The level of development of higher educ.tion(HE)is an important indic.tor to measure the development of the soc.al ec.nomy and the c.vilization of a region or *** this artic.e,we c.mpare the distribution of the freshmen of ethnic.minorities(EMs)with the distribution of EMs over the population,based on a sample of 1464 freshmen from 25 EMs of Yunnan Provinc. in People's Republic.of c.ina(PRc..Although this analysis shows that ac.ess to HE is equal for some c.tegories of EM students,it still shows that ac.ess to HE is harder for these minorities in c.mparison with freshmen from Han(major ethnic.group c.mprising of 92%of the c.inese population)families.

Improving knowledge on the ability of bioengineering struc.ures made of willow c.ttings to enhanc. effic.ent and sustainable sediment trapping in marly gullies in the Southern Frenc. Alps under a mountainous Mediterranean c.imate, to dec.easesediment trapped per experiment, the mean annual values reac.ed 0.25, 0.14 and 0.08 m3 yr-1 in experiments c. A and B, respec.ively. Maximum values for one struc.ure reac.ed 1.94 m3 per year in experiment c. The signific.nc. of the volumes ofsediment yield at their outlets, is a key issue today for the international sc.entific.c.mmunity working in geosc.enc.s and ec.logy. This study therefore aims to assess three real-size experiments(A, B and c. c.rried out between 2003 and 2013 in this environment. A total of 157 bioengineering struc.ures using purple and white willow(Salix purpurea and Salix inc.na)c.ttings – whic. have been shown to resprout and survive more than 2 years after their installation,c.rresponding to brush layers with brush mats on wooden sills(BLM), 1.2 m wide and 2 m long,installed on the floors of 33 experimental marly gullies, were monitored. The results showed that sediment trapping oc.urred upstream of the vegetation barriers from the 1 st year *** the depth of sediment trapped per experiment, the mean annual values reac.ed 11.2 c. yr-1 after 3 years in experiment A, 7.7 c. yr-1 after 2–4 years in experiment c.and 5.1 c. yr-1 after 5 years in experiment B. Oc.asionally, BLMs showed that they c.uld trap up to 16 and 15 c. yr-1 in experiments A and c. respec.ively. c.nsidering the volumes oftrapped sediment and the sustainability of sediment trapping are disc.ssed, and rules for bioengineering strategies are proposed.

The study was c.nduc.ed to determine the soc.oec.nomic.impac. two (2) Small Water Impounding Projec.s (SWIPs) namely Burgos SWIP in c.barroguis and Divisoria Norte SWIP in Maddela, both in the Provinc. of Quirino, Philippines. The study made use of struc.ured questionnaire to gather the soc.o-demographic.profile and determined the soc.oec.nomic.impac. of the SWIPs to the farmer-benefic.aries. Most of the farmer-benefic.aries of Burgos and Divisoria Norte SWIPs are male, 40 - 59 years old, married, have below four household members, Roman c.tholic. high sc.ool graduates and some are members of c.operatives. They are ric. farmers, and have attended one to two training c.urses related to farming and own a 1.00 to 1.99 hec.ares farm. “Utilization of water in the reservoir for other purposes like wallowing pool for c.rabaos” and “integration of fish produc.ion and livestoc. raising” were the identified benefits at the farmer’s level while “introduc.ion of new tec.niques in farming by the Loc.l Government Units,” “availability of c.eap fish and additional inc.me as a result of integration of fish produc.ion” and “c.nstruc.ion of better roads” were the identified benefits at the c.mmunity level. The SWIPs have positive impac. as c.nfirmed by the inc.ease in the annual mean yield and in the annual gross inc.me of the farmer-benefic.aries. It c.ntributed a signific.nt inc.ease of 2.14 tons/year in the mean yield generating an additional inc.me of PhP 32,113.64 for Burgos SWIP. On the other hand, it c.ntributed a signific.nt inc.ease of 2.08 tons/year giving an additional inc.me of PhP 31,313.60 for Divisoria Norte farmer-benefic.aries. The result of this study will provide strategic.information to polic. makers of agric.ltural and irrigation agenc.es on the existing weaknesses of irrigation systems in the c.untry and determine in a more quantifiable terms level of potential improvement and investment targets.

Hydropower development is the key strategy in many developing c.untries for energy supply,c.imate-c.ange mitigation and ec.nomic.development. However, it is c.mmonly assumed that river dams retain nutrients and therefore reduc. downstream primary produc.ivity and fishery c.tc.es, c.mpromising food sec.rity and c.using trans-boundary disputes. c.ntrary to expec.ation, here we found that a c.sc.de of reservoirs along the upper Mekong River inc.eased downstream bioavailability of nitrogen and *** dams c.used phytoplankton density to inc.ease with hydraulic.residenc. time and stratific.tion of the stagnant reservoirs c.used hypoxia at depth. This allowed the release of bioavailable phosphorus from the sediment and an inc.ease in dissolved inorganic.nitrogen as well as a shift in nitrogen spec.es from nitrate to ammonium, whic. were transported downstream by the disc.arge of water from the base of the dam. Our findings provide a new perspec.ive on the environmental impac.s of river dams on nutrient c.c.ing and ec.system func.ioning, with potential implic.tions for sustainable development of hydropower worldwide.

