Evaluation and optimization analysis of high-speed rail network structure in Northeast China under the background of northeast revitalization

The construction of high-speed rail(HSR)network has promoted the social-economic ties of cities,accelerated the compression of time and space,and changed the pattern of regional development.In this paper,with the adoption of the operation frequency data of HSR from 12306 website,and based on the HSR connection strength model and social network analysis model,as well as according to the HSR connection strength,HSR network density,centrality,agglomeration subgroup,and other indicators,we analyzed the characteristics of HSR network structure in Northeast China.Results show that the number of HSR cities in Northeast China is small,cities in HSR network generally exhibit weak connectivity,and the existence of HSR network marginalizes cities such as Ulanhot,Baicheng,and Songyuan,which significantly reduce the overall network connectivity of Northeast China.The overall centrality of HSR network in Northeast China is characterized by“one axis,four edges”;specifically,the one axis is located in Harbin-Dalian transportation line and the four edges are located on both sides of the main axis of Harbin-Dalian transportation line.Eight agglomeration subgroups(four double city subgroups and four multi city subgroups)have formed in Northeast China.The core status of Shenyang in HSR network is improved significantly,and“one axis and two wings”HSR network in Liaoning Province is improved significantly.With the gradual expansion of Chaoyang-Fuxin,Dandong-Benxi,and Jilin-Yanji branch networks,the“point axis”HSR network mode in Northeast China has gradually developed and matured.In the future,it is recommended to rely on eight agglomerating subgroups to encrypt HSR network structure,create secondary node central cities,and gradually build a new pattern of opening up in Northeast China.

Universal two-child policy has been implemented since the end of 2015 in China.This policy is anticipated to bring a significant increase in the total population,with profound influences on the resources and environment in the future.This paper analyzes the changing dynamics of urban and rural population,and forecasts urban and rural population from 2016 to 2030 at national and provincial scale using a double log linear regression model.Drawing upon the results of these two predictions,the impact of the population policy change on Chinese resources consumption and environmental pollution are predicted quantitatively.Given the future total population maintains current levels on resources consumption and environmental emission,the additional demand of resources and environment demand for the new population is forecasted and compared against the capacity on supply side.The findings are as follows:after implementing the universal two-child policy,China's grain,energy consumption,domestic water demand,and pollutant emissions are projected to increase at different rates across provinces.To meet the needs arising from future population growth,food and energy self-sufficiency rate will be significantly reduced in the future,while relying more on imports.Stability of the water supply needs to be improved,especially in Beijing,Henan,Jiangsu,Qinghai,and Sichuan where the gap in future domestic water demand is comparatively larger.Environmental protection and associated governing capability are in urgent need of upgrade not least due to the increasing pressure of pollution.

This paper considers the one-and two-dimensional risk models with a non-stationary claim-number process.Under the assumption that the claim-number process satisfies the large deviations principle,the uniform asymptotics for the finite-time ruin probability of a one-dimensional risk model are obtained for the strongly subexponential claim sizes.Further,as an application of the result of onedimensional risk model,we derive the uniform asymptotics for a kind of finite-time ruin probability in a two dimensional risk model sharing a common claim-number process which satisfies the large deviations principle.

A number of urban and regional plans have been developed with the advancement of urbanization and regional integration, among which the delineation of sphere of urban influence and improvement of integration between the city and its hinterland have become vital important for guiding practices. In terms of delineating sphere of urban influence, existing studies have been focused on static study by using single year data or single method, resulting in a lack of time-series longitudinal analysis or comprehensive analysis based on multiple methods. This study emphasizes on comparing two methods from both the theoretical and empirical perspective. Both gravity model and improved field model are applied to the selected study area for measurements and comparison, to explore their strengths and weaknesses. A research framework for comprehensive analysis on delineating sphere of urban influence is proposed. In the end, the differences of delineating methods are illustrated and the feasibility of comprehensive analysis is discussed. Recommendations are provided for selecting appropriate methods for delineating sphere of urban influence or developing regional hierarchy system plans and urban spatial structure schemes.

This article presents the findings of a study of the spheres of urban influence with regard to all cities in China(not including Hong Kong,Macao and Taiwan Province of China)in the years 1990,2000 and 2009.An optimized gravity model with comprehensive time distance was used to carry out a detailed analysis of the spatial patterns of Chinese spheres of urban influence and the spatial characteristics of urban agglomerations.Such urban agglomerations are characterized by high density population and a developed economy,which are also considered as the national competition unit.This paper initially identifies four spatial patterns of urban agglomerations based on the spatial layout of city groups during their evolution.Some basic characteristics of urban agglomerations are outlined,including the number of cities,the size of cities and the functions of urban centers.These characteristics are examined by using statistical methods and Geographic Information System(GIS).The main findings from this research are that the development stages and structures of urban agglomerations in China vary significantly.It is also clear that the stages and evolution of spatial patterns are strongly affected and dominated by both policy and location factors.

The authors investigate the tail probability of the supremum of a random walk with independent increments and obtain some equivalent assertions in the case that the increments are independent and identically distributed random variables with Osubexponential integrated distributions.A uniform upper bound is derived for the distribution of the supremum of a random walk with independent but non-identically distributed increments,whose tail distributions are dominated by a common tail distribution with an O-subexponential integrated distribution.

Administrative division is an important means of political power reorganization and management,resource integration and optimal allocation,which profoundly shapes the spatial layout of urban development in China.To clarify and compare differences between counties,county-level cities and municipal districts is the primary premise for the study of administrative division and urban development.This paper analyzes the institutional differences between counties and county-level cities,as well as counties,county-level cities and municipal districts,from the aspects of organizational structure,urban construction planning,land management,finance,taxation and public services.The research shows that the establishment of counties,county-level cities and municipal districts adapt to different levels and stages of economic and social development,and the conversion from county to county-level city and the conversion from county(or county-level city)to municipal district are both important transformation ways to change their administrative systems,which has different management system and operation pattern.At the same time,the transformation of county-level administrative region is also a“double-edged sword”,we should think about the administrative system as a whole to decide whether it should be adjusted,and effectively respond to the actual needs of local economic and social development.
