Unequal Distribution of Innovation Efforts for Neglected Tropical Diseases: The Role of Funding Evaluation Criteria

Background: International research and innovation efforts for neglected tropical diseases have increased in recent decades due to disparities in overall health research funding in relation to global burden of disease. However, within the field of neglected tropical diseases some seem far more neglected than others. In this research the aim is to investigate the distribution of resources and efforts, as well as the mechanisms that underpin funding allocation for neglected tropical diseases. methodology: A systematic literature review was conducted to establish a comprehensive overview of known indicators for innovation efforts related to a wide range of neglected tropical diseases. Articles were selected based on a subjective evaluation of their relevance, the presence of original data, and the breadth of their scope. This was followed by thirteen in-depth open-ended interviews with representatives of private, public and philanthropic funding organizations, concerning evaluation criteria for funding research proposals. Results: The findings reveal a large difference in the extent to which the individual diseases are neglected with notable differences between absolute and relative efforts. Criteria used in the evaluation of research proposals relate to potential impact, the probability of success and strategic fit. Private organizations prioritize strategic fit and economic impact;philanthropic organizations prioritize short-term societal impact;and public generally prioritize the probability of success by accounting for follow-up funding and involvement of industry. Funding decisions of different types of organizations are highly interrelated. Conclusions: This study shows that the evaluation of funding proposals introduces and retains unequal funding distribution, reinforcing the relative neglect of diseases. The legacy of the human misery caused by the application of the herbicides including Agent Purple and Agent Orange contaminated with unknown amounts of dioxin TCDD and Agent Blue, the arsenic-based herbicide, sprayed over the jungles, rice fields, and hamlets of Vietnam is still haunting us today. Why did this happen? Could it have been prevented? Was it necessary United States military strategy? Was it an intentional decision to inflict this blight on the enemy soldiers and the Vietnamese, Cambodian, and Laotian civilians, to poison their land and cause generations of harm? Alternatively, was it an unpreventable accident in the march of military history? What patterns in the U.S. government’s thought process could be identified as the cause, which led to the decision to use these herbicides as tactical chemical weapons? If the introduction of herbicide (chemical) weapons had not been made, would the outcome of the Vietnam War and the Secret Wars in Laos and Cambodia have been any different? The objective of this treatise is to outline the role of world events and backgrounds and the role of the leaders, U.S. military, CIA, USDA, U.S. State Department, the U.S. President appointed Ambassadors to Vietnam and Laos, chemical companies, and President Diệm’s Republic of Vietnam (RVN) government and military. Their collective advice led to the decision to use herbicides as military and environmental chemical weapons in the Second Indochina War. Were the National interests achieved by U.S. military strategy in the RVN using herbicide weapons worth the long-term environmental and human health consequences in Vietnam, Cambodia, and Laos? Did it impact the outcome of the Second Indochina War?

Remotely sensed data are frequently used for predicting and mapping ecosystem characteristics,and spatially explicit wall-to-wall information is sometimes proposed as the best possible source of information for ***,wall-to-wall information typically relies on model-based prediction,and several features of model-based prediction should be understood before extensively relying on this type of *** such feature is that model-based predictors can be considered both unbiased and biased at the same time,which has important implications in several areas of *** this discussion paper,we first describe the conventional model-unbiasedness paradigm that underpins most prediction techniques using remotely sensed(or other)auxiliary *** this point of view,model-based predictors are typically ***,we show that for specific domains,identified based on their true values,the same model-based predictors can be considered biased,and sometimes severely *** suggest distinguishing between conventional model-bias,defined in the statistical literature as the difference between the expected value of a predictor and the expected value of the quantity being predicted,and design-bias of model-based estimators,defined as the difference between the expected value of a model-based estimator and the true value of the quantity being *** show that model-based estimators(or predictors)are typically design-biased,and that there is a trend in the design-bias from overestimating small true values to underestimating large true ***,we give examples of applications where this is important to acknowledge and to potentially make adjustments to correct for the design-bias *** argue that relying entirely on conventional model-unbiasedness may lead to mistakes in several areas of application that use predictions from remotely sensed data.

Objective:To isolate the multiple drug resistance(mDR) mycobacterium tuberculosis(m. tuberculosis) and to screen for the bioactive compounds extracted from marine microalgae. methods:Sixty seven collected samples that were confirmed by 16S rDNA analysis as positive with *** infection were subjected to sensitivity test against commercially used front line and second line drugs by absolute concentration method using LJ *** bacterial isolates numbered I-78,I-101,I-127,I-173,I-202,I-262,I-327 showed resistant for more than 3 drugs were considered as mDR *** the percentage of 10.4 were recorded mDR-TB. Fifteen marine micro algal extracts were screened for antimycobacterial activity and partial characterization of the active principles was ***:The percentage contribution of marine micro algal species on the extraction of antimycobacterials indicated Isochrysis galbana(I. galbana) contain rich bioactive compounds and accounted for 60%inhibition of the total isolates. The percentage contribution of solvents on the extraction of antimicrobials from *** showed that the methanol,chloroform,n-Butanol showed maximum of *** purified eluted compounds(R,0.43) from TLC plate were chromatographed by gas *** eluted sterol compounds showed 13 unsaturated sterols with 3 major ***:The present study indicates the presence of unsaturated fatty acids may have the effect on mDR m. tuberculosis,indicating a potential natural alternative to antibiotics.
