An overview of the environmental finance policies in China： retrofitting an integrated mechanism for environmental management

Considering the significant roles of the policies in developing environmental finance, an overview is conducted on the environmental finance policies （EFPs） in China. This paper analyzed the definition, scope, evolution and main instruments of EFPs. The implementation progress of financial activities on each instrument are investigated respectively. Then the experiences learned from and failures discovered in the development of the EFPs are discussed well recommendations for further improvement of the EFPs and their implementation are provided. Our study found that the EFPs have been established in China after a four-phase evolution since the early 1980s. The policies have played a critical role in leading to a rapid development in environmental finance by involving more financial instruments to accomplish the objective-led environmental plans. Driven by the policies, the new green credit （GC）, green security （GS）, and green insurance （GI） instruments have been phased in as supplements to the conventional command and control approaches to improve the environmental governance of financial activities and pollution sources. However, the market mechanism of financial institution is limited due to their defensive and incapable performance on implementation some of EFP instruments. To further strengthen the effectiveness of EFPs in facilitating environmental man- agement, recommendations are made mainly on the aspects including developing more specific policy guidelines, enhancing information sharing and disclosure, providing sufficient economic incentives, establishing environmental liabilities with financial activities, and involving issues related to climate change, and biodiversity and ecosystem service.

Jejunal diverticulosis is uncommon and often *** can produce significant complications,and some complications are potentially life threatening and require early surgical treatment,such as obstruction,hemorrhage and *** is no consensus on the management of this *** a few cases of jejunal diverticulosis with midgut volvulus have been *** herein report a case of 57-year-old woman with jejunal diverticulosis causing small bowel volvulus who complained of intermittent upper abdominal pin-prick for 5 years that eventually progressed to a complete *** computed tomography scans revealed a mesenteric vessel "whirlpool" and laparotomy showed midgut volvulus secondary to jejunal *** case highlights jejunal diverticulosis causing small bowel volvulus as an uncommon mechanism of small bowel obstruction,which should be included in the differential diagnosis of small bowel obstruction.

High Photocatalytic Properties of Zinc Oxide Nanoparticles with Amidoximated Bacterial Cellulose Nanofibers as Templates

The freshly prepared water-wet amidoximated bacterial cellulose （Am-BC） serves as an effective nanoreactor to synthesis zinc oxide nanoparticles by in situ polyol method. The obtained ZnO/Am-BC nanocomposites have been characterized by field emission scanning electron microscopy （FE-SEM）, X-ray diffraction （XRD）, Fourier transformed infrared spectroscopy （FTIR） and thermogravimetric analysis （TGA）. The influence of the zinc acetate concentration on the morphologies and size ofZnO nanoparticles and the possible formation mechanism were discussed. The results indicated that uniform ZnO nanoparticles were homogeneously anchored on the Am-BC nanofibers through strong interaction between the hydroxyl and amino groups of Am-BC and ZnO nanoparticles. The loading content of ZnO nanoparticles is higher using Am-BC as a template than using the unmodified bacterial cellulose. The resultant nanocomposite synthesized at 0.05 wt% shows a high photocatalytic activity （92%） in the degradation of methyl orange.

Ring opening of aziridine with dialkyl amine took place readily in the presence of catalytic amounts of tri-n-butylphosphane （10 mol%） in the mixture of CH3CN/H20 （10：1）, giving corresponding vicinal diamines in mediate to high yields （58-95%） with good regioselectivitie, while aromatic secondary amine could not react under the same conditions. Tri-n-butylphosphane exhibited different catalytic selectivity to amines from Lewis acid catalysts.

2,6-Diisopropylnaphthalene（2,6-DIPN）,as the precursor of important monomer 2,6-naphthalene dicarboxylic acid,was prepared by hydroisopropylation of refined naphthalene with propene over shape-selective *** conversion of 92% and 2,6-DIPN selectivity of 64% were *** melt crystallization was applied to separate and purify 2,6-DIPN from its isomers,resulted in a product purity of≥99%.The other isomers were converted into monoisopropylnaphthalene,which also reacted with propene to form 2,6-DIPN.A recycled process including hydroisopropylation,separation and transalkylation was established,the yield of 2,6-DIPN based on naphthalene could be doubled by one cycle operation.

Metabolism of four tobacco-specific N-nitrosamines （TSNAs）, N＇-nitrosonornicotine （NNN）, N＇-nitrosoanatabine （NAT）, N＇-nitrosoanabasine （NAB） and 4-（methyl nitrosamino）-1- （3-pyridyl）-1-butanone （NNK） was studied by solid-phase extraction （SPE） and liquid chromato- graphy-electrospray ionization-mass spectrometry （LC-ESI-MS）. SPE and LC-ESI-MS method was evaluated to be rapid, simple, sensitive and selective for analysis of TSNAs in rabbit serum. The doses of TSNAs administrated were 4.666 μg/kg and 11.665 μg/kg according to different levels in cigarettes. Metabolic curves of four TSNAs and 4-（methyl nitrosamino）-1-（3-pyridyl）- 1-butanone （NNAL）, the metabolite of NNK, were obtained.

In this paper,fixed-time consensus tracking for mul-tiagent systems(MASs)with dynamics in the form of strict feed-back affine nonlinearity is addressed.A fixed-time antidistur-bance consensus tracking protocol is proposed,which consists of a distributed fixed-time observer,a fixed-time disturbance observer,a nonsmooth antidisturbance backstepping controller,and the fixed-time stability analysis is conducted by using the Lyapunov theory *** paper includes three main ***,a distributed fixed-time observer is developed for each follower to obtain an estimate of the leader’s output by utilizing the topology of the communication ***,a fixed-time disturbance observer is given to estimate the lumped disturbances for feedforward ***,a nonsmooth antidisturbance backstepping tracking controller with feedforward compensation for lumped disturbances is *** order to mitigate the“explosion of complexity”in the tradi-tional backstepping approach,we have implemented a modified nonsmooth command filter to enhance the performance of the closed-loop *** simulation results show that the pro-posed method is effective.

A series of new fluoro-containing copolymers have been synthesized by a Mitsunobu reaction with 4,4＇-（hexafluoroisopropylidene） bisphenol A（6FBPA） and the corresponding N,N-dihydroxyethylaminoaryl azo or ring-locked triene compounds, which have high thermal stability and good solubility in organic *** nonlinear optical（NLO） measurements made by Marker fringe method at 1064 nm indicate that the copolymers embedded with the ring-locked triene and azo chromophores exhibit higher macroscopic nonlinear optical coefficient（70.2 pm/V and 26.5-34.6 pm/V,respectively）.Thermal analysis and UV-visible absorption spectra show that the copolymers have good thermal stability（T_d= 264-319℃） and optical transparency （λ_（max）500 nm）.
