中国木材安全处于不安全的状态,主要表现为:森林资源经营粗放,木材自给能力弱;木材需求刚性增长,供需缺口扩大;对外贸易摩擦日益突出,国际木材贸易难度加大;木材产业自身发展层次低,资源利用效率不高。保障木材安全战略的基本点是:立足国内资源,加快速生丰产林基地建设;加强森林经营,提高森林资源总量和质量;科学利用木材资源,提高木材综合利用效率。对策:建立健全国有林管理机制,加快国有林改革步伐;全面实施森林经营工程;大力发展速生丰产林;充分挖掘平原林业的潜力,实现平原林业又好又快发展;加大对林业科技教育投入,培养不同层次科技人才,依靠科技进步提高森林资源培育的效率和木材工业的科技创新能力;重视国外木材资源供给战略研究,制定充分利用国际森林资源的长远规划;利用国家政策保障木材安全;赋予林业行政部门对林业产业和木材安全机制的管理职能。

Nowadays,it is a very popular topic to improve the performance of cognitive *** aim to provide a solution for cognitive network,through the policy-based performance management system which we are *** this paper,we proposes the policy-based dynamic spectrum access management system framework at first,and the distributed policy repository to provide *** also, there would be a part to present our design about some new strategies for the policy repository,that with the technology features of cognitive network for dynamic spectrum access,a cognitive network can detect the use of local channel and real-time status to respond automatically to avoid interrupts.

The definitions of complex product configuration management(PCM) for aeronautical subcontract production are introduced.A product functions and structure components (PFSC) oriented information model on product configuration template(PCT) is accomplished,in which rapidly responds to the customers’ configuration *** also,a fuzzy AHP method to the evaluation on PCT of PCM model in Aero-SP is proposed,and an illustrative case study is applied to demonstrate its practicability and effectiveness in the development of aero engine of advanced regional jet for 21 century(ARJ21),in which satisfied the customer’s requirement(CR) with individuation and diversification.
