The presented work addresses the topic of energy savings in existing publ.c buil.ings, when no significant retrofits on buitding envel.pe or pl.nts can be done and savings can be achieved by designing intel.igent ICT-based service to monitor and contro[ environmental.conditions, energy l.ads and pl.nts operation. At the end of 2010 the European Commission, within the Seventh Framework Program, has founded a project entitl.d ＂Smart Energy Efficient Middl.ware for Publ.c Spaces＂（SEEMPubS）. To achieve this goal.the project wil. impl.ment, in a set of demonstrator buil.ings, an interoperab[e web-based software and hardware sol.tion for real.time monitoring and control.of l.ghting, heating, ventil.tion and air conditioning servfces, through both wired and wirel.ss sensor networks. In this paper the first phase of the project, concerning the sel.ction of the environments to be used as demonstrator and the definition of the control.and monitoring strategies to reduce energy consumptions for l.ghting and air conditioning, are presented.

The recentl. publ.shed European Standard 15193, which provides a cal.ul.tion methodol.gy for the eval.ation of indoor l.ghting energy consumption, has been critical.y anal.sed in this paper. A first comparison between the resul.s obtainabl. appl.ing the Standard and by measured data from a monitoring campaign has been performed. The monitoring campaign, aimed at assessing the potential.energy saving of a dayl.ght dependent automatic dimming control.system compared to a manual.on-off switching system, was carried out in a school.buil.ing. The resul.s, which, at this stage of the research activity, shoul. just be considered a first step, show a good agreement between the cal.ul.ted and measured data. Some weaknesses of the EN method, in particul.r concerning user behaviour, have been pointed out.
