Verification of tropical cyclones(TC)wind structure forecasts from global NWP models and ensemble prediction systems(EPSs)

Forecasting wind structure of tropical cyclone(TC)is vital in assessment of impact due to high winds using Numerical Weather Prediction(NWP)*** usual verification technique on TC wind structure forecasts are based on grid-to-grid comparisons between forecast field and the actual ***,precision of traditional verification measures is easily affected by small scale errors and thus cannot well discriminate the accuracy or effectiveness of NWP model *** this study,the Method for Object-Based Diagnostic Evaluation(MODE),which has been widely adopted in verifying precipitation fields,is utilized in TC’s wind field verification for the first *** TC wind field forecast of deterministic NWP model and Ensemble Prediction System(EPS)of the European Centre for Medium-Range Weather Forecasts(ECMWF)over the western North Pacific and the South China Sea in 2020 were evaluated.A MODE score of 0.5 is used as a threshold value to represent a skillful(or good)*** is found that the R34(radius of 34 knots)wind field structure forecasts within 72 h are good regardless of DET or *** performance of R50 and R64 is slightly worse but the R50 forecasts within 48 h remain good,with MODE exceeded *** R64forecast within 48 h are worth for reference as well with MODE of around *** study states that the TC wind field structure forecast by ECMWF is skillful for TCs over the western North Pacific and the South China Sea.

With modern infrastructures and effective warning systems,casualties,damages and losses due to tropicalcyclones(TCs)have been significantly reduced over the years in Hong ***,densely populated coastal cities like Hong Kong will need to continuously enhance its resilience to high winds,heavy rain and storm surges brought by TCs,especially with the growing concern of the challenges induced by climate change and sea level *** embracing the advance of remote sensing,communication and numerical modelling technology,the Hong Kong Observatory(HKO)continues to improve its TC monitoring and forecasting techniques as well as forecasting and warning services to meet the needs of the *** paper concisely reviews the major development and achievement of TC-related operation and services of HKO in recent decades,in aspects such as Numerical Weather Prediction(NWP)models,nowcasting techniques,warning communication and public *** thrusts on TC forecasting and warning services of HKO will also be discussed.

Kalmaegi(1415)required the issuance of Gale or Storm Wind Signal No.8 in Hong Kong in 2014,even though it passed by at a distance of 370 km from Hong Kong during its closest *** surges triggered by Kalmaegi caused backflow of sea water in some low lying areas in both Hong Kong and *** paper reviews the use of observational data in monitoring the cyclone characteristics and studies the synoptic factors leading to its fast movement and extensive *** combined analysis of multi-platform satellite wind retrieval,in-situ surface observations and aircraft reconnaissance data over the northern part of the South China Sea is found to be useful in depicting the cyclone *** analysis suggests that the relatively large size of Kalmaegi may be attributed to monsoon shear pattern during its formation stage and the subsequent strengthening of southwesterlies over the northern part of the South China Sea.A strong subtropical ridge north of Kalmaegi not only provides strong steering and thus its high translational speed,but also leads to extensive gale force wind distribution over its northern *** performance of various numerical prediction models in forecasting the movement,intensity change and wind structure of Kalmaegi,as well as the storm surge triggered,is assessed and presented.

A DISCUSSION OF THE MOST INTENSE TROPICAL CYCLONES IN THE WESTERN NORTH PACIFIC FROM 1978 TO 2013

This study examines a number of very intense tropical cyclones(TCs) in the western North Pacific(WNP) since 1978 as depicted by the best track data from the four main weather agencies in the WNP, namely the Hong Kong Observatory, China Meteorological Administration, Regional Specialized Meteorological Centre Tokyo and Joint Typhoon Warning Centre, and the Advanced Dvorak Technique–Hurricane Satellite dataset prepared by the University of Wisconsin/NOAA National Climatic Data Center to identify the most intense TCs in the western North Pacific. Comparison analysis reveals that there are very large differences in the ranking of maximum sustained wind speed(MSW) among these datasets, probably due to data inhomogeneity issues and the discrepancies in TC intensity assessment among these centres. Re-assessment of the MSW of potential candidates suggests that, within uncertainty range of the analysis, Tip(1979) and Haiyan(2013) are the most intense TCs in the WNP during the period. Among the potential candidates, eight of them made landfall during their lifetime. Satellite pattern comparison and the best track dataset analysis of these typhoons show that Haiyan(2013) has the highest estimated MSW right before landfalling, making it the most intense TC making landfall in the WNP during the period 1978-2013.

Tropical cyclones(TCs) moving across Luzon from east to west are likely to affect Hong Kong. As such, it is important for forecasters take into account the likely changes in intensity and movement characteristics of TCs crossing Luzon. 50 TCs in the period 1980-2014 were examined to determine the effect of Luzon’s terrain on their intensity and *** results indicated that TCs generally weakened as they passed through the terrain of Luzon. The decrease in the maximum sustained winds(MSW) for TCs with intensity of severe tropical storms or below was normally < 10 knot. For typhoons, the decrease in the MSW was usually ≥10 knot. The study also showed that TCs moving across Luzon were likely to accelerate(decelerate) as they approached(moved away) from Luzon. Furthermore, while there was a slight bias for TCs to defl ect leftwards on leaving Luzon, a signifi cant negative correlation was found between the defl ection tendency before and after crossing Luzon. A TC defl ected to the right(left) before landfall was likely to defl ect to the left(right) after leaving Luzon. Also, defl ection upon/near landfalling is found to be related to the intensity, moving speed and the direction of motion of a TC.

