在世界各国默认数字化进程中,普遍存在数字化减轻民众与政府互动过程中行政负担的乐观期望。然而,审视数字化“最佳实践”国丹麦的数字身份系统升级项目,可以发现各行动者有意无意的利益考量和行为模式反而导致了行政负担的形成和加重。个中缘由包括不同行动者角色认知和价值判断差异化的影响,数字技术自身的兼容性难题和可及性障碍产生的自动不平等加重了行政负担分配性,数字政府制度建构过程中工具理性扩张带来的“数字牢笼”潜在风险。因此,有必要从建立良好的行动者关系的角度出发寻求减轻民众行政负担之策,以确保数字政府转型升级的顺利进行,要明确政企合作网络中政府“核心行动者”的角色地位,将数字政府注意力转向改善政府与民众关系。

人工智能技术的广泛应用为地方政府履行公共服务供给和治理职责提供了更多的工具和手段,推动了公共服务高质量发展的进程。为研究地方政府发展和应用人工智能技术于公共服务领域治理实践活动的准备程度,本文建立了省级地方政府公共服务治理领域的人工智能准备度评估指标体系,从政府、技术部门、基础设施三个维度展开评估。研究发现,我国省级地方政府要应用人工智能技术提高公共服务治理实践,目前在政府、技术部门、基础设施条件方面的准备度整体水平还有待提升。增强政府数字能力、提升AI技术部门整体竞争力、优化和完善基础设施建设以实现更好地探索和利用人工智能技术,将是人工智能时代背景下地方政府的重要任务。

X-ray microscopy is an essential imaging method in many scientific fields,which can be extended to three-dimensional(3D)using ***,metal halide perovskite(MHP)nanomaterials have become a promising candidate for X-ray scintillators,due to their high light yield,high spatial resolution,and easy *** requires many projections and therefore scintillators with excellent *** is challenging for MHPs,which often suffer from fast degradation under X-ray irradiation and ambient ***,we demonstrate that MHP scintillators of CsPbBr3 nanowires(diameter:60 nm,length:5–9μm)grown in anodized aluminum oxide(CsPbBr3 NW/AAO)have sufficient stability for X-ray micro-tomography.A tomogram was taken with a Cu X-ray source over 41 h(dose 4.2 Gyair).During this period the scintillator brightness fluctuated less than 5%,which enabled a successful reconstruction.A long-term study with 2 weeks of continuous X-ray exposure(37.5 Gyair)showed less than 14%fluctuations in brightness and no long-term degradation,despite variations in the ambient relative humidity from 7.4%RH to 34.2%*** resolution was stable at(180±20)lp·mm−1,i.e.,about 2.8 *** demonstrates that CsPbBr3 NW/AAO scintillators are promising candidates for high resolution X-ray imaging detectors.

Exercise-based real-time telerehabilitation for older patients recently discharged after transcatheter aortic valve implantation: An extended feasibility study

OBJECTIVES To assess the extended feasibility of a telerehabilitation program and its effects on physical performance in older adults who have recently undergone transcatheter aortic valve implantation(TAVI).METHODS In this single-center feasibility study, patients underwent an eight-week telerehabilitation program, involving webbased home exercise training twice weekly, an activity tracker, access to an informative website, and one online session with a nurse, starting one-week postoperative. Data collection was performed before surgery and three months postoperative. The feasibility of the intervention was based on recruitment and adherence to the program. As a secondary outcome, we evaluated the change in six-minute walk distance from before surgery to three months *** Forty-one patients scheduled for TAVI were assessed for eligibility;15 patients(37%) were enrolled. Of these, eight were excluded after surgery due to tiredness(n = 2), non-cardiac related hospital readmission(n = 2), fluctuating health(n = 1),death during hospital stay(n = 1), and reduced cognition(n = 2). Seven patients completed the eight-week web-based intervention and were evaluated three months postoperative. Their median(IQR) age was 83 [81, 87] years, and the sample comprised three men and four women. Their walked distance improved from median(IQR) 262 [199, 463] before surgery, to 381 [267, 521]meters three months postoperative. No adverse events were *** Web-based telerehabilitation, including supervised exercise training, in older adults who have recently undergone TAVI was feasible for a small number of patients who completed the eight-week intervention. This was reflected in an improvement in their walked distance three months after the surgery. However, the low recruitment and retention rates do question the overall feasibility of this intervention in a frail, older population of post-TAVI patients.

New methods in landscape ecology to study the link between landscape heterogeneity and landscape functionality are needed. Heterogeneity is a basic characteristic of landscape, and landscape function is the capacity to change the structural heterogeneity of a landscape system. In most developed countries the industrialisation of agriculture has in general resulted in a change of agricultural landscapes from a small-grained heterogeneous pattern towards more monotonous and monofunctional landscapes. During the 1990's this trends seems to have changed due to a diversification of rural land use and new trends in urbanisation. Weather these phases of landscape development should be expected in developing countries is a totally open question. Dealing with the study of multifunctionality of landscapes it is proposed to distinguish between ecological functionality of landscape ecosystems, functionality pertaining to land use and social functionality. Further, the relation between function, space and scale is important by the determination of spatial and time segregation as well as spatial and time integration of multifunctionality in landscapes.

Accurate position measurements are extremely valuable in the shipping industry for various reasons such as safety(collision avoidance),security(situational awareness),fuel-saving(weather identification),punctuality(route prediction),*** GNSS(global Navigation Satellite System)receivers installed on-board the ships are proven to be highly accurate,the data logging process may occasionally be problematic,mainly due to the complexity of the measurements and the decimal precision that is *** were collected from 3 years of operations of 228 Maersk Line container vessels and an analysis reveals that there is a substantial amount (≈20%) of historical position measurements sent to shore that does not reflect *** the study,the sources of the faulty logged position measurements are categorized and an interpolation methodology is proposed to validate and correct them by using AIS(Automatic Identification System)data.

Heat-shock proteins (HSPs) play an undisputed role for maintaining cellular functioning under environmental challengesand protein denaturing conditions. Compelling evidence points to an evolutionary important role of HSPs and a strict evolutionarycontrol of these proteins as a balance between benefits and costs. While there is a great potential for using HSP expressionfor detecting natural adaptation and exposure to stress in natural populations, some obstacles and key issues await *** an ecological perspective these key issues needs to be resolved in order to fully appreciate the complex responses andadaptations to stress and to increase our understanding of HSPs and other molecular chaperones for stress adaptation and potentialuse as biomarkers.
