互联网行政许可事项设定的逻辑与进路

我国互联网行政许可事项的设定面临着法律规范层级与许可事项重要性不匹配、法律规范稳定性与互联网高速发展不相容、许可事项碎片化与互联网有效治理不和谐等多重困境。互联网行政许可事项的设定需回应“因何设定”的实质逻辑和“如何设定”的形式逻辑。在实质逻辑面向上,立法者需要区分互联网基础服务领域的许可事项和“互联网+”领域的许可事项,进行功能分析的二阶判断。在形式逻辑面向上,互联网行政许可事项存在“特有型”和“交叉型”两类方式。在“辅助性原则”和回应型法的指引下,互联网基础服务领域的许可事项和“互联网+”领域的许可事项需要分别匹配“特有型”和“交叉型”的设定方式,保证许可设定权限合法和事项重要性程度匹配,遵循“同一性原则”合理选择法条类型,以实现实体领域行政许可事项与互联网行政许可事项的体系衔接。

As the brightest gamma-ray burst ever observed,GRB 221009A provided a precious opportunity to explore spectral line *** this article,we performed a comprehensive spectroscopy analysis of GRB 221009A jointly with GECAM-C and Fermi/GBM data to search for emission and absorption *** the first time we investigated the line feature throughout this GRB including the most bright part where many instruments suffered problems,and identified prominent emission lines in multiple time *** central energy of the Gaussian emission line evolves from about 37 to 6 MeV,with a nearly constant ratio(about 10%)between the line width and central ***,we find that both the central energy and the energy flux of the emission line evolve with time as a power law decay with power law index of–1 and–2,*** suggest that the observed emission lines most likely origin from the blue-shifted electron positron pair annihilation 511 ke V *** find that a standard high latitude emission scenario cannot fully interpret the observation,thus we propose that the emission line comes from some dense clumps with electron positron pairs traveling together with the *** this scenario,we can use the emission line to directly,for the first time,measure the bulk Lorentz factor of the jet(Γ)and reveal its time evolution(i.e.,Γ~t^(-1))during the prompt ***,we find that the flux of the annihilation line in the co-moving frame keeps *** discoveries of the spectral line features shed new and important lights on the physics of GRB and relativistic jet.

Background Pesticide use contributes to national food security. The dissipation pathways and degradation mecha-nisms of pesticides have been widely studied and pesticide residues have remained a focus of public concern. How-ever, studies on the migration and transformation behaviors of pesticide residues in real-world greenhouse soils are insufficient. Therefore, in this study, we collected greenhouse soil from Shouguang, Shandong Province, and investi-gated the photodegradation and leaching of 17 common pesticides, which leave residues in the soil and are the most frequently used pesticides in Shouguang. The environmental behavior of pesticides in greenhouse soils will provide new information on pesticide residues in the real environment and provide a scientific basis for the prevention and control of pesticide pollution in greenhouse *** The photodegradation of trifloxystrobin followed a first-order kinetic equation, whereas those of emamec-tin benzoate, chlorantraniliprole, buprofezin, difenoconazole, pyraclostrobin, boscalid, tebuconazole, isoprothiolane, metalaxyl, and oxadixyl followed second-order kinetics. The half-lives of 17 pesticides under light and dark conditions ranged from 2.5–104(mean: 36.2) and 2.6–110(mean: 31.4) days, respectively. The half-lives of emamectin benzoate, pyraclostrobin, and metalaxyl in the light were 86.6%, 68.5%, and 94.5% of their half-lives in the dark, respectively. Chlorantraniliprole, metalaxyl, nitenpyram, diethofencarb, acetamiprid, carbendazim, and oxadixyl were leached to ≥ 90% in aqueous solution. Six pesticides, avermectin B1A, emamectin benzoate, trifloxystrobin, difenoconazole, pyraclostrobin, and buprofezin, were difficult to leach from aqueous *** The degradation rate of some pesticides was higher in the light environment than in the dark. Hepatic ischemia-reperfusion injury（HIRI） is characterized by mitochondrial dysfunction and oxidative stress. Monitoring mitochondrial hydrogen peroxide（mtH2O2） levels in real-time through super-resolution imaging is crucial for elucidating its distribution in live cells and its mechanism of action during HIRI. However, low-background fluorogenic probes have been overlooked in the context of super-resolution imaging. In this study, we developed a low-background fluorogenic probe（MitoWG） with the potential for super-resolution morphology-correlated mitochondrial identification to track the fluctuates of mtH2O2in HIRI. Activation of the desirable fluorescence properties of the probe by mtH2O2was confirmed using structural illumination microscopy（SIM）, enabling high-quality mitochondrial imaging with exceptional specificity and *** in mt H2O2levels were successfully observed in both cellular and rat models of HIRI. Furthermore, we associated the decline in mitochondrial redox homeostasis with accelerated mtH2O2production during HIRI, which triggered mitophagy deficiency and led to cell death. In conclusion, Mito-WG possesses excellent photophysical and low-background properties for SIM imaging, making it a promising tool for mtH2O2tracking in HIRI research and clinical diagnosis.
