way of exploring the therapeutic potential of stem cells without the need for cell transplantation has been evidenced. This approach, called cell-free therapy, uses stem cells as a source of therapeutic molecules rather than the therapeutic agent per se, and several studies have shown relevant therapeutic effects under a variety of experimental conditions, including nervous system disorders.

A new green process for biodiesel production from waste oils via catalytic distillation using a solid acid catalyst-Modeling, economic and environmental analysis

The challenges in the chemical processing industry today are environmental concerns, energy and capital costs. Catalytic distillation(CD) is a green reactor technology which combines a catalytic reaction and separation via distillation in the same distillation column. Utilization of CD in chemical process development could result in capital and energy savings, and the reduction of greenhouse gases. The efficacy of CD and the economic merits, in terms of energy and equipment savings, brought by CD for the production of biodiesel from waste oil such as yellow grease is quantified. Process flow sheets for industrial routes for an annual production of 10 million gallon ASTM purity biodiesel in a conventional process(reactor followed by distillation) and CD configurations are modeled in Aspen Plus. Material and energy flows, as well as sized unit operation blocks, are used to conduct an economic assessment of each process. Total capital investment, total operating and utility costs are calculated for each process. The waste oil feedstock is yellow grease containing both triglyceride and free fatty acid. Both transesterification and esterification reactions are considered in the process simulations. Results show a significant advantage of CD compared to a conventional biodiesel processes due to the reduction of distillation columns, waste streams and greenhouse gas emissions. The significant savings in capital and energy costs together with the reduction of greenhouse gases demonstrate that process intensification via CD is a feasible and new green process for the biodiesel production from waste oils.

A kinetic model for a single step biodiesel production from a high free fatty acid (FFA) biodiesel feedstock over a solid heteropolyacid catalyst

Production of biodiesel from yellow grease(waste cooking oil and waste animal fats) is fast emerging as a promising alternative to address the twin challenges before the biodiesel industry today-fluctuation in prices of vegetable oil and the food versus fuel debate. Yellow grease has a high percentage of free fatty acids(FFA) and proves to be an unsuitable feedstock for biodiesel production from commercially viable alkalicatalyzed production systems due to saponification problems.'Green' methodologies based on heterogeneous solid acid catalyzed reactions have the potential to simultaneously promote esterification and transesterification reactions of yellow grease to produce biodiesel without soap formation and offer easy catalyst separation without generation of toxic streams. This paper presents kinetic studies for the conversion of model yellow grease feeds to biodiesel using a heteropolyacid supported on alumina(HSiW/Al2O3) using a batch autoclave. Three model yellow grease feeds were prepared using canola oil with added FFA such as palmitic, oleic and linoleic acid. A pseudo homogeneous kinetic model for the parallel esterification and transesterification was developed. The rate constants and activation parameters for esterification and transesterification reactions for the model yellow grease feeds were determined. The rate constants for esterification are higher than the transesterification rate constants. The kinetic model was validated using the experimental biodiesel data obtained from processing a commercial yellow grease feed. The kinetic model could be used to design novel processes to convert various low-value waste oils, fats and non-food grade oils to sustainable biodiesel.