The evolution of a local fragmented model of services for children with autism in Hong Kong emerged gradually over the past three decades with lack of government funding or support. This had been due to increasing number of children with autism being detected and referred for earlier assessment. With increasing pressure from parents due to long waiting time for assessment and training services and the increasing polarization by mass media there had been a gradual increasing public awareness over the past five years. Though still highly fragmented in the availability of services, there is a growing "business model" available in the community due to increasing need and lack of public funding for support. There is a lack of strategic planning for medical diagnostic and management issues in Hong Kong. Our University of Hong Kong based Autism Research Program was pioneered in 1985 based on the increasing load of autism cases referred for assessment for other developmental problems and diagnosed as Autism in the Duchess of Kent Children's Hospital. As the first author has been the staff of the University of Hong Kong, this program flourished as a research based program. The benefits of early identification and intervention of autism spectrum disorder(ASD) had been increasingly recognized, and with the increased public awareness and increasing trend of earlier diagnosis, there has been a continuously high demand from parents for earlier assessment and training for children suspected to have ASD. This model had not received extra funding for this integrated program for research, teaching and training in autism. We had to apply for various donations and grants to support the development of this pioneer program. The research output and organization of forums for public education and awareness are reviewed. The Chang＇e-3 （CE-3） lander and rover mission to the Moon was an in- termediate step in China＇s lunar exploration program, which will be followed by a sample return mission. The lander was equipped with a number of remote-sensing instruments including a pair of cameras （Landing Camera and Terrain Camera） for recording the landing process and surveying terrain, an extreme ultraviolet camera for monitoring activities in the Earth＇s plasmasphere, and a first-ever Moon-based ultravi- olet telescope for astronomical observations. The Yutu rover successfully carried out close-up observations with the Panoramic Camera, mineralogical investigations with the VIS-NIR Imaging Spectrometer, study of elemental abundances with the Active Particle-induced X-ray Spectrometer, and pioneering measurements of the lunar sub- surface with Lunar Penetrating Radar. This special issue provides a collection of key information on the instrumental designs, calibration methods and data processing pro- cedures used by these experiments with a perspective of facilitating further analyses of scientific data from CE-3 in preparation for future missions.

Objective:To establish that the Hong Kong Special Administrative Region(HKSAR)government is actively promoting Chinese medicine(CM)and to examine turnover rate of Chinese medicine practitioners(CMPs)in Hong Kong,China in light of this governmental ***:This study covered two major areas:reviewing CM development in Hong Kong,and assessing the turnover rate of CMPs in Hong *** first part of the paper is a historical *** investigation of turnover rate had two *** 1,quantitative method,involved online questionnaires;Section 2,qualitative method comprised interviews with CMPs from different types of CM clinics to ascertain the reasons for the turnover among ***:A total of 123 online questionnaires were received in Section 1(55 from male CMPs;66 from female CMPs;2 respondents were unwilling to disclose their sex).The proportion of CMPs who had resigned in 2018e19 was 22.8%(28),of whom 5.7%(7)had resigned twice in one *** rates of resignation in 3 years and 5 years were up to 40.7%(50)and 56.9%(70),*** CMPs were interviewed in Section *** CMPs were more likely to resign than *** large gap between actual salary and expectations appeared to be the main reason for the high rate of ***:HKSAR government keenly desires to promote CM in Hong Kong,however,high turnover rate of CMPs was detected even under this positive governmental *** is an urgent need to conduct a more representative study of the reasons for the inclination of CMPs in Hong *** study highlights an important issue in CM development,and these results should remind different stakeholders in the CM industry and the government that CMPs need better career prospects and support in various areas.

A joint computational-experimental study of intracranial aneurysms:Importance of the aspect ratio

Rupture of a cerebral aneurysm （abnormal swelling of blood vessel in the brain） will cause subarachnoid hemorrhage, and will result in an alarming rate of mortality and morbidity. A joint computational-experimental study is conducted to assess the importance of the aspect ratio in the dynamics of blood flow. The aspect ratio is defined here to be the ratio of the height of the aneurysm to the linear dimension of the neck. Idealized models of such aneurysms located near a bifurcation point were investigated. Numerical simulations for hemodynamic properties like shear stress and flow rate were performed. The computational results were verified experimentally with specially fabricated phantoms, blood mimicking fluid and Doppler ultrasound imaging. Excellent agreements were obtained. Two features are highlighted, providing information in the intensely debated link between rupture risk and geometric factors. On increasing the aspect ratios, firstly, a jet impinging on the distal part of the neck can be observed, and secondly, a region of positive shear stress gradient can be found there. Furthermore, computational analyses for four patient-specific models were conducted to correlate with the results of idealized models and to provide further clinical insight.
