规范财富积累机制是调整和优化现行分配制度、推动形成橄榄型社会结构、扎实推进共同富裕的必然要求。基于我国居民财富积累的现实情况,运用税收手段促进财富有效增值与保障财富积累公平是必要之举。本文在回溯财富积累机制理论根基与厘清税收政策规范财富积累机制内在机理的基础上,提出需在各个分配环节针对不同群体精准施策,建立合理有效的税收政策体系,着力完善促进机会均等的税收激励政策,加快劳动友好型税制体系建设,优化税收的财富调节和引导作用。

Background Depression,one of the most frequent complications after stroke,increases the disease’s burden and physical disability.Poststroke depression(PSD)is a multifactorial disease with genetic,environmental and biological factors involved in its occurrence.Genetic studies on PSD to date have mainly focused on the monoamine system and brain-derived neurotrophic factors.However,understanding is still limited about the influence of the single nucleotide polymorphism(SNP)of other neurotrophic factors on PSD.Aims The present study aimed to investigate the relationship between seven vascular endothelial growth factor(VEGF)family gene variants that occur with PSD.Methods A multicentre candidate gene study from five hospitals in Jiangsu Province from June 2013 to December 2014 involved 121 patients with PSD and 131 patients with non-PSD.Demographic characteristics and neuropsychological assessments were collected.Theχ^(2)test was used to evaluate categorical variables,while the independent t-test was applied to continuous variables.SNPs in seven genes(VEGFA,VEGFB,KDR,FLT-1,IGF-1,IGF-1R and PlGF)were genotyped.Single-marker association for PSD was analysed byχ^(2)tests and logistic regression using SPSS and PLINK software.Results Patients with PSD included more women and those with lower education levels,lower body mass indexes,lower Mini-Mental State Examination scores,and higher scores on the 17-item Hamilton Depression Rating Scale than non-PSD patients.Ninety-two SNPs with seven genes were genotyped and passed quality control.The rs7692791 CC genotypes,the C allele of KDR and the rs9282715 T allele of IGF-1R increased the risk for PSD(χ^(2)=7.881,p=0.019;χ^(2)=4.259,p=0.039;χ^(2)=4.222,p=0.040,respectively).In addition,the SNP rs7692791 of KDR was significantly associated with PSD by the logistic regression of an additive model(p=0.015,OR=9.584,95%CI:1.549 to 59.31).Conclusions Patients with rs7692791 C allele carriers or the CC genotype of KDR and the rs9282715 T allele of IGF-1R may have PSD susceptibility.Findin

Unreasonable distribution of regional fiscal revenue may lead to fiscal imbalance,while narrowing the fiscal gap will help to establish a modern fiscal relationship between the central government and local governments with fi nancial coordination and regional balance.This paper examines the 2016 VAT sharing reform to study the impact of tax sharing on fiscal imbalances,and puts forward a new plan to reconstruct the VAT sharing ratio.It has been found out in the study that the VAT sharing reform has alleviated the vertical fiscal imbalances caused by the reform of“replacing business tax with VAT”to some extent,but has aggravated the horizontal fiscal imbalances and widened the regional fiscal gaps.The deepening of horizontal fiscal imbalances is due to the aggravated differentiation of regional fiscal capacity after the VAT sharing reform.The adjustment of the principle on which the VAT is levied and the way by which it is shared is conducive to reducing interregional fiscal imbalances.This research is of reference to rationalizing the intergovernmental fiscal relationship,which is helpful to further clarify the implications of modern intergovernmental fiscal relationship and promote the construction of a modern fiscal system.

Circadian rhythms play crucial roles in orchestrating diverse physiological processes that are critical for health and disease.Dysregulated circadian rhythms are closely associated with various human metabolic diseases,including type 2 diabetes,cardiovascular disease,and non-alcoholic fatty liver disease.Modern lifestyles are frequently associated with an irregular circadian rhythm,which poses a significant risk to public health.While the central clock has a set periodicity,circadian oscillators in peripheral organs,particularly in the liver,can be entrained by metabolic alterations or stress cues.At the molecular level,the signal transduction pathways that mediate stress responses interact with the key determinants of circadian oscillation to maintain metabolic homeostasis under physiological or pathological conditions.In the liver,a number of nuclear receptors or transcriptional regulators,which are regulated by metabolites,hormones,the circadian clock,or environmental stressors,serve as direct links between stress responses and circadian metabolism.In this review,we summarize recent advances in the understanding of the interactions between stress responses(endoplasmic reticulum stress response,oxidative stress response,and inflammatory responses)and circadian metabolism,and the role of these interactions in the development of metabolic diseases.

