China and the EU as Global Actors:Challenges and Opportunities for Joint Cooperation

This paper examines the level of cooperation which China and the EU undertake on global issues,especially with regard to the future roles of international organizations such as the UN,the IMF,the World Bank,the G20,the form and practice of multilateralism,the prospects and direction of a multipolar/core world,and whether the two tend to be partners rather than competitors on issues of climate change and energy *** applies the approach of international security cooperation and relies primarily on documentary evidence(e.g.,communiqués on global or regional governance aspects,issued at EU-China summits or separately by each).This paper argues that the"misunderstanding"on principles between the EU and China is at odds with the growing economic interdependencies between the two *** EU and China,two of the pillars in the emerging multipolar order,have fundamentally opposed attitudes to key aspects of global politics,such as sovereignty and multilateralism,and these differences are bound to create further tensions in the development of global governance regimes in the *** originality of this paper lies in that it moves beyond the traditional form of investigating on how each China and the EU perceive each other in cooperation terms by focusing instead on the level of cooperation both partners pursue with regard to multilateralism and within the activities of international organizations.

The moisture aging effect and mechanism of asphalt binder during the in-service life of pavement were investigated by laboratory simulating *** aging vessel（PAV） test simulating the long-term aging of binder during the in-service life of pavement was modified to capture the long-term moisture aging effect of *** grade tests including penetration test,soften point test,and ductility test as well as SuperpaveTM performance grade tests including viscosity test,dynamic shear rheometer test,and bending beam rheometer test were conducted to fully evaluate the moisture aging effect of *** transform infrared spectroscopy test and Gel-permeation chromatography test were applied to provide a fundamental understanding of the moisture aging mechanism of *** results indicate that moisture condition can accelerate the aging of asphalt binder and shorten the service life of asphalt *** modified PAV test with moisture condition can well characterize the moisture aging properties of asphalt binder.

The study investigates the potential of UAV-based remote sensing technique for monitoring of Norway spruce health condition in the affected forest *** objectives are:(1)to test the applicability of UAV visible an near-infrared(VNIR)and geometrical data based on Z values of point dense cloud(PDC)raster to separate forest species and dead trees in the study area;(2)to explore the relationship between UAV VNIR data and individual spruce health indicators from field sampling;and(3)to explore the possibility of the qualitative classification of spruce health *** based on NDVI and PDC raster was successfully applied for separation of spruce and silver fir,and for identification of dead tree *** between common beech and fir was distinguished by the object-oriented image *** was able to identify the presence of key indicators of spruce health,such as mechanical damage on stems and stem resin exudation linked to honey fungus infestation,while stem damage by peeling was identified at the significance *** results contributed to improving separation of coniferous(spruce and fir)tree species based on VNIR and PDC raster UAV data,and newly demonstrated the potential of NDVI for qualitative classification of spruce *** proposed methodology can be applicable for monitoring of spruce health condition in the local forest sites.

There has been a renewed interest in algorithm development for image reconstruction from highly incomplete data in computed tomography （CT）. Such algorithms may lead to reduced imaging dose and time, and to the design of innovative configurations tailored to specific imaging tasks. In recent years, a carbon-nanotube （CNT）-based field-emission x-ray source has been developed, which offers easy electronic control of radiation and thus can be an ideal candidate for gated imaging. We have recently proposed algorithms for image reconstruction from fan- and cone-beam data collected at highly sparse angular views through minimization of the total-variation （TV） of the image subject to the condition that the estimated data are consistent with the measured data, In this work, we investigate and demonstrate the application of the TV-minimization algorithm to reconstructing images from mouse data acquired with a CNT-based CT scanner at a number of views much lower than what is used in conventional CT imaging. The results demon- strate that the TV-minimization algorithm can yield images with quality comparable to those obtained from a large number of views by use of the conventional algorithms. The significance of the work may lie in that the substantial reduction of projection views promised by the TV-minimization algorithm can be exploited for reducing imaging dose and time or for improving temporal resolution in tasks such as dynamic imaging.

Proteins perform various biological functions in the cell by interacting and binding to other proteins,DNA,or other small *** interactions occur in cellular compartments with different salt concentrations,which may also vary under different physiological *** goal of this study is to investigate the effect of salt concentration on the electrostatic component of the binding free energy(hereafter,salt effect)based on a large set of 1482 protein-protein complexes,a task that has never been done *** the proteins are irregularly shaped objects,the calculations have been carried out by a means of finite-difference algorithm that solves PoissonBoltzmann equation(PB)*** performed simulations using both linear and non-linear PB equations and found that non-linearity,in general,does not have significant contribution into salt effect when the net charges of the protein monomers are of different polarity and are less than five electron ***,for complexes made of monomers carrying large net charges non-linearity is an important factor,especially for homo-complexes which are made of identical units carrying the same net charge.A parameter reflecting the net charge of the monomers is proposed and used as a flag distinguishing between cases which should be treated with non-linear Poisson-Boltzmann equation and cases where linear PB produces sound *** was also shown that the magnitude of the salt effect is not correlated with macroscopic parameters(such as net charge of the monomers,corresponding complexes,surface and number of interfacial residues)but rather is a complex phenomenon that depends on the shape and charge distribution of the molecules.

A consistency condition is developed for computed tomography （CT） projection data acquired from a straight-line X-ray source trajectory. The condition states that integrals of normalized projection data along detector lines parallel to the X-ray path must be equal. The projection data is required to be untruncated only along the detector lines parallel to the X-ray path, a less restrictive requirement compared to Fourier conditions that necessitate completely untruncated data. The condition is implemented numerically on simple image functions, a discretization error bound is estimated, and detection of motion inconsistencies is demonstrated. The results show that the consistency condition may be used to quantitatively compare the quality of projection data sets obtained from different scans of the same image object.

Harnessing the enhanced light-matter coupling and quantum vacuum fluctuations resulting from mode volume compression in optical cavities is a promising route towards functionalizing quantum materials and realizing exotic states of ***,we extend cavity quantum electrodynamical materials engineering to correlated magnetic systems,by demonstrating that a Fabry-Pérot cavity can be used to control the magnetic state of the proximate quantum spin liquidα-RuCl_(3).Depending on specific cavity properties such as the mode frequency,photon occupation,and strength of the light-matter coupling,any of the magnetic phases supported by the extended Kitaev model can be *** particular,in the THz regime,we show that the cavity vacuum fluctuations alone are sufficient to bringα-RuCl_(3) from a zigzag antiferromagnetic to a ferromagnetic *** external pumping of the cavity in the few photon limit,it is further possible to push the system into the antiferromagnetic Kitaev quantum spin liquid state.

Mesh parameterization is one of the fundamental operations in computer graphics(CG) and computeraided design(CAD). In this paper, we propose a novel local/global parameterization approach, ARAP++, for singleand multi-boundary triangular meshes. It is an extension of the as-rigid-as-possible(ARAP) approach, which stitches together 1-ring patches instead of individual triangles. To optimize the spring energy, we introduce a linear iterative scheme which employs convex combination weights and a fitting Jacobian matrix corresponding to a prescribed family of transformations. Our algorithm is simple, efficient, and robust. The geometric properties(angle and area)of the original model can also be preserved by appropriately prescribing the singular values of the fitting matrix. To reduce the area and stretch distortions for high-curvature models, a stretch operator is introduced. Numerical results demonstrate that ARAP++ outperforms several state-of-the-art methods in terms of controlling the distortions of angle, area, and stretch. Furthermore, it achieves a better visualization performance for several applications, such as texture mapping and surface remeshing.
