碳排放权交易制度的权利逻辑与规范进路

当下我国碳排放权交易制度体系正在经历着由政策引领向法治构建的转变。目前碳排放权交易制度行政立法中简单将“权利”与“配额”等同的做法,既无法体现碳排放权所兼具的公法、私法双重特征,也难以有效回应碳排放权交易市场的发展需求以及完善碳排放权交易制度的规范构建。为此,需要构建以碳排放权交易市场为语境、以碳排放“权利”为逻辑主线的碳排放权交易制度,夯实其法治基础并明确其规范进路。从语境与语义出发,“碳排放权”的表述本身就意味着其私法的权利属性。在碳排放权交易制度的理论逻辑层面,双阶理论可以为碳排放权交易制度中“配额”到“权利”的过渡提供理论支撑;在其实践逻辑层面,碳排放权交易制度需要借助“权利”的确立为其交易市场的展开提供法治的基础。最后,考虑到碳排放权权利属性共识不足、碳排放权交易制度结构尚待稳定、权利基础呈现多元特征以及权利来源并非稳固不变等因素,策略上可以考虑暂时搁置碳排放权权属争议,以权益为抓手、以“权益表现—适用规范领域—法律保护方式”为主线,分步骤、分阶段推进碳排放权交易制度的规范构建。

目的观察CT血管造影(CTA)影像组学评估基底动脉尖动脉瘤(BTA)破裂风险的价值。方法回顾性收集133例BTA患者,根据BTA破裂与否分为破裂组(n=39)与未破裂组(n=94),并按7∶3比例划分训练集(n=93)与测试集(n=40)。针对CTA提取BTA影像组学特征并筛选其中最优者,计算影像组学评分(Radscore);分别利用逻辑回归(LR)、随机森林(RF)、决策树(DT)及K近邻(KNN)算法基于最优影像组学特征建立影像组学机器学习(ML)模型,基于Radscore建立Radscore模型;再利用后者联合临床及常规影像学表现建立联合模型。对比分析上述各模型鉴别破裂与未破裂BTA的效能。结果最终选出4个BTA最优影像组学特征,以之建立的LR、RF、DT及KNN 4种影像组学模型鉴别训练集破裂与未破裂BTA的曲线下面积(AUC)分别为0.770、0.816、0.817及0.795,在测试集分别为0.795、0.793、0.786及0.824;4种模型AUC差异均无统计学意义(P均>0.05)。性别、饮酒史、BTA形态及Radscore均为BTA破裂的独立影响因素(P均<0.05),以之建立临床-常规影像学模型。针对全部133例,联合模型鉴别BTA破裂与未破裂的AUC为0.877,Radscore模型为0.775,而临床-常规影像学模型为0.677,前者明显高于后两者(P均<0.05)。结论CTA影像组学有助于评估BTA破裂风险;联合临床及常规影像学表现可进一步提高其效能。

Topochemically-controlled stereoselective [2+2] photocycloadditions are now well-established in the literatures. The construction of cyclobutane rings has attracted considerable attention due to the existence of this structural motif in natural products and synthetic medicines. Furthermore, cyclobutane derivatives appended with pyridyl or carboxylic groups exhibit intriguing properties in some advanced formation of metallo-supramolecular assemblies and materials. Generally, the photochemical [2+2] cycloaddition reactions are reported to take place in the solid state.

Under dynamic loading, the constitutive relation of the cement mortar will be significantly affected by the transversal inertial effect of specimens with large diameters. In this paper, one-dimensional theoretical analysis is carried out to determine the transversal inertial effect on the relaxation/retardation time of the cement mortar under the harmonic wave. Relaxation time or retardation time is obtained by means of the wave velocity, attenuation coefficient and the frequency of the harmonic wave. Thus, the transversal inertial effect on the relaxation time from Maxwell model, as well as on retardation time from Voigt model is analyzed. The results show that the transversal inertial effect may lead to the increase of the relaxation time, but induce the decrease of the retardation time. Those should be taken into account when eliminating the transversal inertial effect in applications.

Hydrogels are a kind of unique cross-linking polymeric materials with three-dimensional networks. Various efforts have been devoted to manipulate the formation of functional hydrogels in situ and enrich the production of hydrogels, microgels and nanogels with improved modulation capacity. However, these methods always fail to tune the gel properties because of the difficulty in achieving the precise control of cross-linking extents once the gel formation is initiated. Therefore, the preparation of tailor-made hydrogels remains a great challenge. Herein, we summarize a controlled cross-linking strategy towards not only fabrication of hydrogels at nano-, micro-and macro-scales, but also achievement of controlled assembly of nanoparticles into multifunctional materials in macroscopic and microscopic scales. The strategy is conducted by controllably activating and terminating the disulfide reshuffling reactions of disulfide-linked core/shell materials with selective core/shell separation using system p H or UV triggers. So it provides a facile approach to producing hydrogels, hydrogel particles and nanoparticle aggregates with tunable structures and properties, opening up the design possibility, flexibility and complexity of hydrogels, microgels/nanogels and nanoparticle aggregates from nanoscopic components to macroscopic objects.

Towards energy-efficient storage placement in large scale sensor networks

Data storage has become an important issue for energy efficient data management in sensor networks. In this paper, we investigate the optimized storage placement problem in large scale sensor networks, aiming to achieve minimized energy cost. In order to efficiently deal with large scale deployment areas with irregular shape, we propose to utilize the hop as the computation unit instead of the node, such that computation complexity can be greatly reduced. We propose methodologies to solve the optimization problem both in situations for limited and unlimited numbers of storage units. The ultimate goal of this paper is to give fundamental guidance for optimized storage placement in large scale sensor networks. Simulation results show that our methodologies can greatly reduce the overall energy consumption compared to other strategies.

Rock shed is an effective protection measure against *** investigate the influences of falling rock’s shape and impact angle on the impact effect of the cushioned rock shed,a modeling approach for a rock shed with a cushion layer using *** granular cushion is modeled as an aggregate of discrete non-cohesion particles,while the concrete plate and the beam are modeled as *** falling rock with different sphericities and impact angles is modeled as a rigid *** numerical model is validated by comparing the simulation results with experimental and numerical results from previous *** model is applied to analyze the effects of rock shape and impact angle on the dynamic interaction effects between falling rock and cushioned rock shed,including the impact force,transmitted bottom force,penetration depth,and plate *** numerical results show that the variation in the falling rock’s shape has different effects on the falling rock with different impact *** findings could support rock shed design by revealing the limitations of the assumptions in the past research,which may result in unsafe rock sheds for some rockfall cases.
