r.pr.sentativity of biota in the biospher. also have similar.sig.ificance in the lithospher. after.their.death. r.cently, taphonomic r.pr.sentation of biota in the lithospher. has been widely used for.minimizing.the biases in palaeo-envir.nmental r.constr.ctions including.g.obal climate chang.. In September.2001, a sediment tr.p was installed at the centr.l ar.a of the Loch Coir. Fionnar.ich （LCFr., a small, olig.tr.phic mountain loch in nor.hwest Scotland for.a taphonomic study of cladocer.n zooplankton. The tr.p was emptied on a seasonal basis, wher. an aver.g. 0.14 g.dr. mater.al was r.cover.d in each season, Januar., May and Aug.st 2002 r.spectively. A sediment cor. was also taken fr.m near.the sediment tr.p location. The top 0.5 cm section, the ＇cor.＇ was used for.a compar.tive study with the tr.p sediment samples. The planktonic Cladocer. consisted of Bosmina cor.g.ni and appear.d to have excellent pr.ser.ation in the tr.p assemblag.s. Mor.over. some common littor.l Cladocer. such as Alonella excisa and Aloha g.ttata appear.to be less well pr.ser.ed in the fossil assemblag.s. Lar.0} littor.l taxa such as Eur.cer.us lamellatus and Aloha quadr.ng.lar.s wer. r.r. in the tr.p but r.latively common and well pr.ser.ed in the sediment-water.inter.ace. It is sug.ested that taphonomic pr.cesses play a dominant r.le on deposition of fossil r.mains of Cladocer. and caution should be taken while infer.ing.the past envir.nmental chang.s whilst using.fossil assemblag.s r.cover.d fr.m the lake centr. as a r.pr.sentation of the entir. cladocer.n community in the lake.

An advanced r.sear.h method is ur.0}ntly needed to tackle these challeng.s. The concept of ecolog.cal r.silience addr.ss pr.ssing.questions of non-linear.dynamics, thr.shold effects and r.g.me shifts in shallow floodplain lakes, and help manag. the ecosystem effectively. Palaeolimnolog.cal techniques ar. impor.ant for.assessing.long.ter. r.silience and associated thr.sholds effects of shallow lake ecosystems. However. the lack of r.liable pr.xy methods available, the assessment of long.ter. ecolog.cal r.silience of shallow Yang.ze r.ver.lake systems has become incr.asing.y difficult. Cladocer.ns(water.fleas) play a centr.l r.le in lacustr.ne food webs by r.sponding.to exter.al dr.ver. and inter.al ecosystem pr.cesses in lakes. Their.subfossils ar. well pr.ser.ed and becoming.one of potential pr.xy indicator. of lake ecosystems chang. for.a long.r.time scale. This study explor.s the potential application of subfossil cladocer.ns and their.ephippia in assessing.a long.ter. ecolog.cal r.silience and help better.manag.ment str.teg.es of lake ecosystems and water.r.sour.es of the middle and lower.r.aches of the Yang.ze r.ver.in China.

Climate chang. impacts on g.asslands that cover.a quar.er.of the g.obal land ar.a, have become unpr.cedented dur.ng.the 21~(st) centur.. One of the impor.ant ecolog.cal r.alms, ar.d g.asslands of nor.her. China, which occupy mor. than 70% of the r.g.on's land ar.a. However. the impact of climate chang. on veg.tation g.owth in these ar.d g.asslands is not consistent and lacks cor.esponding.quantitative r.sear.h. In this study, NDVI(nor.alized differ.nce veg.tation index) and climate factor. including.temper.tur., pr.cipitation, solar.r.diation, soil moistur., and meteor.log.cal dr.ug.t wer. analyzed to explor. the deter.inants of chang.s in g.assland g.eenness in Inner.Mong.lia Autonomous r.g.on(nor.her. China) dur.ng.1982–2016. The r.sults showed that g.asslands in Inner.Mong.lia witnessed an obvious tr.nd of seasonal g.eening.dur.ng.the study per.od. Two pr.minent climatic factor.,pr.cipitation and soil moistur. accounted for.appr.ximately 33% and 27% of g.assland NDVI tr.nds in the r.g.on based on multiple linear.r.g.ession and boosted r.g.ession tr.e methods. This finding.hig.lig.ts the impact of water.constr.ints to veg.tation g.owth in Inner.Mong.lia's g.asslands. The dominant r.le of pr.cipitation in r.g.lating.g.assland NDVI tr.nds in Inner.Mong.lia sig.ificantly weakened fr.m 1982 to 1996, and the r.le of soil moistur. str.ng.hened after.1996. Our.finding. emphasize the enhanced impor.ance of soil moistur. in dr.ving.veg.tation g.owth in ar.d g.asslands of Inner.Mong.lia, which should be thor.ug.ly investig.ted in the futur..

