Cadre Education and Training in China： A General Analysis

China has a long tradition of cadre education and training （CET） , which has developed to be a particular Chinese way of executive development highlighting rigorbus and systematic organization by the Chinese Communist Party （CCP） and a dual emphasis on political-ideological work and knowledge-capacity building. This paper offers an overview of the historical development of CET, and generalizes its managing system, training system, targeted cadres, training contents and institutionalization. The functions of CET are classified as formal including political （re-） engineering and capacity and knowledge building, and informal including collective identity and social connections. The Shanghai Municipal Committee Party School is further studied regarding its educational programs, especially the planned programs, contents of training, trainers, financing, and quality assurance. It is argued that in response to challenges in an era of globalization, CET has worked both to consolidate the political authority of the CCP and enhance governmental officials＇ awareness and knowledge of governing issues and their problem-solving capacities. As a result CET itself has been undergoing continuous adjustments.

The paper introduces the three core concepts of Bourdieu’s sociological theory and their application in translation *** paper then examines and discusses the English translation of The Art of War from Bourdieu’s sociological perspective and the perspective of ephemerality.A comprehensive and objective description of the different translations of the same original text in different historical periods,the strategies of the translators,and the social,historical and cultural factors affecting the translation process can lead to a deeper understanding and proper orientation of translation.

Lily Tsai has written a recommendable book for people who are interested in grassroots politics in the rural areas of China. The fundamental practical relevance of the book is that, since the start of the reform and opening up policy in the late 1970s, the traditional rural- urban dual structure of socioeconomic development has been ＇maintained, if not hardened. China＇s renewed efforts to cope with the three-rural issues（ the issues of agriculture, the village, and the peasant） largely hinge on the effectiveness of the state system in securing its provision of public goods. Under a decentralized system, Lily Tsai＇s research rightly reflects the important and complex role played by the village＇s governance system.

Testosterone is closely associated with lipid metabolism and known to affect body fat composition and muscle mass in ***,the mechanisms by which testosterone acts on lipid metabolism are not yet fully understood,especially in *** this study,cyp17a1-/-zebrafish(Danio rerio)exhibited excessive visceral adipose tissue(VAT),lipid content,and up-regulated expression and activity of hepatic de novo lipogenesis(DNL)*** assay for transposase accessible chromatinwithsequencing(ATAC-seq)results demonstrated that chromatin accessibility of DNL genes was increased in cyp17a1-/-fish compared to cyp17a1+/+male fish,including stearoyl-CoA desaturase(scd)and fatty acid synthase(fasn).Androgen response element(ARE)motifs in the androgen signaling pathway were significantly enriched in cyp17a1+/+male fish but not in cyp17a1-/-*** androgen receptor(ar)-/-and wildtype(WT)zebrafish administered with Ar antagonist flutamide displayed excessive visceral adipose tissue,lipid content,and up-regulated expression and activity of hepatic de novo lipogenesis *** Ar agonist BMS-564929 reduced the content of VAT and lipid content,and down-regulated acetyl-CoA carboxylase a(acaca),fasn,and scd ***,the rescue effect of testosterone on cyp17a1-/-fish in terms of phenotypes was abolished when ar was additionally ***,these findings reveal that testosterone inhibits lipid deposition by down-regulating DNL genes via Ar in zebrafish,thus expanding our understanding of the relationship between testosterone and lipid metabolism in teleosts.

