Multi-objective Dynamic Reconfiguration for Urban Distribution Network Considering Multi-level Switching Modes

The increasing integration of photovoltaic generators(PVGs) and the uneven economic development in different regions may cause the unbalanced spatial-temporal distribution of load demands in an urban distribution network(UDN). This may lead to undesired consequences, including PVG curtailment, load shedding, and equipment inefficiency, etc. Global dynamic reconfiguration provides a promising method to solve those challenges. However, the power flow transfer capabilities for different kinds of switches are diverse, and the willingness of distribution system operators(DSOs) to select them is also different. In this paper, we formulate a multi-objective dynamic reconfiguration optimization model suitable for multi-level switching modes to minimize the operation cost, load imbalance, and the PVG curtailment. The multi-level switching includes feeder-level switching, transformer-level switching, and substation-level switching. A novel load balancing index is devised to quantify the global load balancing degree at different levels. Then, a stochastic programming model based on selected scenarios is established to address the uncertainties of PVGs and loads. Afterward, the fuzzy c-means(FCMs) clustering is applied to divide the time periods of reconfiguration. Furthermore, the modified binary particle swarm optimization(BPSO)and Cplex solver are combined to solve the proposed mixed-integer second-order cone programming(MISOCP) model. Numerical results based on the 148-node and 297-node systems are obtained to validate the effectiveness of the proposed method.

对流天气引起的下击暴流已经成为我国中东部地区输电线路风灾破坏的主要原因。下击暴流风场的特异性造成现有规范无法适用,开展下击暴流输电线路设计风荷载的研究成为提高电网安全性亟待开展的课题。介绍了下击暴流的数学风场模型并用于计算输电线路风荷载,采用非线性有限元方法对杆塔受到的导线风荷载开展了风场及线路结构参数分析,着重考察了最大导线风荷载对应工况。研究结果表明:(1)直线塔与耐张塔最大横向荷载值相同,但后者最大纵向荷载值显著大于前者;(2)直线塔的最大横向荷载和纵向荷载塔位分别出现于八跨输电线路的端部和次端部直线塔,耐张塔则出现于四跨输电线路;(3)最大导线风荷载与出流直径、中心相对位置、塔位及跨数密切相关,均存在特定的最不利工况。通过对风荷载影响因素和分布规律的总结,最终给出了三种代表性最不利导线风荷载工况的归一化风场参数,为输电线路抗下击暴流导线风荷载的合理取值提供了数据支撑。

A Regulating Capacity Determination Method for Pumped Storage Hydropower to Restrain PV Generation Fluctuations

The variable speed and constant frequency pumped storage hydropower(PSH)unit can strongly support the complementation and joint power supply of cascaded hydropower and photovoltaic(PV)*** fast response capability has provided a feasible solution for the rapid power and voltage regulation caused by real-time fluctuations of PV ***,currently there is a lack of research on precise evaluation on regulation capability and regulating capacity configuration for PSH to restrain the real-time *** this paper,a cascaded hydro-PV-PSH complementary joint power system(CHPP)is studied,and a“rule-based”method for regulating capacity determination is proposed.A combined statistical technique is introduced to analyze the initial estimated regulating capacity of PSH.A continuous cyclic revision method is adopted to renew the ideal PV curve by repeatedly using the main operating constraints until an optimal regulating capacity of PSH matching the PV generation scale is *** results of the case study verified the feasibility and effectiveness of PSH for restraining the fast fluctuations of PV systems in real-time,and the configuration between PV and PSH regulating capacity is obtained with real-time application ***,analyses including weather conditions,curtailed energy and electricity shortage,the sensitivity analysis,and state transition frequency are presented to demonstrate the robustness of this study.

"一带一路"倡议提出以来,成果丰硕,但在共建"一带一路"过程中,中国与国际政府间组织(IGO)合作居多,与国际非政府组织(INGO)合作较少,且合作领域和内容相对单一,共同开展国际项目的投融资经验不足。新冠疫情对世界经济造成了严重冲击,能源合作尤其是清洁能源项目将成为"一带一路"建设、刺激各国经济复苏的重点领域,研究INGO清洁发展项目的运营模式有助于加强"一带一路"建设过程中的国际合作,减轻项目实施阻力。首先分析了INGO的资金来源以及与政府部门的合作模式和目的,接着基于可持续发展合作研究所(ISC)和全球基础设施巴塞尔基金(GIB)的3个典型项目案例,总结INGO在开展国际项目过程中采取的投融资和运营模式,为推动"一带一路"建设可持续发展、加强国际合作机制建设提供参考和建议。

碳中和背景下,世界多国对气候变化问题形成共识,俄罗斯等欧亚地区国家与时俱进,在战略层面明确表态发展可再生能源,提出明确的清洁电力目标,在实践层面加快技术引进、推进重大项目落地、拓展氢能开发和能源通道建设。欧亚国家具备转型的显著动能,包括可再生能源的资源禀赋、全球能源技术发展、自身较强的能源产业基础、邻近区域的示范与带动作用等。同时,区域国家仍面临一系列突出阻碍,包括对化石能源资源的路径依赖、部分国家的动荡政局、区域国际关系波动及全球能源博弈等。在新时期,中国与欧亚国家能源转型合作的着力点应放在清洁能源产业和跨国电力互联互通建设,建议采取贸易先导-技术跟进-共同开发的顺序,持续推动以中俄为中心的地区多边合作。

在探讨构建全球能源互联网(globalenergy interconnection,GEI)的议题中,定量分析GEI的经济影响是一个重要却缺乏研究的领域。为此,采用可计算一般均衡模型(computable general equilibrium, CGE)量化分析构建GEI对中国及周边地区的经济影响。基于GTAP-E模型,利用GTAP-power数据库将电力部门拆分为化石能源发电、水电、风电、太阳能发电、其他发电和输配电。模型采取MOANSH动态机制,结合国际能源署(International Energy Agency,IEA)《世界能源展望2018》的新政策情景,制定了2018—2050年的基准情景,并根据全球能源互联网发展合作组织(Global Energy Interconnection Development and Cooperation Organization, GEIDCO)的研究成果制定了构建GEI的政策情景。模型结果显示,GEI将促进联网区域的经济增长。可再生能源出口区域得益于投资和技术进步,促使可再生能源产出和出口上升,刺激当地的经济增长和就业,同时也拉动相关上游产业发展。可再生能源进口区域得益于电力供应成本下降,将促进需求普遍上涨。模拟结果还显示,清洁能源开发和利用将减少联网区域的二氧化碳排放量。
