The rural settlements accounted for a great proportion of overall building land in China,but it still expanded in recent years along with urbanization and gradually decreasing rural population.To explore the reason for this phenomenon,an analy- sis has been made based on the investigation in a traditional agri- cultural region.This study found that socioeconomic factors,in- cluding the scale of families and its quantity,the improvement of rural public infrastructure,the change of population and the pres- sure of arable land,have effects on the expansion.The view on land tenure which has shaped in farmers minds in the long haul makes them dispose their houses cautiously,and this was the main cause of the fact that one household own more than one plot.In addition,the limitations of rural land institution are unconducive to inspiriting the transfer of farmers' building land and redevel- opment of the idle housing land.

The exploitation of mineral resources plays an important role in promoting national economic development. Mining is an essential component of China's industrial economy. Using grey correlation method to analyze the correlative effect of mineral resources exploitation to relevant industries, using national income method to calculate the pulling effect of mineral resources exploitation to economic growth and using graphs as well as tables to analyze the income distribution effect, the article obtains active economic effect of mineral resources development in Bijie, guizhou. Moreover, from the view of resources-cored effect, the article analyzes negative effects such as single industrial structure brought by mineral resource development. Through analysis, we find that mineral resources exploitation to some extent brings active effects including gross domestic product growth, local financial revenue growth and relevant industries development; however, its negative effects should not be ignored. The negative effect can be lightened by diversifying industrial structure and prolonging industrial chain.

Conversion Margins for the Major Uses of Agricultural Land and Their Variations in Shandong Province, China

It is of practical significance for the decision-making on country food security and farmland protection to analyze the conversion margins for the major uses of agricultural land and their variations. Based on the panel data of wheat, corn, vegetable, fruit, and forests productions from 520 investigated farmer households of 13 investigated villages in Shandong Province from 2003 to 2009, and using Cobb-Douglas production function, the revenue conversion margins can be obtained separately, between different grain-crops (wheat, corn) and different non-grain crops (vegetable, fruit, forests), and the conversion relationship between growing grain( wheat, corn) and going out for non-farm work. The results show that from 2003 to 2009, growing wheat and corn are more economically and reasonably for farmers, compared with growing vegetable, but growing wheat and corn are becoming less economically and less reasonably day by day, compared with planting forests. Moreover, the conversion margin between wheat and fruit shows obvious scissors difference. Just from 2007, farmers' growing fruit became economically and reasonably, but until 2009, compared with going out to work after abandoning farm8land, growing wheat had no economic rationality. From 2003 to 2009, farmers' growing corn is more profitable than growing fruit and going out for non-farm work after abandoning farmland. The subsidies for wheat and corn have increased farmers' comparative income from food production remarkably, but the subsidies cannot change the general tendency that farmers transform food (wheat, corn) production into non-food (especially forests) production. The revenue difference between growing wheat, corn and vegetable and growing fruit and forests is being pulled ceaselessly bigger, and the tendency that farmers transform wheat, corn and vegetable growing lands into fruit and forests growing lands has become increasingly apparent.

The mineral resources exploitation stage and the economic growth rate are various in different regions of Xinjiang Autonomous region. Using the method of location quotient, this paper identifies and classifies the intensive regions of three types of mineral resources, known as coal, oil and natural gas, respectively. The intensive regions of economic growth were also identified, according to the rate of per capita GDP growth at prefecture, autonomous prefecture and city. The relationships between different mineral resources and economic growth are different, for example, the relationship between economic growth and coal resource is positive, while the relationship between economic growth and oil resource, or natural gas resource is negative. This study empirically examines the effects of natural resources on economic growth of Xinjiang. The results show that whilst natural resources have a positive impact on growth, and can make a negative impact on growth through the transmission channels, such as investment, manufacture, human capital, and scientific and technologic innovation. Moreover, it studies the transmission channels, that is, the effect of natural resources on the other explanatory variables, and calculates the indirect effect of natural resources on growth for each transmission channel, and comprehensive effects of natural resources on growth. The calculated result of comprehensive effects indicates that the positive direct effects of natural resources on growth are shown to outweigh the negative indirect effect of Xinjiang autonomous region.