Research on the properties of neutron stars with dark energy is a particularly interesting yet unresolved problem in *** analyze the influence of dark energy on the equation of state,the maximum mass,the surface gravitational redshift and the Keplerian frequency for the traditional neutron star and the hyperon star matter within the relativistic mean field theory,using the GM1 and TM1 parameter sets by considering the two flavor symmetries of SU(6)and SU(3)combined with the observations of PSR J1614-2230,PSR J0348+0432,PSR J0030+0451,RX J0720.4-3125,and 1E *** is found that the existence of dark energy leads to the softened equations of the state of the traditional neutron star and the hyperon *** radius of a fixed-mass traditional neutron star(or hyperon star)with dark energy becomes smaller,which leads to increased *** existence of dark energy can also enhance the surface gravitational redshift and the Keplerian frequency of traditional neutron stars and hyperon *** growth of the Keplerian frequency may cause the spin rate to speed up,which may provide a possible way to understand and explain the pulsar glitch ***,we infer that the mass and the surface gravitational redshift of PSR J1748-2446ad without dark energy for the GM1(TM1)parameter set are 1.141 M_(☉)(1.309 M_(☉))and 0.095(0.105),*** corresponding values for the GM1(TM1)parameter set are 0.901 M_(☉)(1.072M_(☉))and 0.079(0.091)if PSR J1748-2446ad contains dark energy withα=*** J1748-2446ad may be a low-mass pulsar with a lower surface gravitational redshift under our selected models.

Gradient nano-grained structure is frequently engineered into metallic materials,including Mg alloys,to achieve superior combination of strength and ***,the influence of this microstructural feature on aging precipitation behavior remains inadequately *** this study,the age-precipitation behavior of a gradient nano-grained Mg-Gd-Ag-Zr alloy prepared via ultrasonic severe surface rolling was *** result indicates that the aging precipitation behavior exhibits a depth-dependent variation within this *** the nano-grained surface layer,hierarchicalβnano-precipitates are predominant,while at greater depths,the precipitates consist ofβnanoparticles located at grain boundaries,along with intragranularβ′andγ″*** formation ofβnano-precipitates deviates from the conventional precipitation behavior observed in Mg-Gd-Ag alloys,and is attributed to the high density of defects induced by the surface nano-grained *** finding advances our understanding of the precipitation behavior in the alloys with heterogeneous microstructure.

High-energy-density（HED） fuel（*** used JP-10 and RJ-4）,featuring compact 3D polycyclic structure with high strain,is of critical importance for volume-limited military aircraft,since their high density and combustion heat can provide more propulsion *** reduce the reliance on petroleum source,it is highly desirable to develop renewable alternatives for the production of strained polycyclic HED fuel,but which remains a big challenge because of the inaccessibility caused by the high strain,We herein demonstrate a three-step catalytic route towards highly strained C17and C18spirofuel with biomass *** process includes catalytic aldol condensation of renewable cyclohexanone/cyclopentanone with benzaldehyde,catalytic spiro Diels-Alder（D-A） reaction of aldol adduct with isoprene,and catalytic *** key spiro D-A reaction is enabled by the catalysis of heterogeneous Lewis acidic ionic *** chloroaluminate IL,formed by benign urea and AICl3,exhibits good catalytic performance and reusability for this *** eventual hydrodeoxygenation（HDO）over Pd/C and H-Y produces strained tricyclic spirofuel with density>0.93 g/mL,combustion heat>41 MJ/L and freezing point <-40℃,which are better than the properties of tactical fuel ***,it is anticipated that the as-prepared renewable fuels have the potential to replace traditional petroleum-derived HED fuels.

在家庭养老功能弱化和机构养老发展不足的现实背景下,以协作为基础的居家养老成为养老服务的战略发展方向。居家养老服务体系要解决在服务整合、系统整合和系统发展上的协作需要,兼顾效率与系统的稳定性和适应性。本文在对上海市实践的实证研究基础上,分析当前居家养老实践在不同协作层面上的发展,总结了构建城市居家养老服务体系中正在兴起并亟待进一步完善的公共管理创新,包括发展政府间的协作网络、建立合作服务提供体系,以及协同运用多种政策与管理工具。

中国公共行政学面临的学科价值危机是其现代化过程中的一般性问题,也反映了其在中国制度条件下的研究取向问题。公共行政学科价值源于公共行政实践及其发展需要,必须与公共行政的当下实践形成呼应并有所指引。借鉴罗森布鲁姆的公共行政价值分析框架对管理价值、政治价值与法律价值在中国的可应用性和相互关系进行分析表明,中国公共行政学科价值应正确反映和回应公共行政实践价值的内容和结构,中国公共行政学应加强研究中的价值自觉,对不同公共行政价值进行适当平衡,并实现与公共行政实践的衔接。
