This paper presents an analysis of the power flow within the Northern Interconnected Grid of Cameroon. The Newton-Raphson method has been performed, known for its accuracy, under MATLAB software, to model and solve complex power flow equations. This study simulates a series of outage scenarios to evaluate the responsiveness of the grid. The results obtained underline the crucial importance of reactive power management and highlight the urgent need to consolidate the grid infrastructure of North Cameroon. To increase grid resilience and stability, the paper recommends the strategic integration of renewables and the development of interconnections with other power grids. These measures are presented as viable solutions to meet current and future energy distribution challenges, ensuring a reliable and sustainable power supply for Cameroon.

International healthcare Terminologies for Morbidity New Era: SNOMED and ICD11

The Information Technology (IT) developments have changed the use of healthcare terminologies from paper-based mortality statistics with the WhO international classifications of diseases (ICD) to the IT-based morbidity implementations for instance for Casemix-based healthcare funding and managing systems. This higher level of granularity is worldwide spread under the umbrella of several national modifications named ICD10 XM. These developments have met the increased use of the International Clinical Reference Terminology named SNOMED. When the updating of WhO ICD10 to WhO ICD11 was decided a merging was envisaged and a WhO SNOMED CT common work proposed a methodology to create a common formal ontology between the 11th version of the WhO International Classification of Diseases and health Problems (ICD) and the most used in the world clinical terminology named Systematized Nomenclature of human and Veterinary Medicine - Clinical Terms (SCT). The present work follows this unachieved work and aims to develop a SNOMED-based formal ontology for ICD11 chapter 1 using the textual definitions of ICD11 codes which is a completely new character of ICD and the ontology tools provided by SCT in the publicly available SNOMED Browser. There are two key results: the lexical alignment is complete and the ontology alignment is incomplete with the validated SNOMED concept model can be completed with not yet validated attributes and values of the SNOMED Compositional Grammar. The work opens a new era for the seamless use of both international terminologies for morbidity for instance for DRG/Casemix and clinical management use. The main limitation is that it is restricted to 1 out of 26 chapters of ICD11.

Effect of Supplementary Irrigation on the Yield of Sorghum (Sorghum bicolor L. Moench) in the Context of Climate Change in the Dry Savannahs of Togo

Under the current context of climate change, supplementary irrigation may be needed for crop production resilience. We determined the effects of supplementary irrigation on sorghum grain yield in the dry Savannah region of Togo. A two-year trial was conducted in a controlled environment at AREJ, an agro-ecological center in Cinkassé. The plant material was sorghum variety Sorvato 28. The experimental design was a Completely Randomized Block with three replications and three treatments as follows: T0 control plot (rainfed conditions);T1 (supplementary irrigation from flowering to grain filling stage) and T2 (supplementary irrigation from planting to grain filling stage). Two irrigation techniques (furrow and Californian system) were used under each watering treatment. The results showed that irrigation technique significantly affected panicle length with no effect on 1000 grains mass. Panicle length and grain yields varied from 15.59 to 25.71 cm and 0.0 to 2.06 t∙h−1, respectively, with the highest values (25.66 cm and 2.06 t∙h−1, respectively) under the T2 treatment with the California system-based supplementary irrigation. The comparison of results obtained on treatment T0 and T2, shows that supplementary irrigation increased the yields by at least 68.62%. Supplementary irrigation during sowing and growing season (T2) improved sorghum yields in the dry savannahs of Togo, with a better performance of the California irrigation system.

Statistical Study of the Geoeffectivity of halo Coronal Mass Ejections Associated with X-Class Flares during Solar Cycles 23 and 24

By analysing a long series of data (1996-2019), we show that solar cycle 23 was more marked by violent solar flares and coronal mass ejections (CMEs) compared to solar cycle 24. In particular, the halo coronal mass ejections associated with X-class flares appear to be among the most energetic events in solar activity given the size of the flares, the speed of the CMEs and the intense geomagnetic storms they produce. Out of eighty-six (86) X-class halo CMEs, thirty-seven (37) or 43% are highly geoeffective;twenty-four (24) or approximately 28% are moderately geoeffective and twenty-five (25) or 29% are not geoeffective. Over the two solar cycles (1996 to 2019), 71% of storms were geoeffective and 29% were not. For solar cycle 23, about 78% of storms were geoeffective, while for solar cycle 24, about 56% were geoeffective. For the statistical study based on speed, 85 halo CMEs associated with X-class flares were selected because the CME of 6 December 2006 has no recorded speed value. For both solar cycles, 75.29% of the halo CMEs associated with X-class flares have a speed greater than 1000 km/s. The study showed that 42.18% of halo (X) CMEs with speeds above 1000 km/s could cause intense geomagnetic disturbances. These results show the contribution (in terms of speed) of each class of halo (X) CMEs to the perturbation of the Earth’s magnetic field. Coronal mass ejections then become one of the key indicators of solar activity, especially as they affect the Earth.

