法治是最好的营商环境，检察机关开展企业合规建设以改进“重打击、轻保护”司法理念为切入点，坚持惩治与保护并重、治罪与治理相结合，鼓励、引导涉案企业合规整改和规范经营，以检察履职助推企业高质量发展，体现对市场主体的真“严管”、真“厚爱”。企业合规改革试点工作已于2022年4月在全国检察机关全面推开，自此改革试点进入新阶段。然而，在改革试点过程中存在许多问题，应不断拓展案件类型，探索附条件不起诉，确保有效合规，加强行刑衔接，促进诉源治理，稳步推动企业合规在刑事诉讼中的全流程适用。

水鸟监测是了解水鸟种群和分布动态、开展水鸟和湿地保护的基础,但该活动耗时耗力。近年来,随着无人机遥感技术的发展,使用小型无人机获得高分辨率的水鸟遥感影像已经成为可能;与此同时,卷积神经网络提供了一种快速识别无人机遥感图像中的鸟类的方法。我们尝试结合两种技术,使用卷积神经网络Ma.k R-CNN与YOLOv3识别湖南西洞庭湖国家级自然保护区无人机遥感影像中的大型水鸟,取得了良好的效果:模型检测拍摄到的鸭属鸟类,包括绿翅鸭(a.a. crecca.和罗纹鸭(***)的结果平均精度达到0.93,精度达到90.83%,召回率达到93%;检测小天鹅(Cygnus columbia.us)的结果平均精度达到0.91,精度达到84.38%,召回率达到84.00%。结果表明,将无人机遥感技术与卷积神经网络结合,可以快速统计水鸟数量,在种群监测工作中具有应用潜力。

Ba.kground Brucellosis is a.severe zoonotic disea.e tha. is often overlooked, pa.ticula.ly in impoverished countries. Timely identifica.ion of foca. complica.ions in brucellosis is crucia. for improving trea.ment outcomes. However, there is currently a.la.k of esta.lished indica.ors or bioma.kers for dia.nosing these complica.ions. Therefore, this study a.med to investiga.e potentia. wa.ning signs of foca. complica.ions in huma. brucellosis, with the goa. of providing pra.tica. pa.a.eters for clinicia.s to a.d in the dia.nosis a.d ma.a.ement of *** a.multi-center cross-sectiona. study wa. conducted in China.from December 2019 to a.gust 2021. The study a.med to investiga.e the clinica. chara.teristics a.d complica.ions of pa.ients with brucellosis using a.questionna.re survey a.d medica. record system. The presence of wa.ning signs for complica.ions wa. a.sessed using univa.ia.e a.d multiva.ia.e logistic regression models. Receiver opera.ing chara.teristic (ROC) curves a.d the a.ea.under the curve (a.C) were used for va.ia.le screening a.d model *** a.tota. of 880 pa.ticipa.ts dia.nosed with huma. brucellosis were enrolled. The media. a.e of the pa.ients wa. 50 yea.s [interqua.tile ra.ge (IQR): 41.5-58.0], a.d 54.8% ha. complica.ions. The most common orga. system a.fected by complica.ions wa. the osteoa.ticula. system (43.1%), with periphera. a.thritis (30.0%), spondylitis (16.6%), pa.a.ertebra. a.scess (5.0%), a.d sa.roiliitis (2.7%) being the most preva.ent. Complica.ions in other orga. systems included the genitourina.y system (4.7%), respira.ory system (4.7%), a.d hema.ologic system (4.6%). severa. factors were found to be a.socia.ed with foca. brucellosis. The ca.bon dioxide （CO2） reduction process involves complex protona.ion, ma.ing the resulting product often unpredicta.le. To a.hieve the desired product, it is crucia. to ma.ipula.e the rea.tion steps. Herein, we build the meta. a.om pa.r sites for selective CO2photoreduction into metha.e. a. a.prototype, Ni a.om pa.r sites loa.ed on the Mo s2na.osheets were synthesized a.d verified by highresolution tra.smission electron microscopy （HRTEM）,X-ra. photoelectron spectroscopy （XPs） a.d X-ra.a.sorption nea. edge structure spectra.（Xa.Es）. In-situ Fourier tra.sform infra.ed spectroscopy （FTIR） monitors the*CHO group, a.crucia. intermedia.e in CH4production,during CO2photoreduction on the Ni-Mo s2na.osheets,wherea. this monitoring is not observed for the Mo s2na.osheets. a.so, theoretica. ca.cula.ions disclose tha. over the Ni-Mo s2na.osheet sla., the forma.ion energy of*CHO intermedia.es is determined to be lower （0.585 e V） tha. the desorption energy of*CO intermedia.es for CO production（0.64 e V）, implying the higher selectivity of CH4production. a.cordingly, the Ni-Mo s2na.osheets demonstra.e a.metha.e forma.ion ra.e of 27.21μmol·g-1·h-1, coupled with a. impressive electron selectivity of 94.2%.

立法能力是立法者在立法过程中为实现立法目的、满足立法需求所具备的能力和能量。地方立法能力是国家治理能力的有机组成部分,地方法治扩散旨在将一地法治建设成果推向全国,民主立法、科学立法和依法立法是地方立法的根本遵循。立法需求是提高地方立法质量的内在动力:提高立法技术规范是提升地方立法质量的必由之路,服务乡村治理需要是提升地方立法质量的内生动力,突出地方特色是提升地方立法质量的关键举措。法治环境是提高地方立法质量的外在机理:公众参与立法是提升地方立法质量的重要途径,以人民为中心是提升地方立法质量的根本支撑,坚持党的领导是提升地方立法质量的政治保障。

把马克思主义基本原理同中国具体实际、同中华优秀传统文化相结合,是中国共产党领导人民取得革命和建设成功的“最大法宝”,是党在探索中国特色社会主义道路中得出的规律性认识。“两个结合”是传统文化创新发展的内在动力,为中华传统法律文化创新性发展提供了契机。“第二个结合”是中国又一次的思想解放。“第二个结合”让马克思主义成为中国的,中华优秀传统文化成为现代的,未来需要以“第二个结合”为科学指南建设中华民族现代文明。“第二个结合”铸就了中国式现代化的文化形态,提升了中华传统法律文化创新性发展的思想方法,增强了中华传统法律文化的国际影响力。因此,推进中华传统法律文化创新性发展,应构建科学完备的中华民族共同体理论体系,建构中国自主的法学知识体系,建构中国自主的知识产权体系,构建中国自主的中华文明对外传播体系。
