While idealized crisis response involves smooth coordination between relevant actors, friction between levels of government and between the state and civil society in responding to catastrophe may be more *** article builds a theory of cross-level friction during and after crisis by analyzing the conditions when discord is most likely. With a medium-N dataset(N = 18) of disaster responses from, among other countries, Chile, Haiti, Japan,North America, the philippines, and Somalia, I carry out quantitative and qualitative analysis of cases with a variety of levels of friction to investigate the conditions that lead to misalignment. Tobit regression, qualitative comparative analysis, and case studies that take into account levels of economic development, government structure, nongovernmental organization density, and levels of damage demonstrate that low levels of development, lower levels of economic costs from the crisis, and poor planning and logistical infrastructure correlate with a higher likelihood of friction between disaster response *** not definitive, these findings come with theoretical and practical implications as climate change makes extreme weather events and future disasters more likely and more powerful.

Capturing CO2 Emissions in the George C. Wallace Tunnel: A Case Study

This paper describes the design of a ventilation system to be paired with a carbon capture system. The ventilation system utilizes the geometry of the George C. Wallace tunnel, located in the City of Mobile, Alabama, USA to capture and redirect emissions to a direct air capture (DAC) device to sequester 25% of the total CO2 mass generated from inside the tunnel. The total CO2 mass rate for the westbound traffic between the week-day hours of 7 a.m. and 6 p.m. has been estimated between 2,300 to 3,000 lbs./hr. By sequestering these emissions, the overall surrounding air quality was shown to be improved to a level that mirrors that from the pre-US industrial era of 270 ppm.

Nutrient sensing and signaling is an important area of plant biological research because of the role of plant nutrition in crop production and the constraints that nutrient limita- tions put on plant growth and optimal yields. The increasing cost, the limited supplies, and the negative impacts of excess application of fertilizer on the environment have all led to more research into understanding how plants acquire, sense, and utilize nutrients. Approximately two and a half years ago, Molecular plant published a special issue （March 2010） with a series of review articles and ori- ginal research papers on nutrient sensing and signaling. Many reviews have appeared and provide excellent sum- maries for research advances in this area （Ho and Tsay, 2010; Krouk et al., 2010a; Chiou and Lin, 2011; Gutierrez, 2012）. This highlight updates readers on some of the advances and emerging themes in this field of research since the special issue.

In the past 5 years, the treatment and understanding of metastatic castrate resistant prostate cancer （CRpC） have improved dramatically. Our understanding of the mechanisms of castration resistance has allowed for the development of new drugs to target prostate cancer, and our understanding of genetic mutations may give us new tools with which to more accurately diagnose and be able to predict the course of this heterogeneous disease. This article summarizes the recent advances in the understanding of the development of CRpC, as well as the new drugs and targets, which have evolved from this basic research.

Quantitative Methods for Comparing Different polyline Stream Network Models

Two techniques for exploring relative horizontal accuracy of complex linear spatial features are described and sample source code (pseudo code) is presented for this purpose. The first technique, relative sinuosity, is presented as a measure of the complexity or detail of a polyline network in comparison to a reference network. We term the second technique longitudinal root mean squared error (LRMSE) and present it as a means for quantitatively assessing the horizontal variance between two polyline data sets representing digitized (reference) and derived stream and river networks. Both relative sinuosity and LRMSE are shown to be suitable measures of horizontal stream network accuracy for assessing quality and variation in linear features. Both techniques have been used in two recent investigations involving extraction of hydrographic features from LiDAR elevation data. One confirmed that, with the greatly increased resolution of LiDAR data, smaller cell sizes yielded better stream network delineations, based on sinuosity and LRMSE, when using LiDAR-derived DEMs. The other demonstrated a new method of delineating stream channels directly from LiDAR point clouds, without the intermediate step of deriving a DEM, showing that the direct delineation from LiDAR point clouds yielded an excellent and much better match, as indicated by the LRMSE.

peanut is a worldwide oilseed crop and the need to assess germplasm in a non-destructive manner is important for seed nutritional *** this study,Near Infrared Spectroscopy(NIRS)was applied to rapidly assess germplasm variability from whole seed of 699 samples,field-collected and assembled in four genetic and environmentbased sets:one set of 300 varieties of a core-collection and three sets of 133 genotypes of an interspecific population,evaluated in three environments in a large spatial scale of two countries,Mbalmayo and Bafia in Cameroon and Nioro in Senegal,under rainfed *** elemental spectra were gathered on six subsets of seeds of each sample,after three rotation scans,with a spectral resolution of 16 cm-1over the spectral range of867 nm to 2530 *** were then processed by principal component analysis(pCA)coupled with partial least squares-discriminant analysis(pLS-DA).As results,a huge variability was found between varieties and genotypes for all NIR wavelength within and between *** magnitude of genetic variation was particularly observed at 11 relevant wavelengths such as 1723 nm,usually related to oil content and fatty acid *** yielded the most chemical attributes in three significant pCs(i.e.,eigenvalues>10),which together captured 93%of the total variation,revealing genetic and environment structure of varieties and genotypes into four clusters,corresponding to the four samples *** pattern of genetic variability of the interspecific population covers,remarkably half of spectrum of the core-collection,turning out to be the ***,a pLS-DA model was developed and a strong accuracy of 99.6%was achieved for the four sets,aiming to classify each seed sample according to environment *** confusion matrix achieved for the two sets of Bafia and Nioro showed 100%of instances classified correctly with 100%at both sensitivity and specificity,confirming that their seed quality was different f

Acute Kidney Injury in the Nephrology Department of the Brazzaville University Hospital: Epidemiological, Clinical and Evolutionary Aspects

Introduction: Acute kidney injury (AKI) is defined as a sudden and reversible deterioration in renal function. It is a life-threatening condition in hospitalized patients. Our objectives were to determine the prevalence of AKI in a nephrology department, list the causes, describe the evolutionary profile and identify the factors associated with death. patients and Methods: We reviewed the records of patients hospitalised between 1 January 2016 and 31 October 2020 in the nephrology department of Brazzaville University Hospital. We included patients aged at least 18 years whose discharge diagnosis included the item AKI. Study variables were socio-demographic data, clinical and paraclinical signs, stage and type of AKI, etiology and evolutionary profile. Results: Of the 1823 patients hospitalised, 244 (13.38%) were hospitalised for AKI. Of these, 60.2% were boys and 39.8% girls, with an average age of 47 19 years. The average consultation time was 10 6.5 days. AKI was stage 3 in 69.57% of cases. It was functional, organic and obstructive in the order of 55.28%, 36.02% and 8.69%. Dialysis was indicated in 62 patients (38.51%) and performed in 24 patients (14.9%). In-hospital mortality was 27.95%, with an average hospital stay of 9.6 5.8 days. Metabolic acidosis and anemia were the main causes of death in 14.28% and 4.35% of patients respectively. Factors associated with death were male sex, socioeconomic level, coma, indication for dialysis and absence of dialysis, with a p Conclusion: AKI is more common in young adult males. Mortality is relatively low. Improving prognosis requires early management and access to dialysis.
