Many African countries are prone to numerous hazardous events,exacerbated by the vulnerability of their rapidly increasing population and leading to frequent disasters that often have dire fiscal and development ***,there is declining sensitivity to these risks,contrary to the conventional wisdom of disaster management(DM)*** primary aim of this research is to understand the constraints and/or challenges limiting the ability of contemporary African DM systems/institutional frameworks from implementing adequate disaster risk reduction(DRR)*** a qualitative,case study based research strategy,this research investigates resistance to the effective implementation of DM/DRR within Cameroon’s contemporary DM system by using the sendai Framework for Disaster Risk Reduction 2015–2030 guiding principles for DRR as *** findings reveal the existence of resistance factors that particularly complicate the communication,decision making,and coordination of DRR activities,the provision of resources,aspects of international assistance,as well as DRR planning and *** authors argue that such resistance factors contribute to making Cameroon’s DM system more reactive and further undermine risk *** article concludes by offering key recommendations that have the potential to alleviate the identified resistance factors as well as strengthen Cameroon’s DM,particularly in relation to capacity building,training,research development,and organizational resilience.

spacecraft conjunction management plays a crucial role in the mitigation of space *** a conjunction event occurs,resources and time are spent analyzing,planning,and potentially maneuvering the *** work contributes to a subpart of the problem:Confidently identifying events that will not lead to a high collision probability,and therefore do not require further *** method reduces the dimensionality of the data via principal component analysis(PCA)on a subset of ***-risk regions are then determined by clustering the projected data,and events that do not belong to a high-risk cluster are pruned.A genetic algorithm(GA)is developed to optimize the number of clusters and feature selection of the ***,an ensemble learning framework is proposed to combine the suboptimal models for better *** results show that the first set of parameters pruned approximately 50%of the events in the testing set with no false negatives,whereas the second set of parameters pruned 70%of the events and maintained a near-perfect *** results could benefit the optimization of operational resources and allow operators to focus better on the events of interest.

After nearly a decade of application and investigation, a motion amplification device with viscous dampers for energy dissipation has been recognized as an effective solution to mitigate wind or seismic excitation, especially for stiff structural systems. As a result of compensation of amplified motion, it has been proved that the efficiency of viscous damper largely depends on the motion amplification device configuration, particularly for device stiflhess. In this paper, a ＂scissor-jack＂ type of motion amplification device, called a ＂toggle brace damper＂ system, is studied. It is demonstrated that the efficiency of such a device reflected by its amplification factor is not merely a function of its geometric configuration, but is highly dependent on the support elements＇ stiffness as well, similar to the mechanism of a leverage arm. Accordingly, a mathematical model in terms of complex modulus of the viscous damper with consideration of the support brace＇s stiffness is established. The results indicate that the efficiency of the motion amplification device with viscous dampers significantly depends on the stiffness of the support elements. Other parameters, such as toggle brace configuration and damping values of the viscous damper, are studied and compared. As an application example, numerical analyses are conducted to study the dynamic performance of a 39-story office tower installed with toggle brace dampers constructed on soft soil in a reclaimed area, under a combined effect of the vortex shedding of an adjacent existing 52-story building and earthquakes. The results show that viscous dampers with a motion amplification system using a properly designed toggle brace device proved to be an effective solution to alleviate the external excitations.

Hemorrhage is the leading cause of preventable death in combat trauma and the secondary cause of death in civilian trauma.A significant number of deaths due to hemorrhage occur before and in the first hour after hospital arrival.A literature search was performed through PubMed,scopus,and Institute of scientific Information databases for English language articles using terms relating to hemostatic agents,prehospital,battlefield or combat dressings,and prehospital hemostatic resuscitation,followed by cross-reference *** were screened to determine relevance and whether appropriate further review of the original articles was *** on these findings,this paper provides a review of a variety of hemostatic agents ranging from clinically approved products for human use to newly developed concepts with great potential for use in prehospital *** hemostatic agents can be administered either systemically or locally to stop bleeding through different mechanisms of *** of current hemostatic products and further directions for prehospital hemorrhage control are also discussed.

Alzheimer＇s disease （AD）, the predominant form of dementia, is a chronic, incurable neurodegenerative disorder presenting with symptoms includ- ing progressive memory loss and disturbed emotional state. It has been estimated that dementia affects over 47 million people worldwide （Prince et al., 2015）, and with 60-80% of cases attributable to AD.