背景:软组织损伤修复过程中,局部的血管化对创面愈合和功能恢复至关重要。脂肪组织被认为是人体最大的干细胞来源库,目前已开发出多种不同的脂肪成分被用于研究和治疗,其促进血管再生和软组织修复的能力被广泛研究。目的:综述血管化在软组织损伤修复中的研究进展,总结脂肪组织及其衍生成分的制备方法及其在血管化和软组织损伤修复中的应用。证实脂肪组织及其衍生成分在血管和软组织工程中具有卓越的研究价值和临床应用前景。方法:利用PubMed、Web of Science和CNKI数据库检索2010年1月至2023年2月发表的相关文献,中文检索词为“软组织修复,伤口愈合,血管化,血管新生,脂肪组织,间质血管成分细胞,脂肪源微血管片段,纳米脂肪,脂肪干细胞基质胶”,英文检索词为“soft tissue repair,wound healing,vascularization,angiogenesis,adipose tissue,stromal vascular fraction,adipose tissue-derived microvascular fragment,nanofat,adipose extracellular matrix/stromal vascular fraction gel”,并纳入少量年份久远的经典文献。通过阅读标题和摘要进行初筛,排除与文章主题不相关的文献,最终纳入69篇文献进行综述分析。结果与结论:(1)创面愈合是一项重要的生理过程,主要发生在组织受到损伤时,如创伤、手术、烧伤、肿瘤、感染以及血管性疾病引起的组织损伤缺损等;(2)创伤部位足够的血管化对组织修复、局部稳态的重新构建和功能恢复至关重要;(3)脂肪组织被认为是人体最大的干细胞来源库,目前已有多种不同的脂肪成分被用于研究和治疗;(4)由于其本身具有的成分和制备优势,脂肪组织将在未来的组织工程研究和治疗中继续扮演重要角色。

Lilium is an ornamental bulb with a long juvenile stage,making its cultivation under natural conditions lengthy and costly.SQUAMOSA promoterbinding protein-like(SPL)transcription factors are related to plant growth and development,including phase transition.However,their role in phase transition in Lilium is not known.To explore the molecular mechanisms associated with the phase transition in Lilium,bulbs of Lilium Oriental Trumpet'Robina'were treated with lowered temperature to induce phase transition,and the small RNA and degradome were sequenced.A total of 161 miRNAs were identified as targets.Twenty-nine known miRNAs were differentially expressed,including 16 upregulated miRNAs and 13 down-regulated miRNAs.Lbr-miR156a was significantly down-regulated,and the target genes of Lbr-miR156a were identified as LbrSPL3 and LbrSPL16.Phylogenetic analysis showed that LbrSPL3 and LbrSPL16 had high homology with other plant SPLs.Subcellular localization and transcriptional activation experiments confirmed that LbrSPL3 and LbrSPL16 were mainly located in the nucleus and had transcriptional activity.The in situ hybridization results showed that the expression of LbrSPL3 and LbrSPL16 was increased following low-temperature treatment.Functional verification experiments of Arabidopsis transgenic plants showed that the overexpression of LbrSPL3 and LbrSPL16 could promote plant phase change,while the overexpression of Lbr-miR156a could inhibit this process.These results help elucidate the mechanism of phase transition regulation in Lilium and provide a reference for breeding research in other bulbous flowers.

