china ＇s small farmers face increasing challenges because of land and water resource constraints and the effects of climate change. With the strengthened agricultural stimulus policies, poverty reduction and social protection programs, as well as the expanding international food trade, up to now china has achieved food security through small farm agriculture. During intensive economic restructuring, smallholders still coexist with large- sized farms and industrialized agricultural businesses, but are in a vulnerable position in market transactions. Oriented to 2050, china ＇s agricultural development and food security policies should work to improve domestic market structure, to further release international trade control and to empower smallholders.

Based on an investigation of the meaning of development, the neo-classical economic approach to development, and the post-welfarist theory of development, this paper proposes a conceptual framework for understanding human development potentials, while undertaking empirical analysis using cross-sectional and time series data on human development. Human development is associated with basic necessities for subsistence, the quality of life, and political and civil rights, in addition to income indicators. Our analysis suggests that the concept of human development potentials has two dimensions: the rights of development and limits to human development. Both are largely ignored in the neoclassical theory of development. However, human development is not unbounded, which approaches to a relatively fixed constant at given economic, technological and institutional conditions. The present paper focuses on the transformation of china＇s foreign affairs. The transformation is closely associated with and mutually reinforced by the developmental changes that have taken place in china. china＇s strong economic focus has had a profound effect on its foreign relations and international strategies. With sustained growth over the past three decades （1978-2008）, china has become an important member of the world community. In particular, its influence has been growing in the Asia-Pacific area. china＇s unique developmental model and path are recognized and scrutinized worldwide. The present paper discusses special aspects of foreign aid and also explores the changes in principles of and approaches taken in the application of foreign aid policies. Under dual external and internal pressure, china has to constantly adjust, renew and improve its approach to diplomatic and international relations.

This paper presents the design of sample survey scheme for the study onwomen’s status in contemporary china, and also discusses the precision and design effectof the scheme. In Section 1, the adopted methods of stratified four-stage sampling withunequal probabilities and twO-phase sampling are introduced. The determination andallocation of sample size are also discussed. Ill Section 2, the methods of estimating targetvariables of population and their variances are described in detail. The relevant formulaefor calculation are given in Section 3, the precisions and design effects for some targetvariables are listed. Finally, these results are discussed and analyzed by the authors.

This paper holds that china＇s national security during its peaceful rise is a new issue on the research agenda, which requires new counter-measures and collective wisdom. The paper discusses five of china＇s objectives in addressing national security; namely, from highest to lowest priority, friction among big powers, the Taiwan Question, disputes over sovereignty, protection of interests overseas, and undertaking international responsibilities. Systematically achieving these objectives is of major importance for building up national defence and china＇s international image. china ＇s state security in the current period of peaceful development is a new issue on the research agendum, for politicians, the military, scholars and researchers alike. Extensive and in-depth discussion is needed. Global security commitments made by a big power might conflict with its own security interests and objectives. Judging by any standard, china＇s tasks are heavy and the road ahead is long.

Through the analysis on china＇s economic develop- ment, utilization of resource environment and soft power, a basic judgment was made of the influence of ＂china development＂. The overall influential power of china development on international community was misunderstood. What we see is the role of ＂china Factor＂ in different fields. In the process of economic globalization, what economic system of capitalist market has seen is ＂china＇s cheap labor＂, ＂china＇s loose economic system environment＂, ＂earlier abuse of unlimited resource environment＂, ＂china＇s broad consumption market＂ and ＂demographic dividend＂. In global or Asian financial crisis, what other countries valued was china＇s ＂foreign currency＂ accumulated over the years. In global gov- ernance or crisis management, what international community expected was ＂china＇s obligations and responsibilities＂ without the right of speech, etc.. All these are the ＂passive＂ roles produced by ＂a single factor＂ in definite fields. The active and initiative role china will play in international community still needs time and the continuous efforts of several generations. china once was a big country that had significant inftuential power on the world, and china＇s renaissance is a normal process of development of things. What excessive talks about its influential power reflect may be the lack of china＇s influence.
