Look to the California system of water management and allocation to improve the allocation of China’s water resources. Incentivize water market based pricing schemes and permit system through a hybrid laissez-faire water bank and administrative mediation, tax, and license. This paper investigates the optimal cost-benefit coefficient of the California Water Bank with an eye to manage China’s water resources. Water available by volume has a price, while water pollution as measured by quality standards has a cost. Consumptive users pay for water by volume and quality, while water polluters pay for water treatment. In 2005, the PRC’s Ministry of Water Resources （MWR） published an important opinion, charging water basin management teams to "Give full play to the market mechanism for allocation of water resources." In this thesis I have taken the government’s challenge to heart by investigating California’s market mechanisms from a legal standpoint. I hope it serves Chinese policy makers to reform water markets.

There is an urgent need to solve the problem of workplace bullying in both private and government *** at work creates serious negative consequences to the victims and the organization affecting their *** magnitude of the problem necessitates state intervention to correct market and government *** policy paper studies office bullying and the need to legislate to realize efficient and effective allocation of government and private *** is guided by the Constitutional mandate that maintenance of peace,harmony,health and safety at work is an inherent duty of the State because of its inherent power to issue orders and command obedience to mitigate its *** Cost Benefit Analysis,Institutional Analysis to policy making,and Rational-Decision making as tools for analysis,crafting and passing upon a statute is the most feasible means to address the problem of workplace *** need to legislate a national policy on workplace bullying is necessary to mitigate its negative consequences both to employees and organizational *** bullying as a public issue also requires strict monitoring and evaluation of the implementation of similar or related laws may also address the problems cause by the same destructive behaviors but are inadequately explored in many researches.

AIM:To study if impaired renal function is associated with increased risk of peri-infarct heart failure (HF) in patients with preserved ejection fraction (EF).METHODS:Patients with occluded infarct-related arteries (IRAs) between 1 to 28 d after myocardial infarction (MI) were grouped into chronic kidney disease (CKD) stages based on estimated glomerular filtration rate (eGFR).Rates of early post-MI HF were compared among eGFR *** regression was used to explore independent predictors of ***:Reduced eGFR was present in 71.1% of 2160 patients,with significant renal impairment (eGFR < 60 mL/min every 1.73 m2) in 14.8%.The prevalence of HF was higher with worsening renal function:15.5%,17.8% and 29.4% in patients with CKD stages 1,2 and 3 or 4,respectively (P < 0.0001),despite a small absolute difference in mean EF across eGFR groups:48.2 ± 10.0,47.9 ± 11.3 and 46.2 ± 12.1,respectively (P=0.02).The prevalence of HF was again higher with worsening renal function among patients with preserved EF:10.1%,13.6% and 23.6% (P < 0.0001),but this relationship was not significant among patients with depressed EF:27.1%,26.2% and 37.9% (P= 0.071).Moreover,eGFR was an independent correlate of HF in patients with preserved EF (P=0.003) but not in patients with depressed EF (P=0.181).CONCLUSION:A significant proportion of post-MI patients with occluded IRAs have impaired renal *** renal function was associated with an increased rate of early post-MI HF,the association being strongest in patients with preserved *** findings have implications for management of peri-infarct HF.
