Realization of a π cross-phase modulation between two flying single photons allows one to perform the universal quantum controlled phase gate without cavities [1] and quantum nondemolition measurement of traveling single photons [2], and more. It has been a longstanding challenge in quantum optics and quantum information over the past decades [2,3]. It was conventionally believed that such task can be realized in a cross-Kerr nonlinear medium, in which a single photon can significantly change the refractive index of medium and thus induce a large phase shift on another co-propagating photon. However, this scheme is found by Julio and Shapiro to be fundamentally invalid due to the multimode effect of traveling photons [4] and phase noise [5]. Here we present a cavity-free scheme for inducing π cross-phase shift between two flying single photons. By replacing one of four optical modes with a strong pump laser in the four-wave mixing process in a nonlocal nonlinear medium, we create a strong "Rabi"-type photon-photon interaction [6]. Unlike previous works, we note the quantum nonlocal property of the single-photon pulses, and arrange a configuration where the probe photon pulse scans over the whole signal mode pulse. When properly controlling the pump power and the medium length, in the presence of the signal photon, the probe mode suffers a full-Rabi oscillation, resulting in an intrinsic π phase shift. Very recently, after a systematic and detailed analysis, our scheme has been proved valid by Balakrishnan and Julio [7].
