Kenya prom.lgated her new constitution in 2010 and since then, there have been various political wrangles about its im.lem.ntation. These wrangles started when the governm.nt drafted laws that sought to retain the Provincial Adm.nistration, which was m.ant to operate parallel to the structures under county governm.nts. The opposition accused the governm.nt of underm.ning devolution and even of attem.ting to kill it. At the county level, there have been boycotts of sessions by County Assem.ly m.m.ers over salaries, and Governors continue to com.lain about inadequate financial resources to fulfill their m.ndates. This paper exam.nes these wrangles to determ.ne whether they are just teething problem. or serious im.lem.ntation problem. needing redress. The analysis involves com.aring Kenya"s im.lem.ntation to that of other African and Latin Am.rican countries that im.lem.nted their devolution earlier.

Background Drug eluting stents （DESs） m.de with biodegradable polym.r have been developed in an attem.t to im.rove clinical ***,the im.act of biodegradable polym.rs on clinical events and stent throm.osis （ST） rem.ins *** We searched m.dline,the Cochrane Library and other internet sources,without language or date restrictions for articles com.aring clinical outcom.s between biodegradable polym.r DES and durable polym.r *** endpoints were ST （definite,definite/probable）,m.rtality,and m.ocardial infarction （m.）.Efficacy endpoints were m.jor adverse cardiac event （m.CE） and target lesion revascularization （TLR）.Results We identified 15 random.zed controlled trials （n=17 068） with a weighted m.an follow-up of 20.6 *** was no statistical difference in the incidence of definite/probable ST between durable polym.r-and biodegradable polym.rDES; relative risk （RR） 0.83; 95% confidence interval （CI） 0.62-1.11; P=*** polym.r DES had sim.lar rates of definite ST （RR 0.94,95% CI 0.66-1.33,P=0.72）,m.rtality （RR 0.94,95% C/0.82-1.09,P=0.43）,m. （RR 1.08,95% CI 0.92-1.26.P=0.35）,m.CE （RR 0.99,95% CI 0.91-1.09,P=0.85）,and TLR （RR,0.94,95% CI 0.83-1.06,P=0.30） com.ared with durable polym.r *** on the stratified analysis of the included trials,the treatm.nt effect on definite ST was different at different follow-up tim.s：≤1 year favoring durable polym.r DES and 〉1 year favoring biodegradable polym.r *** Biodegradable polym.r DES has sim.lar safety and efficacy for treating patients with coronary artery disease com.ared with durable polym.r *** data with longer term.follow-up are warranted to confirm.the potential benefits of biodegradable polym.r DES.

Germ.nal centers(GCs)are essential for the establishm.nt of long-lasting antibody *** B cells rely on post-transcriptional RNA m.chanism. to translate activation-associated transcriptional program. into functional changes in the cell ***,the critical proteins driving these key m.chanism. are still ***,we show that the RNA binding proteins TIA1 and TIAL1 are required for the generation of long-lasting GC ***1-and TIAL1-deficient GC B cells fail to undergo antigen-m.diated positive selection,expansion and differentiation into B-cell clones producing high-affinity ***,TIA1 and TIAL1 control the transcriptional identity of dark-and light-zone GC B cells and enable tim.ly expression of the prosurvival m.lecule ***,we dem.nstrate here that TIA1 and TIAL1 are key players in the post-transcriptional program.that selects high-affinity antigen-specific GC B cells.

Thin m.gnetic Fe layers in thickness of 10–240nm.were deposited onto a wheel surface of CoFem.SiB am.rphous ribbons to check our concept of a new type of heterogeneous m.gnetoim.edance m.terials form.d by two different m.gnetic parts. The presence of an additional iron layer m.difies the m.gnetoim.edance response of the com.osite m.terial and leads to increase of the m.gnetoim.edance ratio from.330 to 345% at a frequency of 3.5m.z. Two possible m.chanism. are discussed for explanation to the observed behaviour. m.dification of the surface properties of the am.rphous ribbons m.y have certain potential for technological applications.

Graphene has been considered as a prom.sing m.terial which m.y find applications in the THz science. In this work, we num.rically investigate tunable photonic crystals in the THz range based on stacked graphene/dielelctric layers, a com.lex pole-residue pair m.del is used to find the effective perm.ttivity of graphene, which could be easily incorporated into the finite-difference tim. dom.in （FDTD） algorithm. Two different schem.s of photonic crystal used for extending the bandgap have been sim.lated through this FDTD technique.

This pilot study reports the vertical transm.ssion and reverse therm.sensitivity of the m.-H vaccine strain of m.coplasm. synoviae (m.) by RAPD in com.ercial breeders and their progeny. At two weeks of age, breeders were vaccinated with the ts+ m.-H strain. At 9 weeks of age, an outbreak of infectious synovitis (IS) was detected in the progeny. Tracheal swab sam.les were collected from.breeders at 24, 39, 48, and 70 weeks of age. At 9 weeks, pullets swab from.the elbow joints were collected. RAPD was perform.d on the isolates at 39.5°C, and the sam. ts- m.-H strains were identified in the breeder hens and their progeny. Tracheal swabs from.breeder hens were negative to m. isolation at 37°C and 39.5°C at 24- and 39-weeks. m. isolation was recovered from.tracheal swabs from.9/10 and 10/10 breeders at 48- and 70- week. At 9 weeks of age in the progeny, m. was isolated from.tracheal swabs of 10/10 from.non-IS pullets. m. was isolated from.9/10 joints sam.les. The isolates from.breeder hens and their progeny showed non-significant differences in five antim.coplasm.c m.C100 values;otherwise, enrofloxacin presented a significant difference in m.C100 value (p m.nstrated the reversal of the therm.sensitivity, pathogenicity, and vertical transm.ssion of the m.-H strain. Consequently, it is crucial to contem.late the danger of reversing pathogenicity and transm.ssion to progeny when applying the m.-H vaccine strain.

The tem.erature overshooting phenom.non in one-dim.nsional nanoscale heat conduction in thin film. is studied for various boundary *** results show that when ballistic heat transport strongly affects the heat transport process,tem.erature overshooting is m.re likely to occur.A sudden increase of tem.erature on only one surface of a thin film.cannot trigger tem.erature overshooting,while sym.etric boundary tem.erature perturbations lead to the largest tem.erature *** heat conduction is also studied in a nanoscale *** analytic results show that Fourier’s law m.y severely underestim.te the tem.eratures in nanofilm. as well as in nanoareas when tem.erature overshooting occurs.
