Building Innovative Public -Private Partnerships for Rural Environment Governance in China

One of the major current environmental prevention and control challenges in China is the pollution risks in rural areas. Along with the economic development and urbanization,countryside has become the main battlefield of pollution control and prevention in China. In recent years,Public-Private Partnership(PPP) route has become one of the commonly accepted procurement strategies in developed and developing countries in the field of infrastructure projects. Hence,it is suggested that the PPP route could be adopted in rural environmental governance as an innovative governance strategy. The most valuable contribution of the PPP has been filling the gap of lack of implementation by governments. However,due to the peculiarity and complexity of rural environmental governance,it is argued that current approaches to deliberative rural environmental governance concerning public-private partnerships need to acknowledge insights from both the economic theory and open source theory concerning the communication of environmental and political norms so that they can be successfully transferred to rural environmental governance.

The willingness to comply with the law or rule is a litmus test of the quality of *** compliance,there is no rule of law,no matter how well the laws or regulations are *** compliance continues to be one of the greatest challenges for energy industry due to factors such as central protectionism,inadequate legal system and weak law *** meet the challenges of achieving environmental compliance,it is proposed that the environmental compliance system should incorporate three subsystems:a primary environmental compliance system,a primary environmental compliance system,and an environmental noncompliance response system.

This study explores how the concept of enforcement style can be adapted to be more analytically useful in the study of environmental regulation,based on case studies of pollution control in the sector of petroleum industry in China. Inspired by earlier western studies on the theme of enforcement style,this article proposes a creative dimension for analyzing enforcement styles. It is suggested that enforcement styles comprise the degree of formalism,the degree of coercion,and the degree of willingness to enforcement. The second contribution is in showing the relationship of different types of enforcement styles to the three dimensions. In addition,we analyze the enforcement styles in the sector of pollution control of petroleum industry based on the refined hypothesize and draw out lessons to be learnt.

中药材种植业的发展,可保障人民安全使用中药。简述甘肃、陕西、新疆、宁夏、青海等西北五省区道地中药材种植概况,梳理促进中药材产业发展相关国家和当地政策,阐述西北道地中药材“直播育苗+移栽种植”种植模式和生产全程机械化概况。针对中药材耕、种、管、收等关键环节机械化水平薄弱、亟需关键技术攻关与加强装备创新现状,分析西北道地中药材生产机械化面临的问题与挑战,包括种植土地碎片化严重、种植品类模式多样化、关键环节机械化较低、种植投入高且风险大和机具生产企业发展难等,从西北道地中药材种植面积规模化、种植模式标准化、主要品种关键作业环节优先突破、强化政策引导完善农业保险体系和推动西北地区企业增量高质发展等5个方面提出促进中药材生产机械化的建议,为我国中药材产业高质量发展提供借鉴。随着农业机械化、智能化水平的不断提升,以及中药材产业扶持政策实施,将逐步推进西北道地产区中药材全程机械化发展趋势,促进中药材特色产业发展和农民持续增收。

Evolution mechanism and quantitative characterization of initial micro-cracks in marble under triaxial compression

The initial micro-cracks affect the evolution characteristics of macroscopic deformation and failure of rock but are often ignored in theoretical calculation,numerical simulation,and mechanical *** this study,we propose a quantitative analysis model to investigate the effects of initial micro-cracks on the evolution of marble deformation and *** relationship between the micro-crack propagation and the marble failure characteristics was comprehensively studied by combining theoretical analysis with a micro-computed tomography(micro-CT)scanning *** found that with the increase of confining pressure,the matrix elastic modulus of the marble first increased and then tended to be stable,while the micro-cracks increased *** sensitivity ranges of the marble sample matrix elastic modulus and micro-cracks to confining pressure were 0–30 MPa and 30–50 MPa,*** porosity and Poisson’s ratio decreased *** increasing proportion of internal micro-cracks led to an increase in the sample *** samples presented mainly shear failure under triaxial compression,and the failure angle decreased linearly with the increase of confining *** convergence direction of cracks decreased *** quantitative analysis model could accurately portray the relationship between the overall macroscopic deformation and the deviatoric stress of the samples at the compaction and the linear elastic stages,thus deepening the understanding of the stress–strain behavior of rocks.

Investigation of distribution uniformity of distributor for biogas slurry application based on CFD analysis

A horizontal distributor for biogas slurry application was proposed to explore the distribution performance through CFD analysis and verified by field *** rheological properties of biogas slurry were analyzed at first,and key parameters were obtained for the next *** effects of distribution modes,inlet direction,and outlets number on the velocity distribution of flow field and mass flow rate of the horizonal distributor were investigated by CFD *** of rheological properties indicated that biogas slurry was a non-Newtonian fluid and exhibited shear-thinning *** can be well described by power-law *** simulation results showed that the geometry of rotor,especially the block numbers was the main factor that determining the fluid movement and trajectory of distribution and *** mode rotor 1 with two blocks reached the lowest variable coefficient of mass flow rate(4.49%),indicating a higher degree of *** upward inlet direction would obtain less dead zone,and the distributor with an even outlets number would possess more uniform distribution and less dead *** field test of the distributor with rotor 1,upward inlet direction,and 24 outlets has been carried on to verify the simulation results,the variable coefficient of mass flow was 13.06%,which was slightly higher than the simulation(9.23%),but it still within the range of requirement(<15%).The proposed model and the findings of this work are of guiding significance for the study of the utilization technology and equipment of liquid biogas residue.

New generation of lithium-ion batteries(LIBs)integrating solar energy conversion and storage is emerging,as they could solve the fluctuation problem in the utilization of solar ***-rechargeable lithium-ion batteries(PR-LIBs)are ideal devices for such target,in which solar energy is converted into electricity and stored in *** order to achieve the high performance of PR-LIB,it is crucial to develop dual-function electrode materials that can synergistically capture solar energy and store ***,we present photo-rechargeable lithium-ion batteries using defective black TiO_(2) as photoanode prepared by lithium *** photoanode exhibits excellent photo response in full solar spectrum with a capacity enhancement of 46.4%under illumination,corresponding to the energy conversion efficiency of 4.4%at the current density of 1 A·g^(-1).When illumination is applied at 20 mA·g^(-1),the battery capacity increases from~230 in dark to~349 mAh·g^(-1) at the first cycle,and then stabilizes at 310 mAh·g^(-1),approaching the theoretical value of 335 mAh·g^(-1) of TiO_(2) electrode *** finding provides thoughts for breaking the capacity limitations in TiO_(2) and paves the way for powering LIBs by solar illumination.