This paper analyzes the existence of developmental views and compares the results of previous studies for underdeveloped regions. In view of the limitations of previous studies, this study details regional unit, expands index system, applies factor-analysis to structure index system, uses the fuzzy comprehensive evaluation model to improve analytic hierarchy process, and identifies the economic developmental levels of 384 regions, including 4 municipalities, 333 cities at prefecture level, and 47 counties under the jurisdiction of province. The levels of the 47 counties are identified by dividing the rank of comprehensive values of more than 337 regions unit into five equal graduations and then matching the 47 counties with the five-graduation results. This study provides the distribution of resources-rich region in China qualitatively and quantitatively in terms of coal, oil gas and other 14 kinds of metal mineral resources. Finally, by matching the two parts of results, this study identifies the distribution of underdeveloped resource-rich regions (URRRs). URRRs are mainly distributed in Shaanxi, Shanxi, guizhou, Yunnan, Sichuan, He’nan, Shandong, guangxi and Gansu provinces, which accounts for 78.57% of the total in China. To a certain degree, the result of this paper proves that “resources curse” existing in the national stratification plane in later 20th century still takes places in some cities in China, especially in the counties of these cities’ jurisdiction.

[目的]系统揭示和重构产业发展与生态环境保护的内在关系。[方法]文章基于产业经济学、生态经济学等理论及产业生态化和生态产业化实践探索,对产业生态化和生态产业化的客观需求、基本内涵、实践路径等进行了系统刻画。[结果]我国生态文明体系正在加速形成,以产业生态化和生态产业化为核心内容的生态经济体系是其重要组成部分;产业生态化是产业实现资源节约、环境友好、生态保育的过程,是产业绿色转型发展的过程;生态产业化是生态产品服务的价值实现过程,是“绿水青山”转化成“金山银山”的过程;目前产业生态化和生态产业化,均面临资金、技术、市场等困难,也存在一系列制度性障碍。[结论]为促进产业生态化和生态产业化进程,需要进一步改革管理体制、创新监管机制、建立健全规制,尤其要科学设计和运用政策工具箱,大力增加绿色产品和绿色服务的有效供给,满足人民群众日益增长的美好生活需求,加速美丽中国建设进程和全面富裕社会建设进程。

The underdeveloped resource-rich region in China refers to the underdeveloped region with abundantnatural resources. The problem for these regions sustainable development cannot be negligible for its particularity innatural resources and environment. This paper mainly examines the issue about resource tax reform and the sustainabledevelopment of underdeveloped resource-rich regions. It first expatiates on regional characteristics of underdevelopedresource-rich regions, then analyzes the effect that resource tax has on the sustainable development of this type of regions,takes Yulin City as example to illuminate the negative influence on the sustainable development of those regions due to thedesign limitation of the existing resource tax, and put forward some suggestions, including to delegate tax legislativepower to lower levels, to increase resource tax rate, to expand its levied scope to give play to the potential main tax to localrevenue, to improve the design of resource tax, to enhance the its function of resource saving and environmentalprotection, to attach importance to regional interest of underdeveloped resource-rich regions and to improve of theinterest distribution system concerning the tax system and resource exploitation.

健全国家自然资源资产管理体制和加强自然资源资产管理是生态文明建设的内在要求。从自然资源资产的概念入手,系统总结和梳理自然资源资产研究进展,研究发现:中国自然资源资产的概念分歧主要在自然资源资产的范围与侧重点;自然资源资产研究主要关注点在自然资源资产负债表、自然资源资产管理和自然资源资产离任审计三个方面。自然资源资产研究存在研究方法较单一,研究深度待提高,研究系统性不足,关联性、层次性较差,跨学科研究丰度不够等问题。建议应加强自然资源资产产权、自然资源资产核算、关键自然资源资产识别、自然资源资产变动机理等基础性问题研究,并在自然资源资产价值实现、国有自然资源资产监管、自然资源资产政策工具设计和应用、自然资源资产大数据及应用等领域进行研究拓展。