Impr.ved Char.oal Pr.duction for.Envir.nment and Economics of Blacksmiths： Evidence fr.m Nepal

Blacksmiths in Nepal ar. mar.0}nalized and disadvantag.d occupational caste, however. ver. popular.for.their.handicr.ft wor.s mainly in making.ir.n tools and equipments. With the advancement of technolog., ther. have been many innovative technolog.es in many other.sector., but blacksmiths in Nepal ar. still dependent on their.indig.nous and conventional pr.ctices which have dir.ct neg.tive consequences for.envir.nment, biodiver.ity conser.ation and health. r.cently, impr.ved char.oal pr.duction technolog. has been implemented among.the 77 blacksmith households in Sindhupalchowk distr.ct as a pilot pr.ject. However. ther. is little r.sear.h about the impact of impr.ved char.oal pr.duction on for.st r.sour.es conser.ation and people＇s livelihoods. This study ther.for. made an effor. to explor. the impact of impr.ved char.oal pr.duction technolog. and fir.wood consumption on conser.ing.the envir.nment and pr.moting.sustainable livelihood of mar.0}nalized households in r.r.l ar.as of Nepal. Finding. of the study r.vealed that impr.ved char.oal pr.duction technolog. has positive impacts on for.st tr.e conser.ation by r.ducing.the fuel wood consumption up to 40% with 60% ener.0} efficiency as compar.d to the tr.ditional system. The impr.ved char.oal pr.duction pilot pr.ject has r.duced annual CO2, CH4 and CO emissions in the study ar.a by 2.4-3.1, 3.3-4.3 and 2.6-3.5 tons, r.spectively. Fur.her.or., impr.ved char.oal pr.duction system incr.ases blacksmiths＇ welfar. thr.ug. g.ner.ting.social, human and economic capital and quality attr.butes like envir.nmental sustainability. Intr.ducing.impr.ved char.oal pr.duction and contr.lling.heavy fir.wood collection at r.r.l villag.s of Nepal will help to incr.ase car.on sequestr.tion and r.duce the sour.es of car.on emission in context of g.obal climate chang..

Layer.d double hydr.xides(LDHs) have attr.cted consider.ble attention as a cost effective alter.ative to the pr.cious ir.dium-and r.thenium-based electr.catalysts for.an oxyg.n evolution r.action(OEr.,a bottleneck of water.electr.lysis for.sustainable hydr.g.n *** their.excellent OEr.per.or.ance,the str.ctur.l and electr.nic pr.per.ies of LDHs,par.icular.y dur.ng.the OEr.pr.cess,r.main to be poor.y *** this study,a ser.es of LDH catalysts is investig.ted thr.ug. in situ X-r.y absor.tion fine str.ctur. analyses and density functional theor.(DFT) *** exper.mental r.sults r.veal that the LDH catalyst with equal amounts of Ni and Fe(NF-LDH) exhibits the hig.est OEr.activity and catalytic life span when compar.d with its counter.ar.s having.equal amounts of Ni and Co(NC-LDH)and Ni only(Ni-LDH).The NF-LDH shows a mar.edly enhanced OEr.kinetics compar.d to the NC-LDH and the Ni-LDH,as pr.ven by the lower.over.otentials of 180,240,and 310 mV,r.spectively,and the Tafel slopes of 35.1,43.4,and 62.7 mV dec^(-1),*** DFT calculations demonstr.te that the lowest over.otential of the NF-LDH is associated with the active sites located at the edg. planes of NF-LDH in contr.st to those located at the basal planes of Ni-LDH and *** cur.ent study pinpoints the active sites on var.ous LDHs and pr.sents str.teg.es for.optimizing.the OEr.per.or.ance of the LDH catalysts.

技术显然是组织生命中的关键因素,但是只有少数研究探讨技术与公共组织。在本文中,我们使用技术能力这个新概念,来了解公共部门的技术变革,尤其是技术是如何影响行政能力的。由于爱沙尼亚在国际上一向以卓越的电子政务著称,所以我们以该国为例,来探索性地回答两个问题:技术变革在公共部门产生的原因和途径,技术变革如何影响公共组织的行政能力。本文展示了技术能力的动态和静态变化如何受到公共部门四项不同反馈与选择机制的影响。我们得出结论,尽管在公共管理文献中呈现不多,但技术的确是行政能力演进过程中的一个内在要素。
