In this paper, the complexity of intra coding is first analyzed so as to achieve a weight of complexity measurement for each intra mode. Then, a new complexity scalable control algorithm for intra coding in H. 264 is proposed, based on the rearrangement of the order of candidate modes and an efficient complexity allocation and control （CAAC） scheme at the macroblock （MB） level. The candidate modes of each MB are rearranged according to the local-edge information. Experimental results show that our proposed algorithm can make an appropriate cut-off point of the candidate modes sequence adaptively according to the current energy condition of a mobile device, so as to adjust the complexity at any level while maximizing the video quality, which can prolong the operational lifetime of the battery with minimum degradation in video quality.

The purpose of this study was to investigate the physiological responses of drought-tolerant and drought-susceptible soybean genotypes to exogenous abscisic acid(ABA) application during progressive soil drying at seedling stages. Five-day old soybean seedlings were transplanted into PVC tubes filled with soil mixture. Seedlings were watered daily with similar water volumes until second trifoliate leaves emerged, and thereafter soil drying with or without exogenous ABA application was imposed. Half of the seedlings of each genotype were left for regular watering as control plants. Soil water status declined significantly over seven days of withholding water supply for both genotypes. Leaf expansion rate, stomatal conductance(g_s), leaf water potential(ψ_w), and relative water content of leaves(%RWC) declined significantly under soil drying as well as soil drying with ABA application, compared to their values for well-watered soybean genotypes. However, a drought-tolerant genotype(C12) responded more rapidly than a drought-susceptible genotype(C08) after imposition of soil drying and soil drying with exogenous ABA. In addition, application of exogenous ABA to water-restricted soybeans resulted in higher %RWC and ψwin the drought-tolerant than in the drought-susceptible genotype. Compared to the drought-susceptible genotype, the drought-tolerant genotype was more responsive to exogenous ABA application, resulting in a higher root-to-shoot ratio.

The demand for highly efficient solid-state luminophores is continuously growing due to their potential applications in optoelectrical devices, chemosensors, and biological applications. The discovery of luminogens with aggregation-induced emission(AIE)by Tang et al. in 2001 provides a good reponse to this demand. Among the exploited AIE luminogens, AIE-active polymers possess many advantages such as simple synthesis, convenient structrue modifications, and good processability, which offer an extensive platform for scientists and engineers. Herein, the design principles and latest synthetic advancement of AIE-active polymers are summarized, including click polymerization and multicomponent polymerization. Non-conjugated heteroatom-rich polymers were in situ generated and demonstated non-conventional clusteroluminoscence. Advanced applications including fluorescent sensors, stimuli-responsive materials,biological applications, circularly polarized luminescence, and electroluminescence are then introduced in detail. AIE-active polymers display the signal-amplification effect for sensitive and selective response to chemo/bioanalytes or stimuli and enhanced photosensitization effect for cancer theranostics. Retrospecting the expansion of this field can further strengthen our belief that AIE-active polymers are promising for conceptual innovation and technological breakthroughs in the near future.

To investigate the early-age behaviors of concrete under a restrained condition, a set of apparatus was developed. In this way, the tensile creep and other early-age properties can be investigated in depth. By measuring the modulus of elasticity of concrete, synchronous shrinkage of concrete and steel rings and free shrinkage of concrete, the deformations of concrete ring can be quantified respectively. The experimental results show the tensile stress in concrete is time-dependent, and the stress at cracking is much lower than the tensile strength at that age; the tensile creep plays an important role in relaxing the tensile stress and postponing the cracking of concrete.

Restorating marine coastal ecosystem health as a new goad for integrated catchment management in Tolo Harbour,Hong Kong,China

The present goal of integrated catchment management (ICM) in the Tolo Harbour is to meet with Water Quality Objectives. The performance of an ICM plan Tolo Harbour Action Plan (THAP) is evaluated by using marine coastal ecosystem health indicators including stress indicators and responses indicators. Since the implementation of THAP in 1988 some significant reduction in pollution loading has been observed - reduction of 83 % of BOD load and 82 % of TN between 1988 and 1999. There has been an improvement in the health state of Tolo Harbour marine coastal ecosystem as evidenced in the trends of the physical chemical and biological indicators although some reverse fluctuations in some periods exist. However this can only be considered as the first sign of the ecosystem health restoration since ecosystem health covers not only physical chemical and biological aspects of an ecosystem but also ecosystem-service-function aspect. It is recommended to take the restoration and protection of marine coastal ecosystem health as a new goal instead of water quality objective management for integrated catchment management in Tolo Harbour catchment. Steps to further improve the marine coastal ecosystem health of Tolo harbour are discussed in the paper.