Context: The advent of Artificial Intelligence (AI) requires modeling prior to its implementation in algorithms for most human skills. This observation requires us to have a detailed and precise understanding of the interfaces of verbal and emotional communications. The progress of AI is significant on the verbal level but modest in terms of the recognition of facial emotions even if this functionality is one of the oldest in humans and is omnipresent in our daily lives. Dysfunction in the ability for facial emotional expressions is present in many brain pathologies encountered by psychiatrists, neurologists, psychotherapists, mental health professionals including social workers. It cannot be objectively verified and measured due to a lack of reliable tools that are valid and consistently sensitive. Indeed, the articles in the scientific literature dealing with Visual-Facial-Emotions-Recognition (ViFaEmRe), suffer from the absence of 1) consensual and rational tools for continuous quantified measurement, 2) operational concepts. We have invented a software that can use computer-morphing attempting to respond to these two obstacles. It is identified as the Method of Analysis and Research of the Integration of Emotions (M.A.R.I.E.). Our primary goal is to use M.A.R.I.E. to understand the physiology of ViFaEmRe in normal healthy subjects by standardizing the measurements. Then, it will allow us to focus on subjects manifesting abnormalities in this ability. Our second goal is to make our contribution to the progress of AI hoping to add the dimension of recognition of facial emotional expressions. Assessment of the Vaccination Status of Children Aged 6 to 30 Months in a Tertiary Level health Care Center in Côte d’Ivoire

Introduction: Vaccination coverage in Côte d’Ivoire over the period 2011 to 2015 was below the target of 95% for all antigens. The objective of this study was to analyze the vaccination status of children aged 6 to 30 months with a view to improving vaccination coverage. Patients and Methods: This was a descriptive cross-sectional study which took place from June to September 2018 in a tertiary health center, focusing on children aged 6 to 30 months with a correctly completed health record. The parameters studied were sex, age, educational level of mothers, dates of vaccine administration and reason for missed vaccination opportunities. Results: We retained 212 children. The sex ratio was 1.21 and 93% had received the BCG vaccine before the age of 1 month. The average ages of combined and co-administered vaccines for the 1st and 2nd doses were 7.66 ± 3.81 and 12.88 ± 3.95 weeks, respectively. The median was 16.57 weeks for the 3rd dose. The proportion of vaccinated subjects was greater than 90% for the BCG vaccine and the 3 doses of combined vaccines, and 77% for the yellow fever and measles vaccines. The reasons for non-vaccination were attributable to the children’s parents and health facilities. Conclusion: Improving vaccination coverage requires regular supply of vaccines to centers, and the involvement of all health professionals, community and religious leaders in the vaccination awareness process.

AIM: To investigate the conformity of management practices of gastrointestinal hemorrhage in cirrhotic patients with relevant guidelines. METhODS: A questionnaire on the management of digestive bleeding was completed for all consecutive cirrhotic patients admitted to 31 French hospitals. RESULTS: One hundred and twenty-six bleeding events were recorded. It was the first bleeding episode in 79 patients (63%), of whom 40 (51%) had a prior diagnosis of cirrhosis and 25 (32%) had previously undergone an endoscopy. The bleeding episode was a recurrence in 46 patients (37%). The median time between onset and admission was 4 h, but exceeded 12 h in 42% of cases. There was an agreement between centers forearly vasoactive drug administration (87% of cases), association with ligation (42%) more often than sclerosis (21%) at initial endoscopy, and antibiotic prophylaxis (64%). By contrast, prescription of beta-blockade alone or in combination (0 to 100%, P = 0.003) for secondary prophylaxis and lactulose (26% to 86%, P = 0.04), differed among centers. CONCLUSION: In French hospitals, management of bleeding related to portal hypertension in cirrhotic patients is generally in keeping with the consensus. Broad variability still remains concerning beta-blockade use for secondary prophylaxis. Screening for esophageal varices, the use of antibiotic prophylaxis and patients information need to be improved.
