MORALITY AND LAW IN A GLOBAL SOCIETY： A PLACE FOR NATURAL LAW THEORY？

There are basically four stages of a person＇s thinking. The first is a person＇s quest for meaning. It is a time for questions. Socrates said that an unexamined life is not worth living. Yet in America, living an examined life is rare. The challenge is to live an examined life in a culture of unexamined lives. The second stage is a time for answers. We cannot avoid the realism of evil, yet today, few have seriously examined absolute evil. The third stage is a time for confirmation and assurances to our answers of evil and pain. The fourth stage is the time for commitment and beginning of the journey. For the simple person who has all the answers, there is no further journey. At the other extreme is the intellectual who never has all the answers. There is always a question for another day and there is never any really settled resolution on what he or she believes or why. There are two basic philosophical systems that have influenced our thinking about morals and about law. The first is naturalism, which began in the 6th century B.C., in the Greek Ionian culture with a certain set of cosmologies, most of which were naturalistic in nature where reality was expressed in terms of water, fire, earth, or air. Naturalism has experienced great growth since in the Enlightenment. However, the notion at the heart of morality and law is idealism. Indeed, for much of the history of legal thought, the connection between morality and law was found in idealism. It is within the philosophy of idealism that we find the history of natural law theory. This matters because how one thinks about the nature and purpose of law, what forms the foundation of law and how it is made, either legislatively or through the courts is one of the most elusive and persistent problems in the entire range of human thought. This article explores some of that history.

Integrated scanning spectrometer with a tunable micro-ring resonator and an arrayed waveguide grating

Integrated spectrometers with both wide optical bandwidths and high spectral resolutions are required in applications such as spectral domain optical coherence tomography(SD-OCT).Here we propose a compact integrated scanning spectrometer by using a tunable micro-ring resonator(MRR)integrated with a single arrayed waveguide grating for operation in the 1265-1335-nm *** spectral resolution of the spectrometer is determined by the quality factor of the MRR,and the optical bandwidth is defined by the free spectral range of the arrayed waveguide *** spectrometer is integrated with on-chip germanium photodetectors,which enable direct electrical readout.A 70-nm optical bandwidth and a 0.2-nm channel spacing enabled by scanning the MRR across one free spectral range are demonstrated,which offer a total of350 wavelength channels with 31-kHz wavelength scanning *** integrated spectrometer is applied to measure different spectra and the interference signals from an SD-OCT system,which shows its great potential for future applications in sensing and imaging systems.

Error compensation for three-dimensional profile measurement system

Three-dimensional （3D） profile measurement is an indispensable process for assisting the manufacture of various optic, especially aspheric surfaces. This work presents the measurement error calibration of a 3D profile measurement system, namely PMI700. Measurement errors induced by measuring tool radius, alignment error and the temperature variation were analyzed through geometry analysis and simulation. A quantitative method for the compensation of tool radius and an alignment error compensation model based on the least square method were proposed to reduce the measurement error. To verify the feasibility of PMI700, a plane and a non-uniform hyperboloidal mirror were measured by PMI700 and interferometer, respectively. The data provided by two systems were high coincident. The direct subtractions of results from two systems indicate RMS deviations for both segments were less than 0.22.

Edge effect of optical surfacing process with different data extension algorithms

This study presents a strategy which integrates extra polishing path （EPP） and error map extension to weaken the edge effect in the ultraprecise optical surfacing process. Different data extension algorithms were pre- sented and analyzed. The neighbor-hood average can be selected as the frequently-used method, as it has not bad precision and time-saving performance for most surface forms through the simulation results and practical experi- ment. The final error map was obtained, its peak-to-valley （PV） was 0.2732 and root mean square （RMS） was 0.0282 （2 = 632.8nm）. The edge effect was weakened and suppressed well through the experiment.

Profile and roughness of electrorheological finishing optical surfaces

This paper focuses on the process of electrorheological （ER） finishing optical surfaces. Experiments on K9 mirrors were conducted. In one experiment, the operating distance was varied over 0.5-0.8 mm with the voltage at 2000 V. The maximum peak-to-valley （PV） reduction was obtained at the distance of 0.5 ram, where the PV value was reduced from 58.71 to 25.03nm. In another experiment, the voltage was varied over 1500- 3000V with operating distance at 0.5mm. The final surface roughness （Ra） achieved was as low as 2.5 rim. A higher voltage produced a higher relative reduction of the Ra. These experimental results validated the process.

Land cover changes in the rural-urban interaction of Xi’an region using Landsat TM/ETM data

Landsat ETM/TM data and an artificial neural network （ANN） were applied to analyse the expansion of the city of Xi＇an and land use/cover change of its surrounding area between 2000 and 2003. Supervised classification and normalized difference barren index （NDBI） were used respectively to retrieve its urban boundary. Results showed that the urban area increased by an annual rate of 12.3%, with area expansion from 253.37 km^2 in 2000 to 358.60 km^2 in 2003. Large areas of farmland in the north and southwest were converted into urban construction land. The land use/cover changes of Xi＇an were mainly caused by fast development of urban economy, population immigration from countryside, great development of infrastructure such as transportation, and huge demands for urban market. In addition, affected by the government policy of “returning farmland to woodland”, some farmland was converted into economic woodland, such as Chinese goosebeerv garden, vineyard etc.
