Uganda has been implementing the Global Health Security Agenda(GHSA)since 2015 to build its capacity according to World Health Organization(WHO)Benchmarks on International Health Regulations *** country remains prone to outbreaks,with more than 20 disease outbreaks reported in the past five years,including Ebola virus disease,Crimean-Congo haemorrhagic fever,Marburg haemorrhagic fever,measles,yellow fever,coronavirus disease 2019(COVID-19),and *** resistance(AMR)is an ongoing *** scored capacity level 3 on infection prevention and control(IPC)and antimicrobial stewardship(AMS)in the 2017 Joint External Evaluation(JEE)*** gaps were being addressed after a self-assessment in *** paper describes the technical assistance approaches provided to Uganda by the Medicines,Technologies,and Pharmaceutical Services Program,funded by the United States(U.S.)Agency for International Development,and implemented by Management Sciences for *** program,through a One Health approach,supported systematic capacity strengthening based on the JEE's capacity advancement framework for global health security,specifically relating to *** program's interventions impacted 32 WHO benchmark actions(7 for AMR multisectoral coordination,16 for IPC,and 9 for AMS),contributing to Uganda's strengthened GHSA *** success built on the AMR platform,the program trained 745 health workers in IPC for the Ebola virus and provided support for simulation exercises by eight district IPC *** program also worked with the Ministry of Health to coordinate IPC for the COVID-19 response in five health regions,covering 45 districts and reaching 5,452 health workers at 858 health facilities.

Better-Than-Worst-Case Design: Progress and Opportunities

Today, designers are forced to reduce performance and increase power requirements in order to reserve larger margins that are required due to the greater variability introduced by smaller feature sizes and manufacturing variations of modern IC designs. The better-than-worst-case design can both address the variability problem and achieve higher performance/energy efficiency than the worst-case design. This paper surveys the progress to date, provides a snapshot of the most representative methods in this field, and discusses the future research directions of the better-than-worst-case design.

The Hidden Side of the Story between the Placenta and Preeclampsia: Preliminary Results of a Prospective Cohort of Pregnant Women in Cameroon

Introduction: Pre-eclampsia is a complication of pregnancy that generally occurs in the third trimester. It is associated with a maternal and foetal mortality rate of around 27%. In view of the grim picture painted by this condition for both mother and newborn, studies have been carried out into the early detection of patients at risk of developing pre-eclampsia. These make it possible to introduce pregnancy-specific monitoring and preventive strategies to reduce the incidence of the condition. Objective: To establish the link between placental ultrasound characteristics and the onset of pre-eclampsia. Methodology: A multicentre prospective cohort study was conducted in two hospitals in Yaoundé, namely the Yaoundé Gynaecological Obstetrics and Paediatrics Hospital and the Nkolndongo Health and Social Animation Centre, in the gynaecology and radiology departments over a period of 11 months, from October 2022 to August 2023. It included pregnant women who had undergone obstetric ultrasound between 12 and 18 weeks’ gestation. In addition to routine obstetric ultrasound, we performed obstetric Doppler measurements in these patients. The resistance index of the left and right uterine arteries, the umbilical artery and the placental volume were the characteristics sought. At the end of this examination, two groups were formed: cases (pathological Doppler group) and controls (normal Doppler group). Blood pressure and urine dipstick were taken at each antenatal visit until delivery, then during the immediate postpartum period and finally at 7 days, 21 days and 42 days after delivery. Results: Sixty-seven (67) patients were included. Of these, 35 (47.8%) had pathological Dopplers. Sixteen patients had arterial hypertension associated with proteinuria and were therefore labelled as pre-eclampsia (PE). This gives a prevalence of 23.9%. The incidence of Barretts metaplasia (BM) as well as Barrett' s adenocarcinoma (BA) has been increasing in western populations. The prognosis of BA is worse because individuals present at a late stage. Attempts have been made to intervene at early stage using surveillance programmes, although proof of efficacy of endoscopic surveillance is lacking, particularly outside the specialist centres. The management of BM needs to be evidencebased as there is a lack clarity about how best to treat this condition. The role of proton pump inhibitors and antireflux surgery to control reflux symptoms is *** adequate control of gastroesophageal reflux early in the disease alters the natural history of Barrett' s change once it has developed and or prevents it in patients with gastroesophageal reflux disease but with no Barrett' s change remains unanswered. There is much to be learned about BM. Thus there is great need for carefully designed large randomised controlled trials to address these issues in order to determine how best to manage patients with BM.

