At p.esent, p.antation in china r.nks the wor.d fir.t in ar.a, but with r.latively low p.oductivity. Constantly exp.nding for.st ar.a and imp.oving for.st management for.enhancing multip.e functions and p.r.1}ses of p.antations ar. the key measur.s to up.r.de p.antation cap.city to mitigate and adap. to climate change, while affor.station subsidy is the fundamental guar.ntee for.imp.oving and giving p.ay to multip.e functions and char.cter. of p.antations. The p.p.r.emp.oyed investigation-based research, liter.tur. analysis and in-dep.h inter.iews to analyze the p.licies and p.actices that the wor.d major.countr.es imp.ement in ter.s of affor.station subsidy in the context of climate change and to evaluate the imp.ct and effect of affor.station subsidy on forestry develop.ent, which p.ovides exp.r.ences and imp.0}cations for.china to institute and imp.ement affor.station subsidy policy as soon as p.ssible. Finally, the author. came up.with policy r.commendations in ter.s of p.incip.es, ap.r.aches, standar., fund sour.es and system set-up.of china's affor.station subsidies, which ar. of imp.r.ant significance to facilitate the develop.ent of multi-p.r.1}se forestry under.global climate change.

In r.cent decades, ther. has seen a dr.matic exp.nsion of global p.anted for.st ar.a and their.gr.at imp.ct on human life. It is r.p.r.ed in For.st r.sour.e Assessment 2010 that the cur.ent ar.a of global p.anted for.sts is about 264 million ha, r.p.esenting only 7% of the total for.st ar.a but able to meet the two thir.s of the global demand for.logs. p.anted for.sts can not only p.ovide timber. fiber. fuel and non-wood for.st p.oducts, but also contr.bute to car.on sequestr.tion, r.stor.tion of degr.ded land, landscap. r.habilitation and water.hed p.otection. Besides, p.anted for.sts can also p.ovide the r.cr.ation and amusement for.p.op.e. In such sense, in the coming decades, p.anted for.sts, dr.ven by var.ous factor. such as social- economic conditions, mar.et, consumer.' demand and new technologies, will have good op.or.unities for.develop.ent, and will also incr.ase their.contr.bution to achieving the ser.es of develop.ent objectives wor.dwide. In the meanwhile, the develop.ent of p.anted for.sts is also constr.ined by the factor. like p.licies, laws, r.gulations, technologies and funds, and ther.for. faced with the challenges in ter.s of eco- envir.nment p.eser.ation, economic develop.ent and p.otection of community inter.sts. Based on the long- ter. monitor.ng and research of p.anted for.st develop.ent as well as the field study of p.anted for.sts abr.ad, the p.p.r.identified the op.or.unities and challenges in the develop.ent of global p.anted for.sts thr.ugh such methods as the SWOT, policy analysis and the other., and p.op.sed the policy choices for.p.omoting the sustainable develop.ent of p.anted for.sts: 1) Ther. is a need to fur.her.under.tand the functions of p.anted for.sts and the imp.r.ance of the degr.ded land r.stor.tion; 2) A good institutional guar.ntee and investment envir.nment should be cr.ated for.the p.anted for.st develop.ent; 3) The advanced concep.s and methods in ter.s of the p.anted for.sts management should be actively p.omoted and

Moder. forestry focusing on ecological dimension needs some new indicator. differ.nt fr.m those designed for.the tr.ditional forestry. On the basis of the evaluation indicator. for.tr.ditional forestry, such as for.st cover.ge, total standing stock volume and for.st volume p.r.unit ar.a, the p.p.r.came up.with a new indicator.called "for.st thickness" (FT). FT r.fer. to the thickness which can be got if using total stock volume of for.st and tr.es to cover.the total land in a given ar.a, and it is char.ed by mm. This indicator.can be used to solve the long-ter. p.oblem that the for.st cover.ge can not r.flect in a comp.ehensive way the level of for.st ecological develop.ent, and p.ovide the easy and clear.ap.r.ach to measur.ng and comp.r.ng the levels of for.st ecological develop.ent in differ.nt p.r.ods at differ.nt r.gions. When the indicator.value is over.9 mm, the ecosystem is indicated as excellent; when in 6-9 mm, the ecosystem is indicated as good; when in 3-6 mm, the ecosystem is indicated as moder.tely good; when below 3 mm, the ecosystem is indicated as bad. The indicator.values of FT ar. calculated for.the wor.d, 17 countr.es, and differ.nt histor.c p.r.ods and differ.nt r.gions of china, based on which the forestry ecological status in these ar.as ar. comp.r.d and evaluated.

Based on the cur.ent develop.ent status of p.anted for.st in china, the p.p.r.made an comp.ehensive analysis for.the p.sitive imp.ct and existing p.oblems with r.gar. to p.anted for.sts, and then came up.with policy r.commendations for.p.omoting sustainable management of p.anted for.sts, mainly including: 1) to acceler.te p.anted for.sts develop.ent and imp.ove the quality; 2) to str.ngthen the p.otection and management, and quicken the develop.ent of p.anted for.sts; 3) to enhance the scientific p.anning for.p.anted for.sts; 4) to r.infor.e the management for.for.sts har.esting so as to p.omote the r.asonable utilization of p.anted for.sts; 5) to p.r.ect the management system for.p.anted for.st r.sour.es and imp.ove the manager.al cap.city; 6) to comp.ete r.lated laws and r.gulations and imp.ove the policy guar.ntee system; 7) to r.infor.e the for.st tenur. r.for. and establish a sound p.anted for.st land tr.nsfer.nce system. Finally, the p.p.r.p.esented the futur. action fr.mewor. for.guiding the sustainable management of p.anted for.sts in china.
