The purpose of the present study i. to develop a counterpart of the speci.l relati.i.y theory that i. consi.tent wi.h the exi.tence of a preferred frame but, li.e the standard relati.i.y theory, i. based on the relati.i.y pri.ci.le and the uni.ersali.y of the (two-way) speed of li.ht. The synthesi. of such seemi.gly i.compati.le concepts as the exi.tence of preferred frame and the relati.i.y pri.ci.le i. possi.le at the expense of the freedom i. assi.ni.g the one-way speeds of li.ht that exi.ts i. speci.l relati.i.y. i. the framework developed, a degree of ani.otropy of the one-way speed acqui.es meani.g of a characteri.ti. of the really exi.ti.g ani.otropy caused by moti.n of an i.erti.l frame relati.e to the preferred frame. The ani.otropi. speci.l relati.i.y ki.emati.s i. developed based on the symmetry pri.ci.les: 1) Space-ti.e transformati.ns between i.erti.l frames leave the equati.n of ani.otropi. li.ht propagati.n i.vari.nt and 2) a set of the transformati.ns possesses a group structure. The Li. group theory apparatus i. appli.d to defi.e groups of transformati.ns between i.erti.l frames. Applyi.g the transformati.ns to the problem of calculati.g the CMB temperature di.tri.uti.n yi.lds a relati.n i. whi.h the angular dependence coi.ci.es wi.h that obtai.ed on the basi. of the standard relati.i.y theory but the mean temperature i. corrected by the terms second order i. the observer veloci.y.