A taxonomic revision of Musa aurantiaca (Musaceae) in Southeast Asia

Since the initial description, the name Musa aurantiaca Baker (1893) has been unclear to most botanists. The aim of this study is to settle its true identity and to update the description. The plant is distributed in the regions of Upper Assam and Arunachal Pradesh, India, Northern Myanmar and Tibet, China where it occurs commonly but it is not mentioned in Chinese literature at all. In this paper, the authors also review the description and the literature history of M. aurantiaca from 1893 to the present. Musa aurantiaca Baker is typified here.

Evaluation of the use of surrogate Laminaria digitata in eco-hydraulic laboratory experiments

Inert surrogates can avoid husbandry and adaptation problems of live vegetation in laboratories. Surrogates are generally used for experiments on vegetation-hydrodynamics interactions, but it is unclear how well they replicate field conditions. Here, surrogates for the brown macroalgae Laminaria digitata were developed to reproduce its hydraulic roughness. Plant shape, stiffness and buoyancy of L. digitata were evaluated and compared to the properties of inert materials. Different surrogate materials and shapes were exposed to unidirectional flow. It is concluded that buoyancy is an important factor in low flow conditions and a basic shape might be sufficient to model complex shaped plants resulting in the same streamlined shape.

Singular perturbation analysis of dynamic fields in a thermoelastic solid with a small surface-breaking crack

An asymptotic analysis is presented for a dynamic problem of a semi-infinite isotropic thermoelastic solid with a small surface breaking crack. The exterior surface of the solid is subjected to a series of short thermal pulses. The crack surface is traction free and an ideal thermal contact is assumed across the crack. The stress intensity factor is asymptotically evaluated as a function of the crack depth and time. The effect of a boundary layer associated with the diffusive term is identified. The theoretical model is supplied with numerical simulations.

Unsupervised spectral feature selection algorithms for high dimensional data

It is a significant and challenging task to detect the informative features to carry out explainable analysis for high dimensional data,especially for those with very small number of *** selection especially the unsupervised ones are the right way to deal with this challenge and realize the ***,two unsupervised spectral feature selection algorithms are proposed in this *** group features using advanced Self-Tuning spectral clustering algorithm based on local standard deviation,so as to detect the global optimal feature clusters as far as *** two feature ranking techniques,including cosine-similarity-based feature ranking and entropy-based feature ranking,are proposed,so that the representative feature of each cluster can be detected to comprise the feature subset on which the explainable classification system will be *** effectiveness of the proposed algorithms is tested on high dimensional benchmark omics datasets and compared to peer methods,and the statistical test are conducted to determine whether or not the proposed spectral feature selection algorithms are significantly different from those of the peer *** extensive experiments demonstrate the proposed unsupervised spectral feature selection algorithms outperform the peer ones in comparison,especially the one based on cosine similarity feature ranking *** statistical test results show that the entropy feature ranking based spectral feature selection algorithm performs *** detected features demonstrate strong discriminative capabilities in downstream classifiers for omics data,such that the AI system built on them would be reliable and *** is especially significant in building transparent and trustworthy medical diagnostic systems from an interpretable AI perspective.

Synergy between thermal and nonthermal effects in plasmonic photocatalysis

Plasmonic photocatalysis represents the synergetic union of two active fields of research:plasmonic effects in illuminated metallic nanoparticles and catalytic effects in tailored metallic ***,metallic nanoparticles that excel for one application are limited for the other,but recent developments have shown that desirable catalytic behaviors,such as reduced activation barriers and improved product selectivity,derive from nonthermal behaviors uniquely produced by this *** examining such findings,this review will address a specific debate that has recently surfaced:what is the relative degree of contributions of thermal and nonthermal effects in plasmonic photocatalysis?We demonstrate the importance of correctly accounting for thermal effects before characterizing nonthermal *** show that another synergy occurs:these desirable nonthermal behaviors have a temperature dependence,and the resulting temperature-dependent reaction rates far exceed what can be explained from purely thermal effects ***,the synergy of plasmonic photocatalysis offers an exciting new contribution to the quest for efficient,selective,sustainable methods for chemical synthesis and energy conversion.
