系统评价越来越成为决策的重要信息来源,尤其对评价方案效果更重要。相对于单个研究,系统评价对评价方案效果有很多优势,也被视为找准问题和为备选方案提供补充意见的重要信息来源。系统评价可从比较的角度看问题,也可描述一个方案可能产生的危害。系统评价有助于理解对同一问题个人或群体怎样实施、为什么要这样实施及利益相关者对此方案的看法和经验。但大量限制因素妨碍了系统评价在决策方面更广泛的应用。这些限制因素包括对系统评价价值缺乏认识和当试图检索系统评价时决策者使用的检索词与这些系统评价原作者标注的检索词不匹配。决策者检索的信息类型与系统评价原作者未明确标注该信息类型间不匹配成为突出问题。本文我们将提出三个问题用于指导全面查找系统评价,特别是对备选方案效果评价的系统评价。这些问题包括:①是否真正需要系统评价?②可以通过哪些数据库和检索策略找到相关的系统评价?③若无相关系统评价可获得哪些替代信息?

当地证据是指来源于卫生政策或卫生项目所涉及的特定环境的证据。需要这类证据与其它形式的证据共同支持方案决择。全球证据是判断政策效果及其影响因素和深入了解问题解决办法的最佳出发点。而当地证据大多数是在判断应采纳哪些决定及采取哪些措施时使用。本文提出以下5个问题供政策制定者在识别和评价当地证据进行知证决策时参考:①知证决策需要什么样的当地证据?②如何获得必需的当地证据?③如何评价现有当地证据的质量?④当地证据的可获得性、质量或结果是否有重要变化?⑤如何整合当地证据与其他信息?

卫生体系的差异往往使得在某种环境下适用的卫生政策或规划不适用于其他情况,或这种差异使相同的卫生政策或规划在不同环境下起作用的方式不同,甚至使其效果大相径庭。因此,决策者及其支持者所面临的最大挑战是需弄清支持某一决策的研究证据是否适用于他们所处的环境。系统评价通过总结各种背景下的研究证据而使这一问题迎刃而解。但许多系统评价并未对描述原始研究的实施背景。本文建议用下面几个问题来指导决策者评价系统评价结果在特定环境下的适用性:①系统评价纳入研究的实施背景是否相同或研究结果是否能在不同环境下或不同时期内保持一致性?②有可能明显改变决策的可接受性和可行性的现实条件和制约因素是否存在重要差异?③在卫生系统制度方面是否存在重要差异从而意味着某种决策不能以同样的方式起作用?④基线情况是否存在重要差异以至于产生不同的绝对效应,尽管相对效应是一致的?⑤从决策、实施、监测及评估中还能得到哪些启示?尽管有理由推断某决策在某特定环境下的作用可能不同,但我们几乎总是可以从对各种可能的决策方案及其实施、监测、评估方法的系统评价中获得一些启示。

This study aims to demon.trate a proof of con.ept for a n.vel theory of the un.verse based on.the Fin. Structure Con.tan. (α), derived from n.dimen.ion.l prime n.mber property sets, specifically α = 137 an. α = 139. The FSC Model in.roduces a n.w perspective on.the fun.amen.al n.ture of our un.verse, showin. that α = 137.036 can.be calculated from these prime property sets. The Fin. Structure Con.tan., a corn.rston. in.Quan.um Electrodyn.mics (QED) an. Quan.um Chromodyn.mics (QCD), implies an.un.erlyin. structure. This study iden.ifies this mathematical framework an. demon.trates how the FSC model theory align. with our curren. un.erstan.in. of physics an. cosmology. The results un.eil a hierarchy of α values for twin.prime pairs U{3/2} through U{199/197}. These values, represen.ed by their fraction.parts α♊ (e.g., 0.036), defin. the relative electromagn.tic forces drivin. quan.um en.rgy systems. The lower twin.prime pairs, such as U{3/2}, exhibit higher EM forces that decrease as the twin.pairs in.rease, turn.n. dark when.they drop below the α♊ for light. The results provide classical defin.tion. for Baryon.c Matter/En.rgy, Dark Matter, Dark En.rgy, an. An.imatter but mostly illustrate how the combin.d α♊ values for three adjacen. twin.primes, U{7/5/3/2} mirrors the stron. n.clear force of gluon. holdin. quarks together.