Estimating the Effect of Carbon Tax on CO<sub>2</sub>Emissions of Coal in China

Using the co-integration model and the VAR model, this article estimates the effect of carbon taxes on CO2 emissions of coal in 2020. The estimation for the long-run price elasticity of coal in China is –0.34, which shows more elasticity than those of previous studies. The main reason lies in the fact that none of the previous studies considered the structural breaks of Chinese energy consumption in 2006. The levy of 100RMB, 150RMB and 200RMB on per ton of standard coal from 2012 in China will decrease the consumption of coal by 4.88%, 7.31% and 9.75% respectively in 2020, which will further lead to the decrease of CO2 emissions in 2020 by 8.69%, 13.02% and 17.36% respectively. This observation implies that the use of carbon tax scheme is one of the most practical policies that can mitigate the challenge of climate change. However, the implementation measures should be deliberately designed in such a way that making heavy impact on economic development of China is avoided.

目的探讨帕金森病(PD)中姿势不稳/步态障碍(PIGD)亚型患者大脑动态功能网络连接模式的改变及意义。方法收集南京医科大学第一附属医院神经内科自2016年5月至2019年8月收治的90例PD患者以及性别、年龄相匹配的54例健康对照的临床资料及静息态功能磁共振成像(rs-fMRI)数据,根据统一帕金森病评定量表(UPDRS)相关评分将PD患者分为PD伴姿势不稳/步态障碍(PD-PIGD)组(49例)和非PIGD(PD-non-PIGD)组(41例)。采用独立成分分析(ICA)法、滑动窗口法和k-means聚类法进行大脑动态功能网络连接分析及组间比较,使用偏相关分析检验动态功能连接属性和临床量表之间的相关性。结果共识别出4个重复出现的功能连接状态,PD-PIGD患者在低连通模式的状态3(44%)和状态2(23%)中出现频率较高。时间属性方面,PD-PIGD组患者在状态3中的平均停留时间明显高于PD-non-PIGD组,转化次数明显低于PD-non-PIGD组患者及健康对照组,差异均有统计学意义[P<0.05,错误发现率(FDR)校正];PD-PIGD组在状态2中的时间分数和平均停留时间均明显高于健康对照组,差异均有统计学意义(P<0.05,FDR校正)。功能连接强度方面,状态2中PD-PIGD组受试者默认模式网络中的内侧额上回(IC17)和楔前叶(IC30)、听觉网络中的颞上回(IC16)和颞中回(IC33)之间的连接明显减弱,默认模式网络(DMN)中的楔前叶(IC30)与感觉运动网络中的辅助运动区(IC25)之间的连接显著增强;差异均有统计学意义(P<0.05,FDR校正)。偏相关分析显示PD-PIGD组在状态3中的平均停留时间与PIGD评分呈正相关关系(r=0.450,P=0.039)。结论PD-PIGD患者存在特异性的动态功能网络连接模式,主要表现为大脑功能网络的低连通性及更长的停留时间;DMN、听觉网络、感觉运动网络间和网络内存在局部功能网络域间分离特性。

Pollination Methods and Embryo Rescue Techniques of Hybridization between Lilium Oriental Hybrids

The pollination methods and embryo rescue techniques of hybridization between I.ilium Oriental hybrids were studied in this paper. The results showed that ：（ 1 ） in the combination of ＇ Justina＇ x ＇ Shala＇, pollen tubes were observed to grow downward in styles and target to ovules in ovaries when normal sti^na 13o1- lination method was used; pollen tubes were found to grow directionless to a different degree at stylar cuts and in ovaries when cut-style pollination method was used; the longer the styles were left, the more pollen tubes toward to ovules were observed and more plump seeds were produced; the maximum plump seeds were obtained via normal stigma pollination. （2） Hybridization experiments were performed for the 56 combinations of Lilium Oriental hybrids with normal stigma pollina- tion, and one combination generated no plump ovule and three combinations generated fewer than 10 plump ovules while the other 52 combinations generated plenty of plump ovules, which preliminarily indicated that normal stigma pollination method could be used as an universal pollination technique for hybridization between Lilium Oriental hybrids. The experiment results of different embryo rescue techniques showed that using cut-ovule inoculation about 70 d after pollination had a fas- ter germination speed and a higher germination rate of hybrid embryo than normal ovule inoculation, and embryo rescue efficiency of the former method was obviously higher than ＂embryo isolated inoculation＂ on 40 d after pollination. The research suggested that ＂cut-ovule inoculation＂ about 70 d after pollination could be regarded as an universal embryo rescue technique for hybridization between Lilium Oriental hybrids.