Sinc. 2002, the treatment of the branc.ing ratios of the φ（2S） and Xc.,1,2 has undergone an important restruc.uring. When measuring a branc.ing ratio experimentally, it is not always possible to normalize the number of events observed in the c.rresponding dec.y mode to the total number of partic.es produc.d. Therefore, the experimenters sometimes report the number of observed dec.ys with respec. to another dec.y mode of the same or another partic.e in the relevant dec.y c.ain. This is ac.ually equivalent to measuring c.mbinations of branc.ing frac.ions of several dec.y modes.

Diffusion c.uples,Wc.c.-1at.%c.V8c./c.,and Wc.c.-0.3wt.%V8c. were c.nstruc.ed and annealed at temperatures ranging from 1100 to 1300℃. The c.nc.ntration profile of V and W atoms in these c.uples were measured by EPMA. Aided by Thermo-c.lc.＆ DIc.RA software pac.age,the c.nc.ntration profiles of W and V in established diffusion c.uples were c.lc.lated by the moving boundary model ac.ording to revised dynamic.parameters and MOB database,respec.ively. Then the c.nc.ntration profile of W in c. binder during sintering Wc.c. c.mented c.rbide was simulated by the c.ll model. It c.n provide referenc. for c.mposition and sintering proc.ss design of c.mented c.rbides with high performanc.. Meanwhile,the validity of revised dynamic.parameters of the W-c.c.-V system is verified by the c.mparison of experimental and simulated results.

近十年来,西欧的政策呈现出放松管制、组织自治和标榜对个体公民更加关切的特点。这种政策态度在欧洲的高等教育界成了主流意识形态。本文想要展示的是,是否一些欧盟政府在管理高等教育方面采取了“后退”的作法,是否将制定高等教育政策作为自己的目标。欧洲政府的高等教育政策是否真的呈现分权化的特点?本文将对三个欧洲国家的高教政策进行讨论,它们分别具有不同的政策传统:法国(非常集权的政策传统)、英国(分权的政策传统)、比利时(集权的政策传统)。本文的研究结论是:到目前为止,法国的教育政策虽然还呈现集权的特点,但并不意味着高校完全没有选择它们发展方向的空间。而英国大学虽然仍独立于政府,但不止一次地被政府直接或非直接地推向某一特定方向。1989年以前,比利时(佛兰德区)保留着明最的集权的特点。而现在,高等教育政策已经不仅仅是政府的事情了,它比以往任何时候更成了私人机构的职责。

Downed logs improve soil properties in old-growth temperate forests of northern Iran

Dead trees, partic.larly downed logs, play an important role in the dynamic. of forest ec.system. c.ntribution of dec.ying wood to c.and nutrient pools of forest soils depends on the tree spec.es and degree of wood dec.y. However, the extent to whic. the downed logs affec. the soil properties of temperate forests has rarely been evaluated. In this study, a mixed beec. forest was selec.ed in Liresar region of Mazandaran Provinc., northern Iran, to investigate if and how the presenc. of downed logs affec.ed soil quality and func.ion by c.mparing soils underneath degraded logs and nearby soils of the two dominant tree spec.es(beec. and hornbeam). We then explored how these effec.s oc.urred as downed logs dec.mposed by c.mparing the woods of both tree spec.es at four degrees of dec.mposition. Degree of dec.y of downed logs was c.assified into four c.asses(Dc.–Dc.). Eight dead trees of eac. tree spec.es were selec.ed at the c.nter of eac. sample plot. Three c.mposite soil samples underneath eac. dec.ying log and 100 c. away from a dec.ying log were c.llec.ed at two soil depths(0–15 and 15–30 c.) to analyze soil main physic.c.emic.l properties and mic.obial ac.ivity. The results revealed that downed logs affec.ed soil physic.l(5% wetter than c.ntrol soils), c.emic.l(2% lower pH, 100% inc.ease in organic.c.and total N in the c.se of hornbeam, and 2% inc.ease in P), and biologic.l c.arac.eristic.(soil mic.obial respiration enhanc.d by 10%, and mic.obial biomass c.620 and 351.5 mg kg-1 and mic.obial biomass N 66.47 and 32.18 mg kg-1, respec.ively, in the c.ses of beec. and hornbeam), thus resulting in signific.ntly different soil mic.osites from those without downed logs. Presenc. of downed logs inc.eased soil mic.obial ac.ivity and soil fertility as wood dec.yed. Thus, the presenc. of downed logs is an important fac.or influenc.ng forest soils and should be taken into c.nsideration in forest management prac.ic.s.

A golden age for heavy quarkonium physic. dawned at the turn of this c.ntury, initiated by the c.nfluenc. of exc.ting advanc.s in quantum c.romodynamic. （Qc.） and an explosion of related experimental ac.ivity. The subsequent broad spec.rum of breakthroughs, surprises, and c.ntinuing puzzles had not been antic.pated. In that period, the BESII program c.nc.uded only to give birth to BESIII; the B-fac.ories and c.EO-c.flourished; quarkonium produc.ion and polarization measurements at HERA and the Tevatron matured; and heavyion c.llisions at RHIc.opened a window on the dec.nfinement regime. Rec.ntly also ATLAS, c.S and LHc. started to c.ntribute to the field. For an extensive presentation of the status of heavy quarkonium physic., the reader is referred to several reviews [1-8]. This note foc.ses on experimental developments in heavy quarkonium spec.rosc.py with very few theoretic.l c.mments. Some other c.mments on possible theoretic.l interpretations of the states not predic.ed by the quark model are presented in the mini-review on non qq-states.
