The Middle Route Project(MRP)of the Southto-North Water Transfer Scheme(SNWT)in China will require a very large financial expenditure to ensure the water supply and the associated water quality to northern *** eco-compensation mechanism between the water service source areas and its beneficiaries is *** paper establishes an analytic framework of ecocompensation standard for the protection of the water source area,including both the calculation of ecocompensation based on opportunity cost method(OCM)and calculation of the burden sharing of eco-compensation between the water source area and the external water reception area based on the deviation square method(DSM).Taking Shiyan City,Hubei Province in China as a case study,our results show that the eco-compensation in the first-phase of MRP for the water source area in Shiyan,Hubei Province should be 1.63×10^(10) CNY,about four times of planned eco-construction investment budget(4.33×10^(9) CNY).In addition,the burden sharing of eco-compensation varied greatly in terms of different *** would be better to integrate the results of different single-factor burden sharing methods by determining the corresponding weighting coefficient with DSM and form one unanimous consent result by the interested parties.

Four magnetic anion exchange resins （MAERs） were used as adsorbents to purify drinking water. The effect of water quality （pH, temperature, ionic strength, etc.） on the performance of MAER for the removal of dissolved organic matter （DOM） was also investigated. Among the four studied MAERs, the strong base resin named NDMP- 1 with high water content and enhanced exchange capacity exhibited the highest removal rate of dissolved organic carbon （DOC）（48.9% removal rate） and UV-absorbing substances （82.4% removal rate） with a resin dose of 10 mL/L after 30 rain of contact time. The MAERs could also effectively remove inorganic matter such as sulfate, nitrate and fluoride. Because of the higher specific UV absorbance （SUVA） value, the DOM in the raw water was found to be removed more effectively than that in the clarified water by NDMP resin. The temperature showed a weak influence on the removal of DOC from 6 to 26℃, while a relatively strong one at 36℃. The removal of DOM by NDMP was also affected to some extent by the pH value. Moreover, increasing the sulfate concentration in the raw water could decrease the removal rates of DOC and UV-absorbing substances.

The ecological protection of the watersheds in China is being confronted with a lot of problems such as soil and water erosion, water pollution at present. Therefore watershed eco-compensation is becoming a question of common interest. Based on the analyses of the major problems and their origins in the watershed protection in China, the paper discusses the concerned policies including relative rules and laws, financial policies and water right transaction policies. Simultaneously the paper reviews the practices carried out in China, including the ecological construction project in the western China, the trans-provincial eco-compensation practice and the small watershed eco-compensation practice. According to the present situation of eco-compensation practices and the future policy requirement, this paper finally puts forward four key problems to be solved in the watershed eco-compensation of China in the future.

As a response to the severe air quality problems in China, the Chinese Ministry of Environmental Protection in 2012 issued an updated Ambient Air Quality Standard （GB3095-2012）, which set a stricter grade II PMI0 standard. A successful implementation of this standard will have an impact on human health through reduction of exposure to air pollution in the population. Using the methods of adjusted human capital and value of statistical life, the authors in this article estimate the economic impact of a successful implementation of the updated Ambient Air Quality Standard on human health in China. The key results are： 1） The human health benefits from reaching the updated standard for PM10 would equal CNY 51.1 billion using adjusted human capital, account- ing for 18.5% of total human health costs in China, and CNY 83.5 billion using the value of a statistical life; 2） the benefit of reaching the updated standard for PM10 is highest in the east coastal areas and gradually declines for more Western provinces; and 3） the marginal benefit of public health increases as the environmental quality standard PMl0 improves. If the annual concentration of PMlo were to be reduced from the target number in the original grade II standard to that in the updated standard, the mortality rate of long-term exposure would be reduced by 6.5% due to reduced chronic exposure. In addition, if the annual concentration were to be reduced further from updated grade II to grade I standard, the mortality rate for long-term exposure would be lowered by 32.8%.

Given the complexity and time-consuming of the conventional environmental capacity based assessment on air environment carrying capacity; a new method for assessing urban air environment carrying capacity based on air pollution index （API） is presented. By using this new method, the air environmental beating capability of 333 cities at the prefecture level and above is assessed. The results show that of the 333 cities 9.6% is of high beating capability, 34.5% relatively high beating capability, 52.6% medium beating capability, 2.7% low capability, and 0.6% is of weak beating capability; in terms of regional distribution, the western region is of relatively high air environment bearing capability, followed by north-eastern and eastern regions, and the ambient air quality in the middle region is quite poor; among the 12 urban agglomerations in key regions, Pearl River delta, west side of Taiwan Strait and Chengdu-Chongqing agglomera- tions are of relatively high carrying capacity while other agglomerations are of medium beating capability. The assessment results imply that the existing air quality standard （GB3095-1996） is quite unsound.

Assessing the premature death due to ambient particulate matter in China＇s urban areas from 2004 to 2013

The Environmental Burden of Disease （EBD） approach for outdoor air pollution has been used to calculate premature deaths and average potential years of life lost attributable to air pollution in China over the past 10 years with differences between the North and the South of the country being *** results indicate that：（1） Between 2004 and 2013, annual premature deaths attributable to outdoor air pollution in China ranged from 350000 to 520000. In 2013, deaths resulting from air pollution in China represented 9.9% of the country＇s total deaths. （2） In 2004, the average life expectancy of the Chinese population and the number of potential years of life lost （PYLL） attributable to air pollutionwas 69.6 and 1.85 years respectively as compared to 74.4 and 0.67 years respectively in 2013. （3） The number of the PYLL attributable to air pollution in the northern regions of China is found to be larger than that of the southern regions. The PYLL figures of the northern and southern regions in 2004 were 2.3 and 1.8 years, respectively, with a difference of 0.5 years, as compared to 1.4 and 0.7 years respectively with a difference of 0.7 years in 2013.

Impacts of meteorology and emission variations on the heavy air pollution episode in North China around the 2020 Spring Festival

Based on the Weather Research and Forecasting model and the Models-3 community multi-scale air quality model(WRF-CMAQ),this study analyzes the impacts of meteorological conditions and changes in air pollutant emissions on the heavy air pollution episode occurred over North China around the 2020 Spring Festival(January to Februray 2020).Regional reductions in air pollutant emissions required to eliminate the PM2.5 heavy pollution episode are also *** results found that meteorological conditions for the Beijing-Tianjin-Hebei and surrounding"2+26"cities are the worst during the heavy pollution episode around the 2020 Spring Festival as compared with two other typical heavy pollution episodes that occurred after ***,because of the substantial reductions in air pollutant emissions in the"2+26"cities in recent years,and the32%extra reduction in emissions during January to February 2020 compared with the baseline emission levels of the autumn and winter of 2019 to 2020,the maximum PM2.5 level during this heavy pollution episode around the 2020 Spring Festival was much lower than that in the other two typical ***,these emission reductions are still not enough to eliminate regional heavy pollution *** with the actual emission levels during January to February 2020,a 20%extra reduction in air pollutant emissions in the"2+26"cities(or a 45%extra reduction compared with baseline emission levels of the autumn and winter of 2019 to 2020)could help to generally eliminate regionwide severe pollution episodes,and avoid heavy pollution episodes that last three or more consecutive days in Beijing;a 40%extra reduction in emissions(or a 60%extra reduction compared with baseline emission levels of the autumn and winter of 2019 to 2020)could help to generally eliminate regionwide and continuous heavy pollution *** analysis finds that during the clean period after the heavy pollution episode around the 2020 Spring Festival,the regionwide
